      The regional agriculture planning is a means of the region- agriculture policy for coping with the environment change actively; the importance of the plan and practice by the strategic perspective is being emphasized. However, the system and method of the planning establishment do not reflect these role and function faithfully. This study was aimed at seeking for the remedy for raising the effectiveness of the regional agriculture planning based on this critical mind. The content and result of the study is summarized as follows. First, the strategic perspective of the regional agriculture, participation of various subjects, and importance of the decision making were confirmed through the theoretical review concerning the regional agriculture planning and the strategic plan. The process that the policy related to the regional agriculture and the premeditated approach had changed according to the period situation was revealed, and the concept of the regional agriculture planning was arranged newly. The systematic plan process to realize the management strategy of the regional agriculture dimension is essential to raise the effectiveness of the regional agriculture planning. This is possible through the expansion of the participation of the organized regional agriculture subjects and the strategic decision making, and the efficient remedy to support it is required. Second, the decision making plan for the strategic plan of the regional agriculture planning was suggested. The decision making of the regional agriculture planning is a process of seeking the policy alternative to cope with the changing environment and solve the problem. The strategic decision making required in the regional agriculture planning is defined as a decision making matter that several subjects participate by the multi-criterion rating scale regarding multiple alternatives in the situation under risk. Hereby, AHP analysis was suggested as the most appropriate method for the multi-criterion(multi-attribute decision making which could support the group decision making. The high availability is expected; for example, the quantitative · qualitative evaluation by the hierarchy process is possible and the decision making can be reinforced by combining with the SWOT analysis. Third, the remedy was suggested by analyzing the establishment status of the regional agriculture planning from the viewpoint of the strategic plan. First, the general status analysis was conducted targeting 118 programs about ‘regional agriculture/farm village and food industry development plan(2014~2018)’ which was established in cities and counties across the nation. Subsequently, the in-depth case analysis was conducted by selecting 3 cities · counties. As a result of analysis, they could not reach the strategic plan level and it was hard to ensure the executive ability of the planning. Hereupon, the following improvement assignments are required. The boost plan over the strategic thought of the region-agriculture policy and the plan capability should be arranged. Also, it is necessary to systematize the strategy formation process further. To this end, the expansion of the participation by regional agriculture subjects and the strategic decision making are required. The assignment for raising the practicability to push forward the planning effectively is brought forward. Fourth, the analysis model for the strategic decision making of the regional agriculture plan was set and the empirical analysis on the case region was carried out. The analysis process was divided into 2 stages. The first was to systematize · enhance the environment analysis and strategy development of the regional agriculture by means of SWOT-AHP analysis. The second was to decide the regional agriculture strategy drawn from the former stage by means of the AHP analysis. 3 groups: civil servants establishing and executing the policy of the regional agriculture, farmers maintaining the agriculture and the farm society, and specialists who could evaluate objectively and professionally were set as the target who would participate in the decision making, and total 27 persons 9 ones for each group were set. As a result of SWOT-AHP analysis, it was revealed that the strength having the positive character(+) in drawing the developmental strategy of the regional agriculture and the weakness that the opportunity factor had a negative character(-) were recognized more importantly than the threat factor. On the basis of the analysis result, 24 detailed strategies(9 SO strategies, 9 WO strategies, 3 ST strategies, and 3 WT strategies) were drawn in the light of the logical association among parent factors that the relative importance was high by SWOT groups. After stereotyping them into 4 sectors(1 hierarchy), 12 strategies(2 hierarchies), and 24 detailed strategies(3 hierarchies), they were stratified. Subsequently, the importance and priority among strategies were evaluated by the AHP analysis. As a result of analyzing by sectors, the sector of agricultural management and the sector of farm society stabilization were evaluated to be most important in general, which were followed by the reinforcement of the distribution system in producing area, reorganization of the sustainable regional agriculture, and 6th industrialization of agri-business. When it comes to the relative importance and the priority of the weight-applied detailed strategy(3 stratums), arranging the measure to reduce the agriculture management production cost was highest, followed by securing the future successors and strengthening the professionalism, reorganizing the specialized crops according with the agricultural belt, fostering the agricultural food company and spreading the contract cultivation of raw materials, and fostering the distribution-oriented producer organization. As a result of analysis, a considerable difference was discovered among the groups of decision making participants concerning the parent factors. The difference of viewpoints over the strategy pursued by the group of civil servant · farmer who were the main agents in the regional agriculture and the group of external specialists was reflected. The group of civil servants and farmers focus on the short-term problem solving for overcoming the weak point factor the agricultural management and the farm society had. On the other hand, the specialist group focuses on the long-term and value-oriented strategy which is aimed at streamlining the crop structure of regional agriculture, fostering the small · medium farmers, and spreading the eco-friendly agriculture. This difference between groups can be converted into the more realistic practice plan when substantive interested parties participate in the strategic decision making process of the regional agriculture planning. Fifth, the utility of the analysis model was reviewed by comparing the study result with the already-established planning of case region. When the strategic decision making analysis model was applied, the evaluation result on the environment factors was reflected in the strategy development process as it was. In this process, the advantage of being able to carry out the resident awareness and the policy demand on the regional agriculture was confirmed. On the basis of the analysis result, a plan to systematize the plan content focusing on the strategy to raise the executive ability of plan and the efficiency of performance management was suggested.

