    조선후기 관찰사(觀察使) 제음(題音)의 도부(到付)와 도부장(到付狀) = The Procedure and Document to deliver and file of the Provincial Governor's Jaeeum[題音] to the local governor in Late Joseon

    This paper studies administrative procedure for Euisong議送, which is the people`s filing a petition document with provincial governors in late Joseon. When a provincial governor is petitioned, he writes Jaeeum題音, an order for a local governor to handle the case in some way on the petition document, and gives it back to the petitioner, instead of solving the problem in person. Then the petitioner delivers and files Jaeeum to the local governor. This procedure is called Tobu到 付. The local governor receives that Jaeeum written on the Euisong document, records the date of Tobu on bottom right of the Euisong document, and deals with the case according to Jaeeum. Old documents demonstrate that this kind of process lasted consistently throughout the whole Joseon period.
    Tobujang到付狀, a petition document for Tobu, is an distinctive characteristic of Tobu procedure in late Joseon. In the same form of a petition, Tobujang is a document that was submitted together with provincial governor`s Jaeeum to local governor. Though the 16<sup>th</sup> century papers that seemed to be prior step to the Tobujang were found, the petition document for Tobu which specifies that provincial governor`s Jaeeum has been delivered was standardized in late Joseon. The document from Sunsan Yu family in mid 19<sup>th</sup> century is noticeable for its simplified and formalized form: brief content of Tobu in one line, and writing `Tobujang` at the end. Provincial governors were regularly reported from local governors how they handled the case. This monthly reporting complemented the system which is leaving Tobu process to a petitioner.
