      북극정책 모형 기반 한국의 최근 북극정책 특성 분석: 유럽과 협력 확대를 중심으로

      After becoming an observer of the Arctic Council in 2013, the Korean government set the 1st Masterplan for the Korea’s Arctic Policy (2013-2017) as a follow-up action in the same year. The 2nd Masterplan for Korea’s Arctic Policy (2018-2022) was announced as a follow-up the 1st Masterplan, and Korea’s Arctic policy system was established step by step. Afterwards, the Ministry of Oceans and Fisheries (MOF) declared the ‘2050 Polar Vision’ in December 2018 to prepare a long-term vision for Korea’s polar policy. The Polar Activities Promotion Act, led by MOF, in April 2021, was enacted and Korea laid the legal foundation for systematic fostering and support of integrated ‘Arctic and Antarctic activities’ in Korea. In November of the same year, ‘Arctic Activities Strategy for 2050’ was announced to establish a long-term direction for Arctic policies. And finally, in November 2022, MOF established and announced the 1st Basic Plan for the Polar Activity Promotion (2023-2027) based on the Polar Activities Promotion Act. The Polar Activities Promotion Act, led by MOF, in April 2021, was enacted and Korea laid the legal foundation for systematic fostering and support of integrated ‘Arctic and Antarctic activities’ in Korea. In November of the same year, ‘Arctic Activities Strategy for 2050’ was announced to establish a long-term direction for Arctic policies. And finally, in November 2022, MOF established and announced the 1st Basic Plan for the Polar Activity Promotion (2023-2027) based on the Polar Activities Promotion Act. In this study, precedent domestic and foreign studies related to the establishment of Arctic policies in Korea were analyzed, and the policy framework and contents from the 1st Masterplan for the Arctic Policy (2013-2017) to the 1st Polar Activities Promotion Basic Plan (2023-2027) were reviewed. In particular, based on the ‘Korea Arctic Policy Model’ developed through the research of Hyunkyo SEO (2019), ‘Arctic Activities Strategy for 2050’ and the 1st Basic Plan for the Polar Activity Promotion were analyzed, and differences and characteristics were examined. In conclusion, based on the analysis results, the policy directions of the 2nd Basic Plan for the Polar Activity Promotion (2028-2032), which correspond to the 2nd term polar policy of Korea, were proposed. Finally, recent governmental policies & projects based measures to strengthen cooperation with Europe were presented.

      대한민국 북극항로 정책의 고찰

      우리나라는 2013년 북극이사회 옵서버 지위에 오른 후 같은 해 12월 한국 최초의 북극정책인 ‘북극정책기본계획’을 수립하였고, 여기에 북극항로 세부과제가 포함되면서 북극항로 정책의 첫발을 내디뎠다. 이어, 2018년 ‘북극활동진흥기본계획’(’18-’22)에서도 북극항로 관련 과제는 2017년 문재인 정부의 ‘나인브릿지(9-Bridge) 전략’을 이행할 실행과제로서 그 의미를 더하였다. 이어 2021년 정부는 극지활동진흥법 제정 후, 동 법 6조에 근거하여 우리나라 최초의 북극 관련 법정 기본계획인 제1차 극지활동진흥기본계획(’23-’27)을 수립·발표했다. 이 기본계획부터는 해운·물류루트로서의 북극항로부터 조선, 항만, 기술개발 등 인프라 구축까지 모두 북극항로 아젠다에 포괄적으로 포함됐고, 현재 이재명 정부에서는 ‘북극항로’ 아젠다를 123대 국정과제 최우선 과제로 채택했다. 본 연구는 북극항로 관련 국내·외 선행연구를 분석하고, 북극정책기본계획부터 이재명 정부 시기까지 시대별로 북극항로 정책을 분석하였다. 그리고, 북극정책 모형(2019)을 기반으로 이재명 정부의 북극항로 국정과제 내 세부과제들을 재분류하여 국제협력, 기반구축, 과학연구 등의 부문에서 추가 세부과제들을 제안하였다. 그래서 향후 북극항로 기본계획 수립 시 세부과제 개발 방안 및 바람직한 북극항로 정책 방향을 제안하였다. After gaining observer status to the Arctic Council in 2013, South Korea established its first Arctic policy, named The 1st Masterplan for Korea’s Arctic Policy,” in December of the same year. This included tasks related to the Arctic Sea Route, marking the first step toward establishing a policy for the Arctic Sea Route. Subsequently, in 2018 “The 2nd Masterplan for Korea’s Arctic Policy (2018-2022),” embraced the policy-tasks related with the Arctic Sea Route, which had significance as an implementation tasks for the Moon Jae-in administration’s Nine-Bridges Strategy in 2017. However, both Masterplans were non-statutory, limiting their ability to implement and drive policies related to the Arctic sea route. In 2021, the government enacted the Polar Activities Promotion Act and, based on Article 6 of the Act, established and announced the 1st Masterplan for Polar Activities Promotion (2023-2027), which was a statutory Masterplan. Starting with this Masterplan, the Arctic sea route policy was the agenda of comprehensive concept, from the Arctic ports as a maritime logistics route to infrastructure construction such as shipbuilding, ports construction, and relevant-technologies development. Currently, The Lee Jae-myung administration is promoting the “Arctic sea route” agenda as a priority policy-task, putting it at the forefront of its 123 major national policy agendas. This study analyzed domestic & international prior research trends on the Arctic Sea Route and analyzed domestic Arctic Sea Route policies by era, from the 1st Masterplan for Korea’s Arctic Policy to the Lee Jae-myung administration’s 123 major national policy agendas. Furthermore, based on the Arctic Policy Model (2019), the study reclassified the sub-tasks within the ‘Arctic Sea Route’ part of 123 major national policy agenda and proposed additional sub-tasks in areas such as international cooperation, infrastructure development, and scientific research. This study presented directions for identifying sub-tasks for the development of the National Arctic Sea Route Masterplan in the future, and concluded by proposing a desirable Arctic Sea Route policy direction.