      This study explores the perceptions and influence of the Government’s Education Strategic Plan (ESP) implementers at the Provincial Offices of Education, Youth and Sport (POEs), District Offices of Education, Youth and Sport (DOEs), and school levels. Furthermore, this thesis investigates the differences in perceptions among education plan implementers at various levels in order to identify any gaps between the ESP formulation and its implementation. This thesis employs a qualitative analysis approach as its research method. Desk reviews, interviews, and FGDs were the three data collection techniques used in this study. The findings revealed four potential areas influencing ESP formulation and implementation at the sub-national and school levels. The four areas are as follows: (i) Planning Awareness and Participation: Sub-national levels appear to be unaware of national planning and indicators. Participation in planning processes differs depending on the level of the system. (ii) Budget allocation constraints for ESP implementation: Structural barriers to implementation exist and may include the following: Budget, resources, deconcentration and decentralization (D&D) reform, project-based and external interventions, training budgets were rated as insufficient at all levels, and all levels preferred face-to-face training over online training .(iii) Capacity gap for ESP implementation: There is still a shortage of human capacity resources for ESP implementation, as well as a lack of training and statistical capacity. (iv) Disparities in ESP formulation and implementation have been identified: All participant groups perceive planning formulation and implementation as “difficult and complex,” posing a barrier from the start of the process.

