The Development Cooperation Policy Program (DCPP) is a scholarship program offering each year an opportunity for 20 public servants from developing countries to study at the Seoul National University Graduate School of International Studies (SNU GSIS). As not only special program students, but also as developing country nationals, DCPP students in Korea face different challenges from their other foreign peers.
This paper focuses on belongingness—a central aspect of student life—and aims to understand the factors behind why some DCPP students feel like they belong at SNU GSIS and some others do not. Additionally, this paper also focuses on a crucial aspect of university belongingness (in the form of strong peer friendships) and the factors that bring about such a sense of belonging among DCPP students.
Using the case study method and through semi-structured in-depth interviews, this paper establishes that experiences of differential treatment at SNU GSIS appears to be the strongest factor influencing belongingness of DCPP students at GSIS, and that its effects are reinforced by secondary factors such as gender, batch and English proficiency. As for peer friendships among DCPP students, those appear to be most significantly influenced by students’ health, as well as—to a lesser extent—batch, marital status, and children.
Upon returning to their home countries, DCPP students often play a role in spreading the image of Korea to the branches of government they work in. In that sense, fostering GSIS belonging among DCPP students does not only mean improving their individual experiences in Korea, but also contributes to the strengthening of a positive image of Korea abroad.

국문 초록 (Abstract)

개발협력과정(DCPP)은 매년 20명의 개발도상국 출신의 공무원들을 대상으로 하는, 서울대학교 국제대학원의 장학 과정이다. DCPP 학생들은 특별과정의 학생이자 개발도상국 출신의 학생으로서, 유학 기간 동안 다른 유학생들과는 다른 고유의 경험을 얻게 된다.
본 연구에서는 학생생활의 매우 중요한 측면인 소속감에 집중하여 DCPP 학생들이 서울대학교 국제대학원에서 소속감을 느끼는지와 이에 영향을 끼치는 요인은 무엇인지 알아볼 것이다. 덧붙여, 대학 소속감의 주요 측면 중 하나이므로 DCPP 학생들이 서로 강한 우정관계를 맺을 수 있었는지를 살펴보며 이의 영향 요인에 집중할 것이다.
반구조적 심층면담을 사용한 사례연구방법을 통해서 알아본 바, DCPP 학생들의 소속감에 영향을 미친 가장 중요한 요인은 국제대학원에서의 차별대우 경험 유무로 보인다. 그 외에 부차적인 요인으로는 젠더와 기(期), 영어 능력이 있다고 주장한다. 또한, DCPP 학생들의 우정관계를 영향하는 가장 중요한 요인으로는 학생들의 건강 상태가 있으며, 그 외 부차적인 요인으로는 학생들의 기(期)와 혼인 상태 및 자녀 유무가 있다고 주장한다.
개발도상국 재직 공무원인 DCPP 학생들은 귀국한 이후에 자국에서 한국에 대해서 알리는 역할을 한다. 그러므로 서울대학교 국제대학원에서 소속감을 느끼는 것은 DCPP 학생들의 개인적인 유학 경험을 향상할 수 있을 뿐만 아니라 한국의 긍정적인 이미지를 강화할 수 있기 때문에 앞으로도 키울 필요가 있다고 본다.
