Through a case study, this study aims to examine the operation of a professional learning community in a school, which is a small school, and to derive the characteristics of a professional learning community in a small school. Through this, we would like to find out how teachers can voluntarily participate in a professional learning community in a small school professional learning community. According to the necessity and purpose of the research presented above, the following problems will be studied through research.

The development direction of professional learning communities in small schools is as follows.
First, it is necessary to provide financial support to a small school professional learning community. Currently, the budget for the professional learning community is not distributed separately by the Office of Education. Therefore, each school is preparing its own budget for operating a professional learning community. However, since the school budget is determined according to the size of the school, it is difficult for small schools to distribute the necessary budget to the professional learning community separately. Therefore, in order to revive and maintain the spontaneity of teachers participating in professional learning communities in small schools, it is necessary to organize budgets at the level of the Ministry of Education. Only then will there be no financial burden on running a professional learning community in small schools that lack the school's own budget, allowing them to operate a meaningful professional learning community.
Second, the criteria for completing small school professional learning communities should be eased. Unlike middle-level or higher schools, small schools often have one person in charge of various tasks. As a result, there are more business trips and work per person than middle-level or higher schools. As a result, the schedule of professional learning communities often overlaps with business trips. Whenever that happens, it is not easy to change the schedule of a professional learning community. There are participants who think of the professional learning community as a compulsory community, not in terms of spontaneity or autonomy. Due to this negative perception, it may be difficult to operate a professional learning community based on teacher spontaneity. Therefore, it is necessary to lower the standard for the completion rate of professional learning communities in small schools or to recognize non-participation in professional learning communities due to business trips as participation in professional learning communities.
Third, additional points should be introduced to small school professional learning communities. This is why additional points for professional learning communities are needed for small school teachers who devote time and passion to professional learning communities for schools and individuals despite difficult conditions. A professional learning community that has the meaning of maintaining schools beyond the meaning of a formal professional learning community is impossible without the spontaneity and passion of teachers. If small school professional learning community participants who strive to create a meaningful professional learning community are given extra points in various ways, such as training points or regional movement points, teachers who share school goals and share students' directions in many tasks will feel rewarded. In order to prevent the additional point itself from being the purpose, it is also necessary to consult at the education office about how a small school professional learning community is operated, share excellent cases, and give additional points if they meet the purpose of the professional learning community. If additional points are introduced for a small school professional learning community operated as a school-wide community rather than a formal and professional learning community run by a few teachers, teachers can voluntarily participate in the professional learning community.
Fourth, it is necessary to simplify the administrative procedures of small school professional learning communities. Currently, in order to operate a professional learning community, a plan for a professional learning community is submitted at the beginning of the semester, and operational results such as the end of the semester, budget usage, and professional learning community completion rate are submitted in the form of a report. From the standpoint of the Office of Education, these processes are said to have been simplified a lot, but even these tasks are sometimes burdensome in small schools. Demanding formal plans and reports from teachers who already have difficulty voluntarily participating in professional learning communities due to other heavy tasks hinders voluntary professional learning community participation. Therefore, in order to operate a small school professional learning community that is meaningful to teachers' spontaneity, it is necessary to simplify administrative procedures in consideration of the situation of small schools, not data uniformly required by all schools.
In order for teachers' spontaneity to be expressed in professional learning communities in small schools, it is necessary to change and support the perception of all educational communities as mentioned in this study. This is because professional learning communities in small schools can be developed and expanded in this environment. However, in many small schools, the professional learning community is often considered a meaningless task. The internal structure and perspective of the school that can unfold the teacher's spontaneity change, and the professional learning community itself should grow into an organization with expertise by expressing internal motivation in the midst of these changes. If it develops into a professional learning community in this direction, it will be able to overcome various limitations of being a small school and become a true professional learning community based on the spontaneity of teachers.
