    The recent trend of major man-made disasters in Korea, such as Sungsoo Bridge and Sampooing Department Store collapsing and fire at Daegu Subway in Feb. 2003, brings creating a safe society and strengthening system to create an efficient social relationships and improving the nation emergency response system to create an efficient society as one of our major interest. So it is very important that we prevent out life from various disasters in advance and industrialized society.
    In this connection, this thesis aims to outline the problems and the direction of development towards improvement regarding disaster response system in Korea. Methodology of this study of literature research and survey were performed at the same time.
    It is concluded that the sensible solution to these problems are as follows.
    First, the laws concerned with disaster management must be revised from systematic aspects to functional aspects and it need making a united 'disaster and safety management basic law' that have legal force and effectiveness to deal with lots of disasters.
    Second, completely united organization focused on disaster managements need establishing because the present disaster management systems leaned upon administration of social owing to insufficiency of connections.
    Third, incorporative command system, specialized human resource, equal supply educational opportunities, and intensive training are essential for establishing the advance prevention system through structural rationalization of disaster management system. In addition to it is necessary to introduce a 'preliminary inspection' system by regional groups to seek our safety from various disasters.
    Forth, horizontal allotment among local governments has to be intensified for mutual help among disaster managements organizations and superior information network is required to communicate quickly and accurately.
    Fifth, in the local government, the more concrete and realistic method and condition should be developed and conducted for the effective disaster management between the local government and responsibility given on the realistic response function by reinforcing the system of the fire station as the center.
    Because the efficient System of disaster management depend solely on the interest of chief of the local government, it might be different according to the individual chief of the local government. Therefore, for the more effective disaster management, the interest and consideration of policy-maker in the nation will play the vital role in the disaster management of the local government.