    • 전략적 모국어 비계 활용이 영어 글쓰기에 미치는 영향 : IB DP English B Paper 1을 중심으로

      This study explores how strategic L1 scaffolding is related to students' English writing performance in IB DP English B Paper 1 tasks. In this study, strategic L1 scaffolding was defined not as a means of replacing English writing, but as a limited and purpose-driven support used during the planning stage to help learners generate ideas, organize structure, and expand content. Accordingly, this study examined the role of strategic L1 scaffolding in terms of writing achievement, the reflection of planning-stage materials in final texts, and learner perceptions. The participants were eight Year 2 students enrolled in an IB Diploma Programme at an authorized high school, and the study was conducted over five weeks. In Week 1, pre-study procedures including consent, background survey, pre-perception survey, and pre-writing task were carried out. From Weeks 2 to 5, four experimental sessions were conducted. The study compared two conditions: an English-only planning condition and a strategic L1 scaffolding condition, which were applied in a counterbalanced order. In each session, students completed a 10-minute planning activity and then wrote an English composition, followed by a session reflection log. The collected data included final English writing products, planning-stage materials, session reflection logs, and pre- and post-surveys. Writing performance was analyzed according to the IB DP English B Paper 1 assessment criteria. The results suggested that the strategic L1 scaffolding condition yielded higher writing achievement than the English-only condition. The mean total score was 15.83 in the English-only condition and 19.27 in the strategic L1 scaffolding condition, and a statistically significant difference was observed in this sample(W = 0.00, p = .0078, r_rb = 1.00). Across the assessment criteria, the strategic L1 scaffolding condition also suggested higher mean scores overall, with the largest difference observed in the criterion concerning message development and content organization (Criterion B). These findings suggest that strategic L1 scaffolding may be more closely related to message development and content organization during the writing process. Analysis of the relationship between planning-stage materials and final texts further suggested that strategic L1 scaffolding was strongly associated with idea reflection and content expansion. In the analysis of 16 cases, the score for idea reflection was 81 and the score for content expansion was 85, while organization remained relatively stable across cases. In contrast, the score for lexical and expression reflection was 17, suggesting that strategic L1 scaffolding may have functioned in planning and content development, but did not automatically lead to sophisticated English expression. This suggests that strategic L1 scaffolding should be