국문 초록 (Abstract)

세계화와 지역주의 시대에 사회자본의 지속가능한 발전으로의 기여방안

본 논문은 사회자본이 지역주의와 세계화로 인해 기인하는 세계경제의 경제통합과정에 있어서 지속가능한 발전에 실질적인 기여를 할 수 있다는 것을 두 가지 관점에서 보여준다. 한 측면에서 사회자본은 공공재 성격을 기초로 정(+)의 네트워크 외부효과를 통해서 총요소생산성을 높여준다. 이것은 경제통합이론 중 동태적 효과의 하나로써 설명된다. 경제통합으로 인해 확장되어진 경제지역은 사회자본의 수준을 증가시켜 그 지역의 지식외부성을 촉진시킨다. 사회자본이 이러한 경제적 성과와 긍정적인 상관관계가 있다는 사실은 전통적인 spillover모델의 변형된 버전을 통해서 제시된다.다른 한 측면에서 사회자본은 경제통합으로 인해 촉진되는 경제성장의 과정에서 발생하는 다양한 사회비용들의 내부화를 용이하게 해준다. 이러한 사회비용들은 배타적인 개별소유권이 지정되어 있지 않은 공공재의 영역에서 발생하기 때문에 시장원칙에 따른 방법으로는 해결될 수 없다. 이에 사회자본은 시장이 조정해 줄 수 없는 영역들의 문제해결에 기여하게 된다.
