청소년자원봉사활동의 실태와 활성화에 관한 연구
(고양시를 중심으로)


현대사회는 산업화·도시화·핵가족화와 더불어 고령화 사회로 인해 인간성 상실과 지역사회의 붕괴, 가정기능의 약화, 이웃간의 따뜻한 사랑을 나눌 수 없게 되었으며, 각 가정의 기능이 약화되고 지역간 공동체 의식이 희박해져 각 개인의 삶의 질이 문제시되고 있다. 이러한 현대사회를 우려하는 목소리들은 다양하고 심각하여 정치·경제·사회·문화·교육 등 총체적 위기라고 말할 수 있는데, 이러한 사회분위기 속에서 자란 청소년들은 개인주의적 성향을 가지고 있다. 이와 같이 우리사회가 지식중심 교육으로는 한계가 있어 자원봉사활동을 통한 교육이 적극적으로 도입되어 정신적·육체적·자발적인 참여를 통해 청소년들로 하여금 자원봉사활동의 지속적인 참여로 인해 인성 및 공동체의식을 함양하여 균형적인 성장을 도모하는데 있다.
본 연구는 청소년자원봉사활동 실태와 활성화에 관한 연구를 통하여 보다 효율적이며 적극적인 활동이 될 수 있도록 하기 위해서 연구 하였다. 청소년들이 어떻게 성장하느냐에 따라 우리 사회의 미래가 결정된다는 것이 과언이 아니기 때문에 청소년들이 건전한 청소년들로 육성코자 하며, 지역사회에서 청소년의 자원봉사를 올바르게 정착시키고 이웃과 사회를 사랑하는 마음과 가정, 사회, 국가의 미래 주역으로서 부족함이 없도록 하고 더불어 살아가는 인간미 넘치는 사회를 구현하기 위하여 개선방안을 제시하고자 한다. 청소년 자원봉사활동의 주요 이슈는 이타성이나 공동체의식 등의 사회성을 기르고 진로를 탐색하며, 나아가 민주시민의식을 함양하는데 있다. 청소년들이 지식중심의 교육에서 벗어나 지역사회의 다양한 활동영역에서까지 실천적으로 활동을 체험하는데 있다. 청소년의 자원봉사활동은 사회복지를 향상시키기 위하여 필요한 것으로서, 사회의 공동체의식 형성을 통한 날로 심각해져가는 여러 가지 사회문제의 치료 및 예방에 도움이 되며 민주시민 사회를 건설하는 계기가 마련되고 국가적으로는 국민의 복지서비스 향상에 기여하게 될 것이다.
첫째, 추진체계의 활성화 방안은 청소년복지지원법의 구성에 대한 보완이 필요하다.
둘째, 관리체계의 활성화방안으로 청소년 자원봉사활동 지도자로서 청소년지도사를 고려해 볼 수 있다.
셋째, 지원체계의 활성화 방안은 자원봉사 센터가 겪고 있는 재정적인 열악성은 센터 개소 초기부터 지속적으로 대두되어 온 문제이다. 자원봉사센터가 하나의 사회적 제도로서 발전하고 있음에도 불구하고 이 예산 부족 현상은 여전히 개선되지 않고 있다. 즉, 자원봉사센터의 재정적 문제는 구조적으로 정부의 책임이 되는 것이며 정부는 자원봉사센터의 재원 확보를 위한 지속적인 노력을 기울여야 한다. 그리고 운영기관은 정부 부담의 재정을 효율적으로 집행하여 최대한의 효과를 도출하기 위해 노력해야 할 것이다.
넷째, 많은 프로그램이 있으나 자원봉사활동 프로그램은 부족하다.
그러면 고양시 두개 기관에서 추진중인 자원봉사활성화 방안으로 첫째, 고양시종합자원봉사센터의 자원봉사 활성화 방안으로서 ① 네트워크 활성화 방안은 자원봉활동이 생활문화로 정착되고 삶의 중요한 부분으로 뿌리내리려면 지역단위와 연계된 네트워크 구축이 필요하다. ② 자원봉사자 개발 및 확보와 봉사자의 소진(burn-out)을 예방하며, 지속적이고 전문적인 활동이 되어 양질의 자원봉사활동 정착을 지향하여야 하고, 자원봉사 전문지도자들이 자원봉사 이념과 철학을 기초로 자원봉사 발전에 필요한 방법을 터득하게 함과 동시에 더불어 사는 복지공동체 만들기의 선도자로서 실천과 지도력 향상이 필요하다. ③ 지역사회의 다양한 계층들의 참여를 이끌어내고 이들의 다양한 자원들을 조직화하여 지역사회 문제를 스스로 발굴하고 해결해 나가는 주체로서 자원봉사활동에 쉽게 참여할 수 있는 체계가 필요하다. ④ 국내외 대규모 자원봉사활동은 다수의 시민들이 국제 행사에 참여할 수 있는 주요한 통로가 되며, 자원봉사자들에게 자발적인 참여를 통한 자아실현의 욕구를 시켜야 한다.
또한, 고양시 청소년수련관의 자원봉사 활성화 방안의 6대 사업은 ① 청소년 문화예술체육 활동으로서 청소년들이 자율적으로 문화·예술·체육활동을 참여하게 함으로써 맑고 건강한 마음을 가질수 있도록 한다. ② 청소년들이 창의성과 상상력이 풍부한 자질을 함양하여 지식, 정보 능력을 신장시킴으로써 새로운 부가가치를 창출 할 수 있도록 한다. ③ 보호대상 청소년들을 위한 활동은 어려운 환경 속에 있는 장애우 청소년들과 사회의 도움이 필요한 청소년들을 격려하고 자긍심을 가질 수 있도록 하며, 사회성이 결핍된 청소년들을 위한 다양한 활동을 제공하여 사회생활에 적극성을 띨 수 있게 한다. ④ 지역사회와 관계하는 청소년 사업으로 지역사회주민과 청소년들에게 다양한 청소년축제 및 다양한 프로그램을 제공하여 지역의 청소년들의 건건한 성장을 도모해야겠다. ⑤ 청소년 동아리 활동 사업은 청소년동아리를 지원하여, 보호와 관심 아래 건강한 청소년기를 보내고 청소년문화에 적극적으로 참여할 수 있도록 해야겠다. ⑥ 방과후 아카데미 청소년 활동 사업으로 저 소득가정, 맞벌이 가정의 초등학교 자녀들을 대상으로 가정에서의 무모의 역할을 지원하고 학교 교육의 보완적인 기능을 통해 아동에게 학습능력 향상과 정서적 안정을 도모, 또래 관계 집단 증진 및 사회성 발달의 기회를 제공하여 건전한 성장을 도모하는 등 청소년봉사활동이 활성화될 수 있도록 노력해야 한다.