      중국과 일본의 북극정책 비교 연구

      This study aimed to analyze the differences by comparing China’s Arctic Policy (2018) with that of Japan (2015) being in position of collaboration and competition in Arctic issues with South Korea. Aa a main theme and composition of contents, Since the Arctic expedition in 1999 China, has expanded the field of activity (NSR, resource, international cooperation etc) in the Arctic. China announced the ‘China’s Arctic Policy White Paper’ for the first time in its history in January 2018, after it had announced ‘one belt one road policy’ named ‘New Silk Road’ policy newly including Arctic Shipping route in 2017 (updated one of the original policy in 2013). Japan has taken actions for the Arctic like establishment of scientific infrastructure and research activities, and survey & research on feasibility of Arctic shipping route led by the government since 1990’s and opened ‘Japan’s Arctic Policy’ in 2015. This study analyzed each arctic event of China and Japan by time-line for the sake of understanding the background on drawing two Country’s Arctic policy and contents of the policy on detail. And to order to identify the characteristics between China’s Arctic policy and Japan’s, detailed policy items and contents of two countries’ detailed plans of the policy were reshuffled and compared by 7 key-words (Climate Change / Environment Ecosystem, science & technology, resources, Arctic sea route, international cooperation, Arctic Indigenous People, security). Finally, the study reviewed the implications based on the outcomes of analysis and suggested directions for the improvements of Korea’s Arctic policies. 본 연구는 우리나라와 북극 활동에서 협력 및 경쟁을 하고 있는 중 국과 일본의 북극정책을 분석하여 중·일과의 북극협력 방안 및 시사점 을 제시하고 대응방안을 모색하고자 하였다. 연구 내용과 구성은 다음 과 같다. 중국은 일본보다 늦었지만 1999년 중국의 북극해 탐사를 시작으로 하여 최근의 일대일로 구상(2013년 발표 및 2017년 개정 발표)에 이어 2018년 북극정책 백서(White Paper)를 발표하였는데, 이 연구에서 는 기존 연구를 검토하고, 중국의 북극정책이 도출되기까지 북극활동 및 정책내용 등을 분석하였다. 일본은 아시아에서 1990년대 초부터 정 부 주도의 북극연구 활동 및 인프라 구축과 함께 북극항로 항행 가능 성 타진 프로그램 수행 등 다양한 활동을 해왔다. 본 연구에서는 일본 북극정책에 대한 기존 연구를 검토하고, 1990년대 북극활동부터 일본 북극정책(2015) 발표까지 과정 및 북극정책 내용을 검토하였다. 그리고 중국과 일본의 북극정책 상호 비교를 위해 중국보다 더 세부적인 분류 체계를 제시한 일본의 정책과제를 기준으로 하여 주제 키워드(기후/환 경/생태계, 과학기술, 자원개발, 북극항로, 국제협력, 원주민, 안보) 별로 양국의 정책과제 내용을 비교하였다. 그리고 결론에서 그 분석 결과를 기반으로 우리나라가 북극정책 추진에서 중국, 일본과의 협력 및 대응 방안을 제시하였다.