understood primarily as a tool for structuring thinking during the planning stage rather than as a direct means of improving linguistic accuracy or refinement. In terms of learner perceptions, the strategic L1 scaffolding condition also showed positive patterns. While learners reported relatively low confidence and higher anxiety in the English-only condition, they reported higher conceptual understanding, confidence, and satisfaction, as well as lower anxiety, in the strategic L1 scaffolding condition. In the post-survey, all participants responded that strategic L1 scaffolding helped them generate ideas, organize outlines, and reduce psychological burden. However, some learners still reported difficulty in converting their expanded Korean planning into natural and refined English expressions. Taken together, the findings suggest that strategic L1 scaffolding can play a meaningful role in supporting content generation and structural organization during the planning stage of IB DP English B Paper 1 writing, while also reducing learners' affective burden. However, its strengths were mainly found in the organization of ideas and the expansion of content, rather than in the direct improvement of sophisticated English expression. Therefore, strategic L1 scaffolding needs to be implemented as a limited and purposeful support during the planning stage, complemented by vocabulary, expression, and feedback support during the English drafting stage. 본 연구는 IB DP English B Paper 1 쓰기 과제에서 전략적 모국어 비계(이하 ‘전략적 L1 비계’)가 학습자의 영어 쓰기 수행과 어떠한 관련이 있는지를 살펴보는 데 목적이 있다. 본 연구에서는 전략적 L1 비계를 영어 쓰기를 대신하는 수단이 아니라, 계획 단계에서 아이디어를 생성하고 글의 구조를 조직하며 내용을 확장하도록 돕는 제한적이고 목적 지향적인 지원으로 보았다. 이를 바탕으로 전략적 L1 비계가 작문 성취, 계획 단계 자료의 최종 텍스트 반영 양상, 학습자 인식에 어떠한 특징을 보이는지를 검토하였다. 연구 참여자는 IB DP 인증 고등학교 Year 2 학생 8명이었고, 연구는 5주 동안 진행되었다. 1주차에는 사전 동의, 배경 조사, 사전 설문, 사전 작문을 실시하였으며, 2주차부터 5주차까지는 총 4회의 실험을 진행하였다. 실험은 영어만 사용해 계획하는 조건과 전략적 L1 비계를 활용하는 조건으로 나누어 교차 적용하였다. 학생들은 각 회기에서 10분 동안 계획 활동을 한 뒤 영어 작문을 작성하고, 이후 성찰 일지를 기록하였다. 수집된 자료는 영어 작문 결과물, 계획 단계 자료, 회기별 성찰 일지, 사전·사후 설문이었으며, 작문 결과는 IB DP English B Paper 1 평가 기준에 따라 분석하였다. 연구 결과, 전략적 L1 비계를 활용한 조건에서는 영어 전용 조건보다 작문 성취가 상대적으로 높게 나타났다. 총점 평균은 영어 전용 조건이 15.83점, 전략적 L1 비계 조건이 19.27점이었으며, 특히 메시지 전개와 내용 조직과 관련된 기준에서 차이가 비교적 크게 나타났다. 또한 계획 단계 자료는 최종 글의 아이디어와 내용 확장, 조직 구성에 비교적 잘 반영되었지만, 어휘와 표현 반영은 제한적으로 나타났다. 이는 전략적 L1 비계가 글의 계획과 내용 형성에는 도움이 될 수 있으나, 정교한 영어 표현으로의 직접적 전환에는 한계가 있을 수 있음을 보여준다. 학습자 인식 측면에서도 전략적 L1 비계는 전반적으로 긍정적인 반응을 보였다. 영어 전용 조건에서는 자신감이 낮고 불안이 더 크게 나타난 반면, 전략적 L1 비계 조건에서는 개념 이해, 자신감, 만족도는 비교적 높고 불안은 낮게 보고되었다. 사후 설문에서도 모든 참여자가 전략적 L1 비계가 아이디어 생성, 개요 구성, 심리적 부담 완화에 도움이 되었다고 응답하였다. 다만 일부 학습자들은 한국어로 정리한 내용을 영어로 바꾸는 과정에서 여전히 부담을 느꼈다. 이를 종합하면, 전략적 L1 비계는 IB DP English B Paper 1 쓰기에서 계획 단계의 내용 생성과 구조 조직을 돕고, 학습자의 부담을 줄이는 데 일정한 역할을 할 가능성이 있다. 다만 이러한 장점은 주로 계획 단계에 나타났으며, 정교한 영어 표현 향상으로까지 직접 이어지지는 않았다. 따라서 전략적 L1 비계는 계획 단계에서 제한적이고 목적 있게 활용하고, 이후 영어 표현 단계에서는 별도의 지도와 피드백을 함께 제공할 필요가 있다.

