The aim of this study is to explore Russia's diplomatic perception of peace in the Korean Peninsula and resolution of the North Korea's weaponization of nuclear resources by analyzing any changing factors that influence the perception. although magnitutde of Russia's role and capability towards the unification of the Korean Peninsula are evaluated to have dwindled, it is still classified as an significant country to South Korea and the Peninsula due to the lingering issues including deculearization of North Korea and peace in the Peninsula. In this regard, should Russia's diplomatic perception toward the Korean Peninsula be determined by scrutinizing any changing variables it would be highly likely to discover a means to deduce Russia's foreign policy that may operate in favor to South Korea and the Peninsula as a whole. The North Korean nuclear issue and economic growth were analyzed as a primary decision factor of Russia's foreign policy on the Korean Peninsula. These analysis results can be utilized as basic data for constructing diplomatic relations between Korea and Russia in the future.

본 연구는 러시아의 對한반도 외교 인식을 분석하고, 인식의 변화 요인을 분석하는 것을 목적으로 한다. 러시아는 한반도 통일 문제에 있어서 역할과 역량이 작아졌다. 그러나 러시아는 한반도 평화와 북핵 문제에 여전히 한국에 중요한 국가이다. 이러한 상황 속에서 러시아의 주요 외교정책결정자의 對한반도 외교 인식을 분석하고, 외교 인식의 변동 요인을 파악하게 된다면, 한국에 유리한 對러시아 외교정책을 수립할 수 있을 것이다. 분석결과 러시아 외교정책결정자들은 일반적으로 한반도에 대해 우호적인 인식이 있었고, 북핵 문제와 경제요인은 러시아의 對한반도 외교정책의 주요 결정요인으로 분석됐다. 이와 같은 분석결과는 향후 한국과 러시아 외교 관계 구축의 기초자료로 활용될 수 있을 것이다.
