지역축제의 주된 목적은 지역 특화물의 브랜드화, 축제기반시설의 조성 등을 통해 국·내외 관광객을 유인하고 이를 통해 지방자치단체간의 경쟁력을 확보하고 지역경제를 활성화하는데 있다. 그러나 그 동안 우후죽순처럼 생겨난 지역축제는 비차별화, 과다한 경쟁 등으로 본래의 목적을 상실하고 예산낭비를 초래하는 등 오히려 지역경제에 역효과를 가져온 측면도 적지 않다.
이에 본 연구에서는 ‘세계 3대 공룡발자국 화석산지’ 브랜드를 가지고 경남 고성군에서 개최된 「2006 경남고성공룡 세계엑스포」를 대상으로 행정구조적 측면, 행사운영적 측면, 환경적 측면에서 문제점을 도출하였고 이를 극복하기 위한 방안으로 지역축제 활성화 전략을 모색해 보았다.
먼저, 행정구조적 측면의 문제점으로는 지나친 관주도 운영방식과 전문인력의 부족이 지적될 수 있다. 지나친 관주도 운영방식은 자치단체장이 교체될 경우 후임 자치단체장이 전임 자치단체장이 고안한 축제를 승계할 것인가라는 문제와 관련이 된다. 비록 좋은 축제라 하더라도 후임 단체장의 관점에 따라 축제는 중단될 수도 계속될 수도 있는 것이다. 조직위원회의 이사장을 자치단체장에서 민간인으로 교체하여 조직위원회의 독립성을 보장하는 방안이 강구되어야 하는 것은 이러한 이유 때문이다. 그리고 지역축제의 연속성, 전문성, 안정성 확보를 위해 사무국 조직인력을 전문분야별로 공개 모집함으로써 외부전문가를 유입시켜 한다.
행사운영적 측면에서는 프로그램의 획일성 등 여러 가지 문제점이 있으나 크게 주목해야할 사항은 할인 및 무료관람객의 남발이다. 공룡엑스포는 지역의 특산물을 매개체로 하여 개최되는 축제가 아니고 다소 추상적인 ‘공룡발자국’이라는 매개체를 가지고 개최되는 것인 만큼 직접적인 수입원은 입장권에 의존할 수밖에 없다. 따라서 ‘공룡발자국 화석산지’라는 희소가치 증대를 위해서는 무료관람객과 할인제도를 대폭 축소하여야 한다.
환경적 측면의 문제점으로는 지역의 인적자원 부족 및 무관심, 기반시설의 부족 등이 지적될 수 있다. 처음으로 개최된 만큼 그 동안 부족했던 숙박시설, 교통시설, 주차장 등 각종 기반시설은 재정적 부담을 고려하여 점진적으로 구비하면 될 것이다. 지역축제에 있어 성패여부는 지역주민의 관심여하에 달려있다고 해도 과언이 아니다. 우리나라 지역축제에서 지역 활성화 효과가 제대로 나타나지 않는 것은 지역주민들이 의식부족이나 지나친 관주도로 마지못해 참여하기 때문이다. 지역축제 활성화를 위한 중요한 요소 중 하나는 방문한 관광객 수이지만 이들을 찾아오게 만드는 것은 지역주민들이 진정한 주역이 될 때 가능하다.
본 연구에서는 고성공룡엑스포 축제의 활성화 방안을 행정구조적 측면, 행사운영적 측면, 환경적 측면 등 3가지 관점에서 모색하였다. 궁극적으로 이러한 논의의 전개는 지역축제를 매개로 한 지역발전방안(지역주민의 공동체 의식 함양방안, 지역경제 활성화 및 고부가가치 창출방안, 고용효과 증대방안 등)과 관련된다고 볼 수 있다.

The main purposes of regional festivals are to turn regional products into brand products, attract tourists from within the country as well as from abroad by constructing the facilities required for a festival to be hosted, and to use such efforts to secure the competiveness of a municipality and revitalize the local economy. However, the rapid growth in the number of regional festivals have negativelyaffected the local economy as the undifferentiated festivals and excessive competition have wasted funds and lost sight of the original purposes of these festivals.
As such, this study analyzes the 「Goseong Dinosaur Expo 2006 」, which was hosted in Goseong-gun Gyeonsangnam-do using its position as “one of the world's top three sites for dinosaur footprint fossils”, in terms of administrative structure, operations of the event, and environment to find out its problems and proposed a strategy to promote regional festivals which overcome such problems.
First of all, excessive control by the municipality and an insufficient number of experts should be pointed out as problems in terms of administrative structure. Excessive control by the municipality gives rise to the issue of whe thera new governor of the municipality will assume the festival plans made by his predecessor in the event of a change of governors. Even if the festival is a good one, it could continue or not depending on the opinion of the new governor. This is why a plan to change the chief director of the organization committee from the governor toa civilian must be drawn up. Also, experts from outside must be involved by openly enlisting people to work the festival according to the subject areas of expertise so as to ensure that the festival is specialized, safe, and constant.
In terms of operations, there were many problems including the simplicity of the program, but theissue which must be given the greatest attention is the excessive number of viewers that view the festival for free. As the dinosaur expo is not a festival that is based on regional products but a more abstract theme that is 'dinosaur footprints, the most direct source of income remains the income which comes from ticket sales. Therefore, to increase the scarcity value that the 'site for dinosaur footprint fossil' holds, the number of discount policies and free entrances must be drastically reduced.
In terms of environment, the issues of lacking manpower, apathy, and basic facilities pose problems. Since this is the first time this particular event is being hosted, various basic facilities such as accommodations, transportation, and parking lots could be increased on a step by step basis, considering the financial burden to the municipality. Whether a regional festival succeeds depends on how interested the local residents are. The reason why regional revitalization effects do not show well in the case of our domestic regional festivals is because local residents do not care enough or only participate unwillingly because the municipality takes charge and excessively so. The number of tourists is an important factor in the success of a regional event, but the local residents becoming the true participants in the event is what will make these tourists come.
This study searches for a plan to improve the Goseong Dinosaur Expo fromthe aspects of administrative structure, operations, and environment. In the end, it can be said that such research relates to rocal development plans based on regional events (plans for instilling a sense of unity in the residents, vitalizing the regional economy and creating high added values, and increasing employment).
