Every revolution in the world is accompanied by a reaction to the revolution, so-called counterrevolution. March First Revolution also faced its counterrevolution. Japanese Empire did not stand alone against the Revolution. The pro-Japanese collaborators also opposed the revolution and refused to participate in it. March First Revolution became a turning point for a National revolution in Korea under Japanese colonial rule and simultaneously a political opportunity for the pro-Japanese collaborators. The pro-Japanese actively tried to make the opportunity real. They realized the crisis of Japanese rule as a chance to get their political desires in Korea. The pro-Japanese collaborators clearly stated that they opposed March First Revolution and took the head in stopping it. Under the cultural rule that had proclaimed by the Japanese Empire since the Revolution, the pro-Japanese led political movements such as suffrage movement. For this reason, March First Revolution also served as a momentum to strengthen the political power of the pro-Japanese collaborators in Korea.