      일본의 북극정책 형성과 정책화 과정

      This study examines the factors and backgrounds of the emergence of Arctic policy in Japan’s offensive maritime policy. In particular, I examine the role of private think tank as a major actor in policy formation. The research method analyzed the data related to the Japanese government’s Arctic policy, the Basic Plan on Ocean Policy, and the policy proposals of the Sasakawa Peace Foundation’s Ocean Policy Research Institute. The Ocean Policy Research Institute completed the proposal for Arctic policy through expert meetings and regular discussions in each Arctic-related field, and conveyed the importance of Arctic policy to the government through policy proposals, which became a key element of Japan’s Arctic policy. In the establishment of Japan’s Arctic policy, there are the Sasakawa Peace Foundation’s active knowledge formation and knowledge diffusion role as the “knowledge-framing key actor”. Active review on the Arctic policy of the 4th Basic Plan on Ocean Policy, which will be announced in the future, is also necessary.

      미국의 북극정책 역사 고찰과 한국의 북극정책 방향

      The object of this study is to research the history of the Arctic Policy of US which is a current Arctic Council's chair-country and a leading country of global Arctic issues and to provide the its implications to Korea's future Arctic Policy. US became the Arctic country through purchase of Alaska from Russia in 1867, which had governed it for almost military and secure purpose until designated as the US 49th state in 1959. After that, US Presidents has announced the Arctic Strategies considering secure, environmental, economic and international aspects of Alaska: Richard Nixon's NSDM-144 in 1971, Ronald Reagon's NSDD-90 in 1983, Bill Clinton's PDD/NSC-26 in 1994, but these were rather declaratory type's presidential Directives (total 2-5 pages) than practical policies which includes concrete plans: (Wake-up phase of US Arctic Policies). Then, George W. Bush opened NSPD-66/HSPD-25 in 2009 that NSPD-66/HSPD-25 included implementation plans which composed of detailed projects by superceding six principal objectives of Bill Clinton's PDD/NSC-26 (Build-up phase of US Arctic policies). Current president Barack Obama revealed 'National Strategy for the Arctic Region' in 2013 including three strategic directions & four guiding principles and released consecutively 'Implementation Plan for the National Strategy for the Arctic Region' in 2014, 'National Strategy for the Arctic Region Implementation Report' on 2015, as an outcome report for the plans (Completion Phase of US Arctic policies). Though the historical analysis of US' Arctic policies, these paper extracted three common key-words derived from each Presidential Arctic policy: △National Security, △International cooperation, △Sustainable