    • Design and Evaluation of a Patent Data and Large Language Model(LLM) based Decision Support Process for Strategic Technology R&D Investment Planning - Application to Eight Semiconductor Process Equipment Domains -

      The Korean semiconductor equipment industry faces dual pressures from global leading firms and rapidly emerging Chinese competitors, increasing the need for the strategic allocation of limited public R&D resources. However, conventional R&D planning has largely relied on qualitative expert judgment, fragmented patent indicators such as patent counts, citations, and IPC classifications, and non-standardized planning procedures. In addition, insufficient linkage between technology analysis and policy decision-making has limited the effectiveness of evidence-based public R&D investment planning. To address these challenges, this study designs and evaluates a data-driven R&D technology planning process that integrates patent-data analysis, Large Language Model (LLM)-based semantic analysis, and expert validation. Methodologically, the study adopts Design Science Research (DSR) and develops the technology planning process as a methodological artifact. The proposed process consists of eight stages: selection of the analysis target, collection of patent data, identification of core patents, LLM-based semantic analysis, derivation of technology issues, expert validation through a Modified Delphi method, derivation of government R&D support technologies, and development of Requests for Proposals (RFPs). The empirical analysis was conducted across eight semiconductor process equipment domains, including six front-end and two back-end process areas. A total of 38,475 published patents from 30 global leading and major domestic firms during the period 2020–2024 were collected and analyzed. Through a three-stage filtering procedure, 1,677 core patents suitable for technology planning were identified. LLM-based semantic analysis generated 28 technology clusters, which were validated by an 18-expert panel using a Modified Delphi method. The validated technology clusters were translated into strategic technology issues and government R&D support technologies and were ultimately transformed into 21 RFPs consistent with the planning format of government R&D programs. Expert evaluation further confirmed that the proposed process secured utility, validity, and applicability, thereby satisfying the evaluation requirements of Design Science Research. The results demonstrate that strategic technology issues can be systematically identified from patent data and transformed into policy decision-making outputs at the level of government R&D support technologies and RFPs. Repeated application of the same process across all eight semiconductor equipment domains confirmed its reproducibility and scalability within the semiconductor equipment industry; transfer to other industries is framed as a condition-based analytic generalization rather than as an empirical claim. Furthermore, the proposed process bridges the interpretation gap between technology analysis and policy decision-making by providing an Endto-End technology planning framework that links patent intelligence directly to government R&D investment planning outputs. The study thereby demonstrates that a reproducible technology planning process can be developed to transform patent intelligence into government R&D support technologies and RFPs for strategic technology investment decisions. The academic and practical contributions of this study are fourfold. First, it designs and evaluates a standardized End-to-End R&D technology planning process that connects data analysis, technology issue identification, expert validation, support technology derivation, and RFP design. Second, it proposes a human–AI collaborative technology planning methodology that combines LLM-based semantic analysis with expert validation, enabling patents to be interpreted through the technical functions and problem–solution relationships embedded in patent specifications rather than through quantitative indicators alone. Third, it establishes a systematic framework for transforming technology intelligence into policy-level R&D support technologies and RFPs, thereby enhancing the objectivity, explainability, and reproducibility of public R&D investment decision- making. Fourth, it redefines the Modified Delphi method — traditionally a forecasting instrument — as a validation mechanism that screens LLM-generated analysis for hallucination, overinterpretation, and misplaced policy conversion, thereby establishing a formal human-in-theloop quality-control layer for AI-assisted technology planning. The proposed process is expected to serve as a practical decision-support tool for establishing R&D investment priorities and advancing technology planning systems in national strategic technology domains. While acknowledging limitations associated with patent data coverage and the use of LLMs, this study demonstrates the feasibility of a methodological artifact that integrates patent intelligence, AI-based semantic analysis, and expert validation to support strategic R&D investment decision-making. In doing so, it offers a new paradigm for data-driven technology planning and contributes to bridging the gap between technology analysis and policy decision- making.

    • Effects of Different Types of Pre-task Planning on English Oral Task Performance

      Under the framework of task-based language teaching and cognitive models of language learning, roles of pre-task planning for L2 speaking task performance have been actively investigated. Planning effects are generally believed to positively affect L2 learners’ oral performance, yet the effects on complexity and accuracy have not been clear-cut. In an attempt to enhance the effect of pre-task planning, in particular with regard to complexity and accuracy of production, the present study explored the provision of detailed guidance for strategic planning and the use of rehearsal as an alternative form of planning to strategic planning. Based on experimental research on 27 Korean high school students at intermediate level, this thesis investigated the effects of pre-task planning on narrative productions under three different planning conditions: free planning (i.e. strategic planning without detailed guidance), guided planning (i.e. strategic planning with detailed guidance to lead the learners to attend to both meaning and form), and rehearsal (i.e. repeating the task as many times as the learners want). Participants were divided into three groups and asked to perform two picture-cued narrative tasks: the first task without planning and the second task after a ten-minute pre-task planning activity which differed according to the method of planning assigned to each group. Students’ oral narratives were analyzed in two ways: by transcript analysis and by assessors’ rating. In the transcript analysis, participants’ oral performances were transcribed and measured in four aspects: quantity, fluency, complexity (both lexical and syntactic) and accuracy. These dimensions of L2 production were scored by a variety of indicators. For rating, two experienced native-speaker assessors assigned scores to each narrative, based on rating scales for task completion, fluency and accuracy. The Multivariate Analysis of Variance with repeated measures and paired-sample t-tests were used for statistical analysis. To provide further explanations for the results, retrospective data from the learners were also collected through the post-task questionnaire and interview. The results presented that pre-task planning had a facilitative effect on the L2 learners’ oral task performance as they produced significantly enhanced output under the planned condition in terms of quantity, fluency and complexity, although the immediate benefit on accuracy was not evident. These results suggest that pre-task planning can contribute to L2 learning, by assisting learners to produce a greater amount of output, actively using their linguistic knowledge and reaching the upper limit of their interlanguage competence. The present study also found that the three types of planning differed in their effect on complexity. While free planning had a moderate influence on both syntactic and lexical complexity, guided planning directed the learners’ attention to the lexical aspect through detailed instruction in the guiding worksheet, enhancing lexical complexity at the expense of syntactic complexity, and rehearsal led the learners to produce syntactically more complex language, by engaging them in the gradual revision of output. This result implies that the planning effect can be channeled onto a certain aspect through the manipulation of the planning method. Despite several limitations, the present study provides empirical evidence supporting the benefits of pre-task planning in the oral task performance and language learning, and suggests the need for a well-designed pre-task planning stage to be adopted in the language classroom, based on this study and further investigations on various elements of planning.

