    초고령사회의 도래와 함께 기존의 시설 중심 돌봄체계는 한계를 드러내고 있으며, 이에 따라 한국사회는 지역사회 통합돌봄 체계로의 전환을 시도하고 있다. 커뮤니티 케어라는 명칭으로 2018년에 도입된 지역사회 통합돌봄 정책은 2019년부터 선도사업이 추진되었으며, 2026년 전국 시행을 앞두고 있다. 이 정책은 노인이 살던 곳에서 자율성과 존엄성을 유지하며 삶을 지속할 수 있도록 하는 것을 목표로 한다. 이 논문은 정책 전환 국면에서 불교노인요양시설이 직면한 한계를 비판한다. 특히 다수의 불교계 요양시설이 위탁운영 형태로 운영되고, 불교 철학과 가치를 프로그램에 반영하지 못하고 있는 현실을 비판적으로 검토한다. 이에 이 논문은 단지 제도적 보완을 넘어, 불교적 돌봄 철학에 기반한 실질적 전환 가능성을 탐색한다. 이를 위해 먼저 지역사회 통합돌봄 정책의 배경과 추진 과정을 간략하게 검토하고, 돌봄 개념을 철학적으로 재구성하여 연기적 돌봄의 이론적 기초를 제시한다. 연기적 돌봄은 불교의 연기, 자비, 공의 사유에 기반하여, 돌봄을 타자의 결핍을 보완하는 기능적 행위가 아닌 존재의 상호의존성에 기반하여 상생과 공존을 실현하는 사회구성원리로 심화하는 접근이다. 모든 생명이 관계망 속에서 서로를 돌보며 존재한다는 전제 아래, 돌봄은 사회구성원리로 확장될 수 있다. 이러한 관점은 불교노인요양시설의 운영과 실천 방향을 지역사회 내 돌봄 공동체 거점으로 재정립하는 데에 중요한 이론적 토대를 제공한다. 사찰은 종교 수행의 공간을 넘어 지역사회의 사회적 기반구조로 기능할 수 있으며, 불교노인요양시설은 사찰과의 협력을 통해 돌봄 제공자와 수혜자가 상호 주체로 참여하는 공동체적 돌봄 생태계의 중심이 될 수 있다.

    With the advent of a super-aged society, the existing institution-centered care system in South Korea is facing growing limitations. In response, the Korean government has initiated a transition toward a community-based integrated care model. Under the name “Community Care,” this policy was introduced in 2018, followed by pilot projects launched in 2019 across 16 local authorities, and is scheduled for nationwide implementation by 2026. The core aim of the policy is to enable elderly to maintain autonomy and dignity while continuing their lives in their familiar communities. This paper critically examines the structural and institutional challenges that Buddhist elderly care facilities face in this transitional context. In particular, it highlights the over-reliance on consignment operation and the failure to reflect Buddhist philosophy and values in care programs. Therefore, this paper explores the possibility of a substantive transformation based on Buddhist philosophy of care that goes beyond mere institutional complementarities. It first outlines the background and implementation of the community care policy and then reconstructs the philosophical foundations of care by proposing the concept of “dependent co-arising care” (i.e., relational care grounded in the Buddhist notion of dependent co-arising). Rooted in the Buddhist principles of dependent co-arising, compassion, and emptiness, this approach reframes care not as a compensatory act for the vulnerable but as a fundamental mode of coexistence based on mutual interdependence. From this perspective, care is redefined as a social structuring principles embedded in the relational web of all living beings. This theoretical framework offers a basis for reimagining Buddhist elderly care facilities as “community hubs for life and death,” in which temples function not only as religious spaces but also as vital infrastructures for emotional and spiritual care. Through closer collaboration with temples, elderly care facilities can become centers of a relational care ecology, where both caregivers and care recipients engage as co-subjects in the practice of interdependent care.