Environmental Stewardship. Obama's Adminstration, as the Arctic Council's new chair-country in April 2015, announced 'Chairmanship Program 2015~2017' that would be carried out during the incumbency. This Program consisted of 15 detailed projects by 4 themes. Cross-checking analysis between these 15 projects and detailed plans in Obama's implementation plans(2014) showed that what requires international cooperations, for example Arctic environmental protections, scientific monitoring, Search & Rescue etc, were mainly included detailed projects of US chairmanship program. This means that US hope to address various issue regarding Arctic environment and sustainablities with global societies (Arctic Countries and observer countries, etc) through Arctic Council. Korea as an observer country of Arctic Council, should fortify the bilateral collaboration between Korea and US for Korea's economic development by contributing current US's Arctic Policies and Chairmanship Program. 본 연구는 북극이사회의 현 의장국이자 국제사회에서 북극정책의 구심점 역할을 하고 있는 미국의 북극정책 역사와 현 정책의 고찰을 통해 우리나라 북극정책 방향에 대한 시사점을 제시하고자 함을 목적으로 한다. 1867년 러시아로부터 알래스카를 매입해 본격적인 북극권 국가가 된 미국은 1959년 미국의 49번째 주로 지정할 때까지 이 지역을 군사 및 안보구역으로 지정 및 관할하였다. 정식 주(州)로 지정받은 후 미국 대통령은 알래스카의 안보, 환경보호, 경제개발, 국제협력 등을 포괄하는 북극전략을 대통령 강령으로 발표하였다. 리차드 닉슨(Richard Nixon) 대통령은 1971년 NSDM-144 강령, 로널드 레이건 대통령(Ronald Reagon)은 1983년 NSDD-90 강령, 빌 클린턴 대통령(Bill Clinton) 은 1994년 PDD/NSC-26 강령을 각각 발표하였다. 10여 년 주기로 발표된 강령들은 구체적인 실행 계획을 담은 정책적 강령이라기보다는 2-5페이지 분량의 선언적 강령이라 할 수 있으며, 이 시기를 미국의 북극정책 태동기로 분류한다. 조지 부시(George W. Bush) 미국 대통령은 빌 클린턴 대통령이 발표한 PDD/NSC-26의 6개 주요 목표를 기반으로 세부적으로 추진하기 위한 프로젝트를 담은 NSPD-66/HSPD-25 강령을 2009년 발표하였다. 이 강령은 구체적인 실행 프로젝트를 담고 있으며 기존 강령을 발전시키는 내용을 담아냈다는 점에서 북극정책 체계의 구축기로 분류할 수 있다. 현 미국 대통령인 버락 오바마(Barack Obama) 대통령은 2013년 ‘북극지역에 대한 국가 전략(National Strategy for the Arctic Region)’이라는 북극정책을 발표하였는데 이 전략에는 3개의 기본전략 및 4대 실행계획이 담겨 있다. 그리고 3대 기본전략을 달성하기 위한 세부 실행계획(Implementation Plan for the National Strategy for the Arctic Region)을 2014년 1월 발표하였고, 실행보고서(National Strategy for the Arctic Region-Implementation Report)를 2015년에 발표하였다. 기본정책에 따른 세부정책 및 실행계획 및 점검(피드백)까지 하나의 완성 체계를 이뤄내며 북극정책의 완성기를 이뤄냈다. 미국의 북극정책을 태동기부터 완성기까지 역사적으로 분석한 결과, 북극정책은 시대에 상관없이 ‘국가안보’, ‘국제협력’, ‘지속가능한 환경관리’라는 3개 키워드를 공통으로 범위가 점차 광범위해지고, 3개 주제를 기반으로 세부정책이나 실행계획을 추진해 왔다고 분석할 수 있다. 미국은 2015년 북극이사회 새 의장국이 되면서 의장국 기간(2015-2017) 동안 주도할 의장국 프로그램(Chairmanship program 2015-2017)을 발표하였는데 4개 분야의 15개 세부 과제가 포함되어 있다. 본 연구에서 15개 세부과제와 오바마의 북극정책 세부 실행계획(2014)을 비교 분석한 결과 세부 실행계획(2014) 중에서 국제사회와 공조가 요구되는 북극의 지속가능한 환경관리와 북극 과학연구, SAR(수색 및 구조)와 같은 국제협력 과제들을 의장국 프로그램의 세부과제에 포함시켰다. 미국이 북극에서 국익과 연계된 안보 부문을 제외하고, 미국의 독자적 대응이 불가능하고, 국제협력이 요구되는 북극 관련 이슈들을 북극이사회라는 창구를 통해 북극권 국가 및 비북극권 국가(한국 등 옵서버국가) 등 국제사회와 공동협력으로 대응하고 해결하려는 의지로 해석할 수 있다. 북극이사회 옵서버 국가인 한국은 미국의 북극정책과 의장국 프로그램에 기여함으로써 국익 확보를 위한 미국과의 북극 양자협력을 더욱 강화하는 계기를 마련해야 하겠다.

