국문 초록 (Abstract)

현대 의학의 발달과 생활수준의 향상으로 수명이 연장되어 고령자 인구가 증가하여 사회가 고령화 되어 가고 있다. 여기에 출산율이 감소하고 있어 기존 사회 체제에 많은 부담이 가중되고 있다. 산업화 및 핵가족화 현상으로 고령자의 생계, 건강 및 소회에 대하여 저 이상 가족 부양을 기대하기 어렵게 되었다. 이들 고령자에 대해서 사회 연대 책임에 부과되어 국민경제에 짐으로 작용하고 있다.
이에 본 연구는 고령자 문제의 주된 해결이 고령자에게 사회적 역할 즉 취업이라는 수단을 통하여 해결한다는 관점에서 보았다.
고령자의 개념 및 고령자의 경제활동 현황 및 전망, 고령자 취업의 필요성과 취업욕구를 분석하고 그 것을 토대로 고용안정센터의 활성화 방안을 제시하였다.
본 연구의 조사 결과 노동부 고용안정센터를 방문하는 대부분의 고령자들은 지극히 현실적인 이유 즉 생계유지를 위해서 취업 망하고 있다. 이들에게 취업은 여가생활이라는 취미가 아니라 절대 필요한 것이다 이들은 취업하는 데 어려움이 많음을 토로하고 있다. 주된 것으로는 고령자적합 일자리 부족과 사회적 편견이라고 했다. 취업을 위해 고용안정센터에 바라는 것은 고령자적합 일자리 창출과 심층상담 및 친절상담 그리고 구인정보 전화서비스라고 했다.
이러한 조사 결과를 볼 때 고령자의 취업은 고용안정센터의 과제이다. 고령자에게 일자리를 마련해 줌으로 현실적인 생계문제를 해결하고 또한 노후 대책 마련에도 도움을 줄수 있도록 방안이 제시 되어야 한다. 따라서 본 연구에서는 고령자의 취업을 위하여 고용 안정센터 활성화 방안을 모색하는 데 그 목적을 두었다. 그 결과 노동부 중앙정부의 측면과 일선 고용안정센터의 두 측면으로 구분 하였다.
중앙정부의 역할은 일선 센터의 상담시설을 보강하고 전문인력을 충원하고 고령자 관련 법적, 제도적 장치를 강화하고 직업상담원의 처우를 개선하는 것이다.
일선 센터의 역할은 고령자 적합 일자리 사업인 사회적 일자리 사업을 적극 추진하고, 심층상담을 강화하여 집단 프로그램에 연계하며, 고용안정사업의 적극적인 홍보와 유관기관 협조 체제를 구축하는 것이다.
고령자 취업 인력 활용은 고령자에게 소득을 주어 이들의 다양한 욕구와 문제를 해결하고 신체적으로나 정신적으로 건강하게 하며 또한 노후 생활에 만족을 느낄수 있게 해 준다. 가족과 사회의 부담을 경감시키며 국가 경제 발전에도 기여할 수 있다. 고령자에게 사회적 역할을 부여하여 취업할수 있게 한다는 것은 이처럼 중요하다. 그러므로 고령자 복지를 고령자 취업과 연계하여 이을 하며 스스로 책임 지는 방법을 택하므로 활기차고 당당한 노인상을 이루어 나가도록 해야 한다.

The development of modern medicine and the improve ment of living standard have contributed to increase the aged, making the society aging.
The phenomena of industrialization and nuclear family, as the result, have made the family support unlikely for the issues of livelyhood, health and alienation of the aged people, and at the same time the society as a whole became responsible for the measure relating to their old age.
Thus, this study intended to work out the programs for the improvement in expanded employment and manpower utilization of the aged people, from the viewpoint that their problems should be mainly solved through the allocation to them of social roles, or by the means of employment.
In this study, the author tried to analyze the necessity of the aged people's employment and their working desires.
The finding of the study indicate that most of the aged people who visited the "Employment Center" work for the maintenance of the living. So they want that the "Employment center" create the new job.
As a result of the study, the "Employment Center" should try for the aged to get the job.
In the study the author tried to activate the Employment Center for the aged to get the job. Thus there are two dimension, the Ministry of labor and the local employment center. Government including the Ministry of labor should strengthen the counselling facilities, fill up a vacancy of the counselling worker. The local Employment center work hard to propel the "social-job", and strengthen the deep-counselling.
The utilization of the aged people's working manpower enables the aged people to have the guaranteed income, thus solving their diverse desires and problems, maintaining the physical and mental health, and providing the satisfaction of aged lives. Furthermore, it would be very desirable, reducing the supporting burden of the family and society and making them contribute to the national economic development. The allocation of social and economic roles to the aged people and the provision of working activity are very important. When these activity are made possible through the groups, the aged people will be able to spend their aged lives more satisfactorily.
