This research is aimed at considering justice perception of teacher’s merit-pay, school organizational effectiveness and inquiring about the relationship between the two. Set in order to achieve the research objectives, the research questions are as follows. First, what difference does justice perception of teacher’s merit-pay make, depending on the background variables of teachers? Second, what difference does school organizational effectiveness make, depending on the background variables of teachers? Third, what is the correlation between justice perception of teacher’s merit-pay and school organizational effectiveness? Fourth, how does the justice perception of teacher’s merit-pay affect school organizational effectiveness? To solve these research questions, I searched for theories using reference books and conducted the research using a questionnaire. A total of 350 questionnaires were distributed to 17 public elementary schools of the Busan City Board of Education with 344 responses, which excludes inappropriate ones. With the final research data, I analyzed the results. Using SPSS 15.0 to analyze the data, I calculated the means and standard deviations of each variable. I conducted a T-test with 5%, 1% and 0.1% levels of significance between variables and used Cronbach’s alpha to verify reliability. I examined scheffe using a one-way ANOVA for post-multiple comparison. To find the correlation between justice perception of teacher’s merit-pay for school organization effectiveness, I used Pearson’s correlation analysis, the multiple regression analysis and the multiple regression analysis.
The analysis of the data can be used to conclude the following. First, justice perception of teacher’s merit-pay is slightly higher than usual and it’s sub-elements in the order of interactional justice, procedural justice, and distributive justice. Distributive justice and procedural justice were significantly lower than the overall average. Results, according to the teacher’s background variables, show that the relatively large number of business schools of head teachers, homeroom teachers in charge of the classroom, teachers with more than 30 years of experience, teachers that have joined the Federation of Korea, and teachers who have worked in schools of less than 11 classrooms emerged relatively higher for the perception of fairness and were statistically significant. Second, school organizational effectiveness is relatively high (3.90). The sub-elements, being organizational adaptability, job performance, organizational commitment, and job satisfaction, follow after. Job satisfaction, however, was significantly lower than the overall average. Results, according to the teacher’s background variables, show that gender, classroom and non-classroom were not statistically significant. However, head teachers, teachers with more than 30 years of experience, teachers that have joined the Federation of Korea, and teachers that have worked in schools of less than 11 classrooms show that school organizational effectiveness is relatively high. Third, there was a high positive correlation (r=.419) between justice perception of teacher’s merit-pay and school organizational effectiveness and showed statistical significance. The correlation between the sub-elements of justice perception of teacher’s merit-pay and school organization effectiveness appeared in order of interactional justice, procedural justice, and distributive justice. The correlation between the sub-elements in school organizational effectiveness and justice perception of teacher’s merit-pay appeared in order of job satisfaction, organizational commitment, organizational adaptability, and job performance. Justice perception of teacher’s merit-pay has the highest correlation with job satisfaction. Fourth, the correlation between justice perception of teacher’s merit-pay and school organizational effectiveness had a significant positive impact on interactional justice (a sub-element of justice). Distributive justice also showed a significant positive impact on job satisfaction of sub-elements in school organizational effectiveness.
The Findings show that there is a high positive correlation between justice perception of teachers merit-pay and school organization effectiveness. In addition, you can see that justice perception of teacher’s merit-pay has a positive impact on school organization effectiveness. Interactional justice of justice perception of teacher’s merit-pay and school organizational effectiveness significantly affect the results. Interactional justice of justice perception of teacher’s merit-pay highly shows that the teacher’s school organizational effectiveness increases. Also, The lowest distributive justice of teacher’s merit-pay should be evaluated with fairer standards and teachers have to be satisfied with it. Higher distributive justice and job satisfaction(sub-elements of school organizational effectiveness) would increase organizational effectiveness.