      Historically Black Colleges and Universities (HBCUs) are valuable institutions and serve an important role in the success of not only Black Americans, but all students who are seeking a quality education at an affordable price. Unfortunately, due to continued racial and systemic discrimination, these institutions remain subject to challenges that impact their ability to effectively compete in the higher education marketplace, and private, nonprofit HBCUs are at an even greater disadvantage given that they are not supported by the state. A proven way to enhance the success of an HBCU is to create a strategic plan that allows the institution to establish goals that lead to positive outcomes. To do this successfully, strong leadership is needed to guide the institution toward achieving the stated goals of the strategic plan, and presidents of HBCUs are the key leaders of these institutions. The purpose of this study is to assess presidential leadership and its impact on institutional strategic plans at mid-sized private, nonprofit HBCUs. This study will uncover this phenomenon through the lenses of instrumental leadership theory by learning how HBCU presidents engaged their institutions in the strategic planning process and in the implementation of the strategic plan. This study utilized a qualitative, comparative case study analysis to examine three HBCUs of similar institutional characteristics that all have comparable strategic plans. as Universidades Historicamente Afroamericanas (HBCU) son instituciones valiosas y desempenan un papel importante en el exito no solo de los estadounidenses afroamericanos, sino de todos los estudiantes que buscan una educacion de calidad a un precio asequible. Desafortunadamente, debido a la continua discriminacion racial y sistemica, estas instituciones siguen enfrentando desafios que afectan su capacidad para competir eficazmente en el mercado de la educacion superior, y las HBCU privadas sin fines de lucro se encuentran en una desventaja aun mayor, dado que no cuentan con el apoyo del estado. Una forma comprobada de mejorar el exito de una HBCU es crear un plan estrategico que permita a la institucion establecer metas que conduzcan a resultados positivos. Para lograr esto con exito, se necesita un liderazgo solido que guie a la institucion hacia el logro de los objetivos establecidos en el plan estrategico, y los presidentes de las HBCU son los lideres clave de estas instituciones. El proposito de este estudio es evaluar el liderazgo presidencial y su impacto en los planes estrategicos institucionales de las HBCU privadas sin fines de lucro de tamano mediano. Este estudio revelara este fenomeno desde la perspectiva de la teoria del liderazgo instrumental, analizando como los presidentes de las HBCU involucraron a sus instituciones en el proceso de planificacion estrategica y en la implementacion del plan estrategico. Este estudio utilizo un analisis de caso comparativo cualitativo para examinar tres HBCU con caracteristicas institucionales similares, todas con planes estrategicos comparables.

