    지역여성정책은 젠더 관점의 복지국가 논의에서 핵심적인 쟁점이다. 지역여성의 취업 증가와 질 좋은 일자리 창출, 국가와 중앙에 대한 의존에서 벗어난 지역 기반의 자율적 결정이 복합위험사회에서 지속가능한 삶을 가능하게 하기 때문이다. 그러나 여성정책기본계획을 중심으로 기본 틀과 예산 배정이 결정되는 전북지역의 여성정책은 성주류화 전략을 관철시켜 주류를‘전환’하는 노력을 지원하지 못하고 있다. 다만 전북여연에서 꾸준히 실시하는 여성정책 평가와 대안 제시가 성주류화의 목표와 방향을 재확인하도록 돕고 있다. 일ㆍ가족 양립의 중점과제로 집중하고 있는 보육사업이 젠더 재구화의 성과를 낼 수 있도록 젠더 관점을 강화하고, 여성의 취약한 의사결정권한을 강화하며, 여성에 대한 폭력 문제에 적극적으로 대처하여 여성의 인권 보장을 위한 종합적인 지역여성정책이 계획ㆍ수행되어야 한다.

    The regional women`s policy is the key issue of the welfare state debate in the gender perspective. Because the increase of the female employment in region and the decent work creation for women makes possible the sustainable life in the complex risk society. And also important is the autonomous decision of the region that pave the way for its independence from reliance on the state and the central government. But the conversion of the main current does not protected by the women`s policy in Jeonbuk, when the basic plan for women`s policy in Jeonbuk follows the framework and budget allocations of the central government and does not accomplish its strategies of the gender mainstreaming. Jeonbuk Women`s Association United has only taken the initiative in estimating and making the alternative plans. It supports to reaffirm the target and the direction of the gender mainstreaming. For the anticipated result of gender re-structuralize, the childcare policy to ensure the balance between home life and work for workers must be strengthened with the gender perspective. The comprehensive regional women`s policy should be planed and accomplished for the rights of women when it solidifies the decision-making power of women, and when it copes actively with the sexual or domestic violence.
