국문 초록 (Abstract)

유엔의 시민적·정치적 권리에 관한 국제규약 안에는 시민들의 정치적 지위에 관한 자결권과 경제적, 사회적 및 문화적 발전을 자유로이 추구할 수 있는 권리가 명시되어 있다. 그러나 한반도에서 살아가고 있는 남북의 시민들은 최근 60여 년 동안 특수한 민족분단 상황 속에서 비자주적이고 비민주적인 정치현실을 감내하고 있다. 남북의 민중들은 한반도에서 1,300년 이상 단일국가, 하나의 언어, 하나의 문화의 역사를 가지고 있는 한민족이고, 현재 살아가는 남북한 민중의 대다수가 통일을 염원하면서도, 세계정치 경제와 남북한 정치공동체의 주변부로 밀려 미래의 통일된 민족공동체의 비전 없는 국민으로 수동적인 자세로 살아가고 있다. 이 소논문은 우선 분단체제론 연구를 통해 통일을 바라는 민중의 의지에 걸림돌로 작용하고 있는 것의 실체가 무엇인지 살펴본다. 분단체제론은 그 동안 한반도의 분단이 엄연한 현실로 50년 이상 당연시 여겼을 뿐 아니라 분단은 이제 자동적으로 분단을 유지하고 있는 일종의 '체제'라는 사실을 드러낸다(2장). 분단체제를 더 깊이 이해하기 위해서 우리는 냉전체제와 그 해체의 역사를 성찰할 것이다(3장). 마지막으로 분단체제를 극복할 수 있는 길을 생각한다(4장). 한반도의 분단체제는 자본주의 경제체제라는 세계체제의 하부구조로 종속되어 있고, 남북 정치 경제권력자들에 의해 통제되고 있다. 그러므로 남북 민중들은 분단체제의 현실을 자각하는 한편 미래의 통일민족공동체에 대한 뚜렷한 비전을 세워, 대내적으로는 화해와 협력 그리고 평화를 추구해야 하고, 대외적으로는 세계의 민중들과 함께 왜곡된 세계체제를 변혁할 이념을 창안해 나가야 할 것이다. 세계의 평화, 평등 그리고 번영을 이룰 세계체제의 새로운 비전이 지구상의 모순이 가장 첨예한 한반도의 분단체제에서부터 시작될 것이기 때문이다.

다국어 초록 (Multilingual Abstract)

In UN International Covenant on Civil and Political Rights, the rights of people on self-determination about political position is explicit declared and the right to pursue freely the economic, social and cultural development. However, the citizens of North and South Korea have been enduring for the last sixty years the dependent and undemocratic political realities in the special folk's division situation. The people of North and South Korea have been living for over 1300 years with the history of a single nation, one language, one culture, and the majority of the people currently living in North and South Korea wish for the reunification of folk, while they are living passively pushed to the periphery and prefer the gradual unification without distinctive visions on their in the future reunified political community. First of all, this small article tries to see through the research of the theory of division system what kind of obstacles are there to the will of the people who desire to reunite the folk. Theory of division system will reveal the fact that it is granted during the last more than 50 years that the division of the peninsula became the reality and that the division is a kind of system which automatically continues to promotes division (Chapter 2). For a more analysis of the division system in-depth we will reflect the history of Cold War and it's dismantling (Chapter 3). Finally, we think how to overcome the division system (Chapter 4). The division system of the Korean Peninsula is dependent as the infrastructure on the capitalist economic system as the worldwide system and is controlled by the political and economic powers in the national level. Therefore the people of North and South Korea must be aware of the reality of the division system and build a clear vision of the in the future unified national community so that they internally pursue reconciliation, cooperation and peace, and externally invent the ideas with the people of the world which change the present distorted world system. Because the new vision of the world system which creates the peace, equality and common prosperity of the world will be started from the division of the Korean Peninsula, which is most glaring contradiction in this world.