      일본의 북극정책: ‘연구개발’ 부문의 인문·사회 분야 중요성 평가

      Japan commenced the Arctic activities by joining IASC which was the first Arctic activity of Asian Countries, and has expanded the interest areas by conducing international project for NSR in 1990s and 2000s. And, ‘Headquarter for Ocean Policy at the Prime Minister’s Office’ for managing the Japan’s Ocean and Polar Policy was founded in 2007 and Japan got the ad-hoc observer state in 2009 and finally joined the observer group of Arctic Council in 2013. as an after-action of joining, the headquarter formally released the Japan’s Arctic Policy in 2015 that was the first Arctic policy of the Japanese government. Japan’s Government consisted of 3-axis of policy, that is △Research and Development (R&D), △International Collaboration. △Sustainable Development. Regarding the R&D of Arctic Policy, MEXT organized the Arctic Climate Change Research Project (2011-2016) under GRENE programme. and as a second stage, MEXT initiated the interdisciplinary programme named “Arctic Challenge for Sustainability (ArCS I 2015-2019 leading by NIPR, JAMSTEC, Hokkaido Univ.)’ in 2015 which was finished successively in 2019. MEXT had hosted the breakout session at Arctic Circle Assembly for sharing the accomplishments of the ArCS I. with international communities from 2016 to 2019. In 2020 MEXT, on the third stage, launched ArCS II programme which takes more multidisciplinary approach than ArCS I and more domestic research institutions (i.e. Univ., Institute) apart from 3 main institutions joined as the managing institutes of each sub-project. This study conducted the comparative study on GRENE (Arctic Climate Change Research Project), ArCS I, and ArCS II in terms of research themes and the contents of sub projects, portion of Arctic Social science and its role and relations on A rctic natural science, etc. And the study reviewed the implications based on the outcomes of analysis and research and suggested the directions for the development of Korea’s Arctic interdisciplinary programme collaborating Arctic Social Science, Natural Science and Engineering for addressing Arctic Issue and contributing to Policy-Decision. 일본은 1990년 아시아 최초로 북극연구 활동을 시작하면서 비로소 북극활동의 포문을 열었으며, 1990년대부터 2000년대 이르기까지 북극항로에 중점을 둔 국제공동연구 프로그램(INSROP, JANSROP) 등을 기반으로 점차 북극활동 영역을 넓혀 나갔다. 그리고 2000년대 일본 총리를 위원장으로 하는 종합해양정책본부가 설치되고 이후 북극이사회 잠정옵서버, 정식옵서버 등의 지위 확보와 이후 국가 차원의 북극정책 수립을 통해 분야별 체계적인 정책을 추진해 나갔다. 이러한 일본의 북극정책은 ‘연구개발’, ‘국제협력’, ‘지속가능한 활용’이라는 3대 키워드를 정책 축으로 세부과제를 수행하였는데, 연구개발 부문에서는 문부과학성(MEXT)이 주도하는 ArCS I(2015-2019)이 일본의 대표적인 북극 국가브랜드 프로그램으로 자리매김하며 성과를 주도해 나갔다. 그리고, 후속 프로그램인 ArCS II가 2020년 새롭게 출범되면서 그 연구범위나 전략목표, 책임기관 확대 등 기존보다 프로그램을 더욱 체계화하였다. 본 연구에서는 일본의 북극활동 및 정책 연혁을 조망하고, 그 안에서 일본의 북극정책 중의 한 축인 연구개발 부문을 담당하는 MEXT 주도 북극연구 프로그램의 발전과정을 검토하였다. 그리고 그 프로그램 안에서 점차 비중과 범위를 확대하고 있는 인문·사회 분야의 비중과 주제 범위를 분석하고 전반적인 특징을 제시하였다. 이러한 분석결과를 바탕으로 한국의 북극 융복합 연구프로그램의 발전방향도 제안하였다.

      러시아 북극정책의 시대적 특징과 함의

      Russia, the country with the largest territories in the Arctic among Arctic countries, has laid the foundation for its Arctic policy by starting its advance into Siberia from the feudal era before the imperial Russia. From then on, during the Imperial Russia era, the era of the Soviet regime (the former Soviet Union), and the current Russian federal government that became independent after the collapse of the former Soviet Union in 1991, policy views on Siberia were very different. In other words, after step by step colonization, territorialization, and industrialization, the current federal government defined its own Arctic region and promoted a systematic and comprehensive Arctic policy. Moreover, Russia is carrying out the various programmes to fortify its leadership in the Arctic, becoming the chair of the Arctic Council this year (2021-2023). In this paper, from the perspective of strengthening cooperation with Russia, the history of Russia’s Arctic policy is divided by period and important policy areas are reviewed. In particular, Russia’s national interest in the Arctic presented in the ‘2020 Basic Principle for Arctic Policy’ in 2008, and ‘2035 Basic Principles for the Russian Arctic Policy’ in 2020 which is the current federal government’s representative Arctic policy was analyzed. So, from the historical point of view, the top priority and the latest themes that Russia presents as national interests in the Arctic were identified, and based on this, a plan to strengthen cooperation in the Arctic between Korea and Russia was sought.

