오늘날 중국이 국제적으로 부상하면서 전통적 동아시아 조공체제에 대한 관심이 커지고 있다. 조공체제는 대국에 대한 소국의 자발적 복종과 대국의 보호에 의한 위계적 질서로서 평화와 경제교역의 확대에 기여한 것으로 간주된다. 그렇지만 동아시아 국제질서는 조공체제로 포괄하기에는 너무 복잡하고 역동적이었다. 제국은 최대한 직접지배를 추구했고, 조공관계 는 그 중의 하나에 불과했다. 지역이나 시기에 따라서 국가간 관계는 다양했다. 북방민족들은 자주 중국의 우위를 부정했고, 일부 국가들은 조공질서를 거부했다. 또한 조공체제의 관념과 현실 사이에는 큰 괴리가 있었다. 한편 평화나 경제교역에 대한 조공체제의 기여도 제한적이었다. 제국은 매우 공세적이었고, 전쟁은 빈번하게 발생하였다. 조공관계는 경제적 수탈은 많지 않았더라도 민간 경제교역의 엄격한 제한 위에 유지되었다. 향후 국제질서의 대안 모색은 역사적 현실에 대한 보다 면밀한 연구가 전제되어야 한다.

With the rise of China the tribute system is increasingly gaining attention. The tribute system, defined as a hierarchic order between China and its neighbors, is often associated with such elements as ethics, hierarchy, harmony, mutual interests, peace etc. The paper argues, however, that the premodern international order in East Asia was too diverse and dynamic to be covered just by the tribute system. It was only one of the many types of governance implemented by the empire. It varied from states to states and from time to time. Some countries negated the system totally. Moreover there was a big gab between the concept and the reality. Moreover the system as an ideal type did not guarantee stability and peace. The fairness of the economic relations can be also questioned. It was based on a strong restriction of the private trade for the neighboring states. An alternative, starting from the traditional East Asia, to the present international order presupposes an in-dept study of the historical reality.
