The main purpose of this thesis is to evaluate women's policy in Daejeon by means of a gender-recognized viewpoint and to suggest a correct direction in the local women's policy which is real and improves reality.This thesis is based upon the analysis of domestic and foreign books and preceding studies that have treated the theory and the evaluation of women's policy to examine how women's policy has performed its function and role in order to improve the quality and status in women's life.
To evaluate women's policy in Daejeon I interviewed the public officials related to women's policy and was provided the materials by them. An evaluating-framework which was developed by the discussion in the feminism-organization was prepared, and Kwangju that was most similar to Daejeon in the aspect of size of land and formation of population and as a center of democratization the citizens' participation to society was more active than Daejeon was compared and evaluated. Based upon its results, the correct direction and problem were suggested to evaluate establishment of women's policy and its performance in Daejeon more objectively and to accomplish them more positively.
The correct direction and problems of women's policy in Daejeon are as follows: firstly, the reconsideration of public recognition in women's problems, secondly, the establishment of organization taking exclusive charge of the women's policy and the cultivation and arrangement of professional workers, thirdly, the reinforcement of connection with business matters between a city of great-sphere and a basic local autonomy and the activation of local women's businesses, fourthly, the expansion of women's participation in the policy-decision process, fifthly, the expansion of a day-care centers, sixthly, the abolition of the practice discriminating women officials, seventhly, a regular evaluation of women's policy, eightly, the immediate expansion of budget.
The community has demanded the decentralization of power and autonomy more strongly, and women's absolute participation will be needed to keep and develop a community with the real advancement of a local autonomy. The interest toward the real situation and the evaluation of local women's policy has risen, and by examining and inspecting the process and the result that women's policy is planned and performed, the task to improve a plan, a performance and a result is more active.
The City of Daejeon have to plan and promote women's policy to suit the level of recipient of women's policy and have to know the situation to perform women's policy by developing a scientific and systematic evaluation-framework and evaluation standard.
From now on through the continuous and repetitive evaluation of women's policy, such tasks as the establishment of the evaluation direction in women's policy in Daejeon, details-promoting plan, and a performing situation will be carried out continuously to devise the development of women's policy in the City of Daejeon.