      러시아 북극 외교의 지경학적 재편 - 러시아 북극정책에 기반한 중⋅인도와의 관계 변화를 중심으로 -

      본 연구는 2013년 이후 국제관계 위기에서 비롯된 러시아 외교정책의 변화 분석에 있어 러시아 외교정책 문서 및 외교적 행위에서 나타나는 북극에서의 非북극권 국가에 대한 러시아의 입장, 특히 동방국가인중국 및 인도와의 경제협력을 토대로 한 경제⋅안보적 공조 확대 변화에 대한 분석이다. 북극은 러시아 외교정책 기조에서 매우 중요하다. 러시아의 외교정책 전략 문서들에 따르면 북극의중요성은 시간이 지남에 따라 증가하고 있다. 특히 미국⋅NATO와의 대립 속에서 非북극권 국가에 대한러시아는 미온적 입장에서 우호적 관계 형성으로 변화되었다. 이는 2014년 크림반도 병합과 2022년 촉발된러시아의 우크라이나에 대한 군사적 침공에서 기인한다. 즉 미국과 EU 등을 비롯한 서구권 국가들의 대러시아 경제제재는 북극을 중심으로 한 러시아 외교정책의 주요 변환점이 되었다. This study analyzes the changes in Russian foreign policy stemming from the international relations crisis since 2013. Specifically, it analyzes Russia’s stance toward non-Arctic states in the Arctic, as reflected in Russian foreign policy documents and diplomatic actions, particularly the expansion of economic and security cooperation based on economic cooperation with Eastern countries such as China and India. The Arctic is crucial to Russia’s foreign policy direction. According to Russian foreign policy strategic documents, the importance of the Arctic has increased over time. In particular, amidst the confrontation with the United States and NATO, Russia’s stance toward non-Arctic states shifted from lukewarm to friendly. This shift stemmed from the annexation of Crimea in 2014 and the Russian military invasion of Ukraine in 2022. In other words, the economic sanctions imposed against Russia by Western countries, including the United States and the EU, became a major turning point in Russia’s foreign policy, focusing on the Arctic.