A Study on Understanding and Promoting Volunteer
Activities among Youth in Go-Yang City

Because of industrialization, urbanization, nuclearization of the family and aging, modern society has lost humanity and had the collapse of communities, the weakening of family functions and neighbors were not be able to share the warm love each other. And as each family functions and sense of community between the region is weakened, quality of life of each individual is questioned. As the voices of concern to contemporary society are varying and being serious, politics, economy, society, culture, education, it can be said as overall crisis. Young people grew up in these atmosphere has individualistic tendencies. Thus our society is limited under knowledge centric education. By positive adoption of the education through the volunteer activities, young people can foster the personality, sense of community and grow with good balance.
In this study, actual status of youth volunteer activities and vitalizing methods are studied in order to make these education more efficient and active. Depending on how the growth of young people, the future of our society is decided. Therefore, improving methods are proposed in order to foster the youth health, settle down the youth volunteer activities to local community, make the youth to be the future leader of nation, make youth to have loving mind for the neighbor and community, and build the full of humane society. Major social issues about youth volunteering is in keeping sociality like altruism or sense of community, finding own career, and further raising democratic citizenship. Youth volunteer activities are needed to improve social welfare, for participating students, it is not only opportunity to develop own ability, but also place to achieve self-realization. Furthermore, it is helpful for building sense of community, and curing and preventing various problems that becoming more serious. In addition, it will establish foundation for building democratic citizen society, and nationally, it may contribute to improve welfare services for citizens.
First, vitalizing way of pushing forward system needs to be improved more in composition of youth welfare act.
Second, we need can consider of having a youth leader as a leader of youth volunteer work to vitalize the way of the managing system.
Third, vitalizing way for the supporting system is as below. Financial hardship that the volunteer centers are suffering from is a continuous issues to concern. Despite the volunteer centers have developed as a social institution, the shortage of the budget has not been still settled. The government should contribute to solve lack of budget faced to the volunteer centers. The government is responsible for financial problem of the volunteer centers and should make an ongoing effort to secure funding. And operating agencies need to strive to derive the maximum effectiveness by executing the budget properly that the government burden.
Fourth, there are a lot of program, but the volunteer work program is insufficient.
In Go-yang City, two institutions are promoting some volunteer revitalization plan. As a plan of Go-yang city Comprehensive Volunteer Center, ① Construction of local network is needed to establish volunteer work as an important part of life. Volunteers, as citizens of a democratic community, have to read and communicate with local society. ② Preventing volunteer burn-out, developing and procuring volunteer, and continuing high quality and professional activities have to be done. Volunteer experts learned how to develop volunteer on the basis of volunteer ideas and philosophies, and as a leader for building welfare-oriented community, they have to practice and improve their leadership. ③ Deriving participation from various layers of the local community and organizing their variety of resources, the system they can easily participate in volunteer activities and solve and find problems themselves is needed. ④ Domestic and international large-scale volunteering can be the way of participating citizens to international events, it should help self-realization of volunteers through the voluntary participation.
Also, there are 6 major projects to activate volunteership of Go-yang Youth Training Center ① Youth culture and sports activities that makes young people participate cultural, art, physical activities to have a clear and healthy mind. ② Makes young people have a richness in creativity and imagination for cultivating the qualities of knowledge, information, so that they can create new value-added. ③ Activation for young people who need to be protected encourages people are in difficult circumstances or have disabilities or need help from the society, and makes them have a pride, and provide a various of activities to young people who don’t have enough social skills to have society favored aggressiveness. ④ Through youth projects related to community provides various of youth festivals and programs to residents and young people so that we can promote healthy growth of youth festival and local residents. ⑤ The project about youth club activity needs to make the youth send a healthy adolescence under the protection and care and participate in the youth culture actively. ⑥ Through after school academy for youth, it should be done that supporting parents role for low income family. By supplementing school education function, children mental stability and peer group relationship should be promoted. As providing opportunities for social development, healthy growth must be promoted. Thus, many efforts have to be done for vitalizing youth volunteer activities.