    • A Faith-Based Nonprofit Organization’s Implementation of Strategic Planning: A Qualitative Study

      This study is a qualitative case study of one Jewish nonprofit organization, Kadima, and the implementation of its strategic plan. The conceptual framework for this study is a modified Clark and Estes gap analysis that seeks the ways knowledge, motivation, and organizational structure can be improved to close performance gaps. Eleven stakeholders, board members, and senior staff members of Kadima took part in semi-structured interviews to provide the data. Additionally, the executive director of Kadima supplied documents that serve as data and a means of triangulation. The findings showed that stakeholders need more knowledge to implement the strategic plan successfully. Participants find the mission of Kadima to be highly motivating; however, the motivation to implement the strategic plan was neutral to positive. Other factors motivated study participants to implement the strategic plan. These included participants’ sense of the value they contribute and positive emotions experienced through implementing the strategic plan. Staff members lacked clarity about where Kadima was at any time in implementing the strategic plan. Board members had a different experience as they received regular status reports on implementation. Four influences that affect the strategic plan implementation are meetings, reports, task forces, and adaptability. The study generated recommendations for practice: the creation of a strategic plan job aid, alignment of staff job responsibilities to strategic plan goals and objectives throughout the organization; the continuation of task forces as a means to get work done; and the availability and streamlining of report.

    • Building Capacity: A Case Study in Higher Education Leadership and Strategic Diversity Planning

      At a time when higher education leaders are called to be more strategic and proactive in their design and implementation of diversity programming and initiatives, there are also real threats that may challenge United States higher education leaders and their commitment to diversity and inclusion work on college campuses. This dissertation explores how an institution has engaged in the work of developing and implementing a diversity strategic plan. Using the strategic diversity leadership model described by Williams in 2013 as a theoretical framework, this case study provides an in-depth description of the strategies, processes, and behaviors higher education leaders used to build and execute a successful strategic diversity plan. This case study provided an in-depth analysis of how higher education leaders at the selected institution have built capacity for diversity through a strategic planning process. The following question guided the study: How do higher education leaders develop and implement strategic plans for diversity initiatives? Using an integrated organizational model that incorporates different institutional capacities, the institution of higher education crafted a diversity strategic plan that has been guiding the work of the institution over the last 15 years. The study suggests that higher education leaders seeking to initiate a strategic diversity planning process should consider an integrated conceptual model and be adept at considering the implications of the planning and implementation process from multiple leadership perspectives. The study has also emphasized the importance of senior-level support and leadership, resource allocation, and accountability measures to the success of a diversity strategic plan and demonstrated the power of collective planning and decision-making in building institutional capacity for diversity.

      In the era of population decline, the need for efficient settlement conditions is increasing, and investment in economic support facilities through rational neighborhood unit plan is important. Local governments with a population of less than 100,000 are not obligated to establish a Urban Master Plans, but must establish a neighborhood unit plan in the urban regeneration strategic plan and rural spatial strategic plan. There is no case of establishing the same neighborhood unit in Muju-county as well as local small cities. Since there is no hierarchy in the neighborhood unit plan among the local small city space plans, it is necessary to select a neighborhood unit plan that can be viewed as a higher plan among the neighborhood unit plans and integrate the neighborhood unit plan. Therefore, this study aims to provide a desirable direction for neighborhood unit plan by comparing and analyzing the characteristics of neighborhood unit plan in local small city spatial plans. Living amenities according to the neighborhood unit plan hierarchy of spatial planning are suitable for large cities with large populations, but there are unnecessary living facilities in small local cities, so separate guidelines should be prepared. As a layer of neighborhood unit plan, it is proposed to establish a detailed plan by reflecting the neighborhood unit plan of the Urban Master Plans of the National Territory Planning Act, which is a higher-level corporation, in the neighborhood unit plan of other spatial plans. When establishing a neighborhood unit plan for other spatial plans, such as the analysis of the neighborhood unit plan of the rural space strategy plan, it is necessary to examine the central index, centrality, and self-sufficiency, analyze the hierarchical structure, and analyze the geographical location characteristics and transportation network system to plan the neighborhood unit plan in detail. In addition, it should be improved to be reflected in the neighborhood unit plan of the spatial plan so that it can continuously respond to population extinction based on the living population, not the resident population.