      인도의 북극정책: 러시아와의 협력 가능성과 문제점

      The Arctic is changing to a region of reflection on the international order amid the disruption of Arctic Exceptionalism caused by the Ukraine-Russia crisis and Finland's and Sweden's accession to NATO and the freeze of the Arctic Council. The Arctic is now splitted into two halves, with an “the A7 of Western state”(Canada, Denmark, Finland, Iceland, Norway, Sweden, and the US), on one side, a "Non-Western states" of Russia, China and India. In particular, the international community is paying attention to India-Russia relations. India unveiled its first Arctic policy, ‘India and the Arctic: building a partnership for sustainable development’. The policy embodied India's approach in various fields encompassing economics and diplomacy, and lays down five missions and six pillars focusing on 'scientific and environmental research', 'economic and human development', and 'international cooperation'. It implies India's growing awareness and increasing interest in the Arctic region. Furthermore, India seeks to expand its engagement and influence power in this region. Regarding India's growing involvement in the Arctic, Russia is seeking to enhance ties and cooperation with India amid the recent deterioration of relations with the Western State and the expansion of China's influence. In this context, this paper analyzes the opportunities and challenges to further cooperation between India and Russia in the Arctic geopolitics and suggests implications for the Korean government to establish strategies for the New era in the Arctic region. 2022년 우크라이나 전쟁, 핀란드와 스웨덴의 NATO 가입 시도로 기인한 북극이사회의 동결은 국제정치와 북극지정학 간의 경계를 무너뜨리며 예외적인 공간이었던 북극지역에서 새로운 협력 구도의 형성을 야기했다. 러시아를 제외한 북극이사회 7개국, 러시아와 중국, 인도의 비서방국 협력 구도가 형성되고 있는 와중에 최근 국제사회가 주목하고 있는 것은 북극 지역의 신흥 참여국인 인도와 러시아아의 북극 협력 발전 가능성이다. 옵서버 국가인 인도는 지난해 3월 첫 정책 문서 「인도의 북극 정책: 지속가능한 발전을 위한 파트너쉽 수립(India’s Arctic Policy: Building a Partnership for Sustainable Development)」을 발표했다. 해당 정책에서 인도는 과학·환경연구, 경제 및 인적 개발, 국제 협력 등 세 가지 범주에 초점을 맞춘 5대 목표와 6대 기둥을 선정하여 경제 및 외교 분야를 망라하는 광범위한 활동과 이니셔티브를 제시했다. 북극에 대한 비전과 접근방식을 공식화하며 이해관계를 드러냈다는 것은 북극권에서의 인도의 참여와 역할이 확대될 것임을 시사한다. 한편 러시아는 서방과의 대립 심화, 중국의 영향력 확대에 대응하기 위해 대러 관계에서 실용주의적 입장을 견지하고 있는 인도와의 북극 협력을 적극 추진하는 움직임을 보이고 있다. 이에 본고는 북극질서의 새로운 축인 인도-러시아 관계에 주목하여 두 국가의 전략적 이해관계가 일치하는 분야로 ‘에너지’, ‘북극항로’, ‘과학연구’, ‘원주민 사회’를 제시하고 향후 협력 발전 가능성과 문제점에 대한 분석을 시도했다. 아울러 인도와 러시아의 협력 관계를 조망함으로써 변화하는 북극공간에서 한국이 취해야 할 접근방식과 새로운 진출 전략 수립을 위한 유용한 시사점을 제공하고자 했다.

      스웨덴의 북극정책과 대(對)러시아 경계심의 발현: 스웨덴의 『2020 북극 전략』을 중심으로

      This study is focused on Sweden’s current Arctic policy. Sweden is an Arctic state, Arctic Circle country and a founding member of the Arctic Council. Sweden has a long-term relationship with the Arctic and geographic proximity: hence, it has accumulated visions and interests of national policy in the Arctic region to date. The report on 『Sweden’s strategy for the Arctic region』(2020) is a good case of aims and directives of Sweden’s current policy. This government document explained the six key issues regarding the Arctic and Sweden’s national interests and strategic targets in the region, and it reveals the differences in security issues from the previous 2011 report. Sweden has expressed strong concern about Russia’s Arctic strategy in the 2020 report. It turned out that it was not a false assumption after Ukraine war in 2022. In conclusion, Sweden’s various strategic aims in the Arctic region and their main concerns toward Russian Arctic policy through 『Sweden’s strategy for the Arctic region』(2020) can be confirmed. 스웨덴은 북극국가이자, 북극권 국가이며, 북극이사회의 정식 회원국이다. 스웨덴은 오랜 역사적 관계와 인접한 지리적 여건으로 인해 북극에 대한 국가 정책적 비전과 관심을 축적해왔다. 지난해 발표된 『2020 북극 전략』보고서는 현재의 스웨덴이 북극지역에 대해 수립하고 있는 여러 정책적 지향점을 보여주는 사례라 할 수 있다. 이 보고서에서 스웨덴은 북극 관련 6가지 핵심 목표 분야를 선정하여 북극지역에서의 국익과 전략적 목표를 어떻게 실현할지를 구체적으로 공개했다. 그리고 스웨덴의 『2020 북극 전략』은 이전과는 달리 안보문제에서 뚜렷한 정책적 지향점을 드러냈다. 특히 이 보고서는 현재 러시아가 강력히 추진하고 있는 북극전략에 대한 스웨덴의 강한 경계심과 우려를 그대로 적시하고 있다. 그리고 2022년 2월말 시작된 러시아의 우크라이나 침공은 이런 스웨덴의 경계와 우려를 확인시켜주는 또 하나의 계기가 됐다. 그러므로 우리는『2020 북극 전략』을 통해 현재 스웨덴이 북극에 관한 다양한 정책적 지향점과 지정학적 정세 및 러시아에 대한 적극적인 경계심의 근원을 확인해 볼 수 있다.
