이 논문은 카자흐스탄과 우즈베키스탄의 두 사례를 비교분석하고 그 시사점을 참조한다. 카자흐스탄과 우즈베키스탄은 흥미로운 비교연구의 대상이 된다. 이는 카자흐스탄과 우즈베키스탄은 다양한 측면에서 상당한 유사성을 가지기 때문이다. 카자흐스탄과 우즈베키스탄의 외교정책을 분석하기 위한 이 연구의 분석틀은 정체성, 특성, 그리고 구조적 위치 등으로 이루어진다. 정체성과 특성은 해당 국가 행위자가 가지는 대내적 속성을 의미하며 구조적 위치는 해당 국가 행위자가 중앙아시아 지역 국제질서에서 처한 대외적 환경조건을 의미한다. 외교정책은 대내적 조건인 두속성들과 대외적 조건인 구조적 위치 사이의 상호작용에 의한 결과물로 이해된다. 카자흐스탄과 우즈베키스탄의 사례 비교는 중간국의 국내정치적 요인이 해당 국가들을 둘러싼 국제정치적인 구조적 조건과 상호작용하여 각국의 차별화된 대외정책으로 나타나는 과정을 보여준다. 이 연구는 중간국들의 외교정책이 단지 강대국이 만들어 내는 구조적 조건에 대한 반응이 아니라 중간국이 갖고 있는 자기정체성과 여러 국제정치적인 특성들을 구조적 조건이 만들어내는 제약과 기회 속 에서 투영하고 실현해나가는 적극적이고 능동적인 결과물이라는 점을 보여준다.

This study comparatively analyses two cases of Kazakhstan and Uzbekistan. Two countries are proper cases of comparison. This is due to the fact that two countries share great similarities on various aspects. The analytical frame of the current study includes identity, characteristics, and structural location. Identity and characteristics mean domestic or internal nature which a particular country possesses. Structural location means an environmental condition which surrounds and pre-conditions a particular state actor in the regional international order of Central Asia. Foreign policy is understood as an outcome of interrelations between the first two domestic natures and the remaining external factor. The current study shows that the foreign policy of the middle power countries is a proactive outcome which the middle countries project and actualize their interests under the restrictions and opportunities formed by structural conditions of the regional and international politics.
