      신고전적 현실주의(Neoclassical Realism)와 인도 외교정책: 비교 관점에서 본 변화하는 인도의 러시아 관계

      Drawing on neoclassical realism theory, this paper aims to explain why and describe how contemporary Indian foreign policy is changing with respect to great power politics. It focuses on explaining new changes in India's relations with Russia in comparison with India–US relations. Neoclassical realism suggests that the most significant factor shaping state behavior in international politics is structurally-induced constraints, such as the changing balance of power. This neoclassical realism logic is significant in explaining India's shifting trajectory with Russia in a comparative perspective. To put it simply, the changing balance of power in Asia due to China's rise, combined with Beijing's growing assertiveness, has forced India to deepen its security and economic ties with the US and other liberal democracies in the Indo-pacific. This new geopolitical development has seriously affected contemporary India-Russia ties. This paper demonstrates that: on the one hand, India's security and economic relations with Russia have declined; on the other hand, India’s economic and security relations with the US have strengthened. Yet, as neoclassical realism suggests domestic level dynamics may mitigate structurally-induced constraints in bilateral relations, India’s domestically-generated geoeconomic issues also play roles in mitigating the effects of the balance of power politics in New Delhi's ties with Moscow. This paper seeks to make theoretical contributions to the existing literature by applying neoclassical realism theory to explain new dynamics in Indian foreign policy. 본 논문은 신고전적 현실주의(Neoclassical Realism)이론을 바탕으로 현대 인도의 외교정책이 강대국 정치에 대해 어떻게 변화하고 있는지를 설명하고자 한다. 본 논문은 인도-미국 관계와 비교하여 인도와 러시아 관계의 새로운 변화를 설명하는 데 초점을 맞추고 있다. 신고전적 현실주의는 국제 정치에서 국가 행동을 형성하는 가장 중요한 요소는 세력균형(balance of power)의 변화와 같은 구조적으로 유도된 제약이라고 주장한다. 이러한 신고전적 현실주의의 논리는 인도와 러시아의 관계 변화를 비교적인 관점에서 설명하는데 있어 중요하다. 쉽게 말하자면 중국의 부상에 따른 아시아의 세력균형 변화와 중국의 자기주장 강화가 맞물려 인도는 인도-태평양의 미국 등 자유민주주의 국가들과의 안보.경제 관계를 강화시킬 수밖에 없었다. 이 새로운 지정학적 환경은 현대 인도와 러시아의 관계에 심각한 영향을 끼쳤다. 본 논문은 인도의 러시아와의 안보 및 경제 관계는 악화되었지만, 인도와 미국의 안보 및 경제 관계는 강화되었음을 시사한다. 반면 국내 수준의 역학관계가 양국 관계에 구조적으로 유발된 제약을 완화할 수 있다는 신고전적 현실주의의 주장처럼, 인도의 국내 역학에서 발생한 지경학적 문제는 인도와 러시아의 유대관계에서 작용하는 세력균형 정치의 영향력을 완화시키는 역할을 하고 있다. 본 논문은 인도 외교정책의 새로운 변화를 설명하기 위해 신고전적 현실주의의 이론을 적용하여 기존 문헌에 이론적으로 기여하고자 한다.

      변화하는 인도 방위산업 시장이 한국에 주는 시사점: 인도-러시아 관계 중심으로

      인도는 세계에서 2번째로 무기를 많이 수입하는 국가이다. 인도 정부는 현재 파키스탄과 중국을 상대로 대립각을 세우고 있다. 또한, 인도는 지속적인 경제성장을 이어가는 국가이기도 하다. 그러므로 인도의 성장하는 방위산업 시장은 개척할 필요성이 있다. 소련은 과거 냉전 시대에 인도의 방위산업 시장에서 압도적인 우위를 점하고 있었다. 이후 러시아 또한 인도와 높은 수준의 방산 협력을 이어가고 있다. 그렇지만 인도 방위산업에서 러시아는 그 우위를 잃어버리고 있다. 인도 방위산업에서 러시아가 차지하는 비중이 줄어들고 있으며 이러한 현상을 앞으로도 계속될 것으로 보인다. 이는 인도가 서방의 무기체계를 적극적으로 도입하고 있다는 것을 의미하며 이것은 서방 무기체계를 사용하고 수출하는 한국의 방위산업체에 기회가 될 것이다. 본 논문은 어떻게 러시아가 인도와의 방위산업에서 우위를 점할 수 있었던 원인과 현재 러시아의 인도 방위산업에서 차지하는 위치가 흔들리는 현상에 대해서 두 가지 부분으로 분석한다. 첫 번째로는 과거와 현재의 인도 대외정책을 중심으로 어떠한 특징들이 인도 무기 수입에 영향을 끼쳤는지를 분석한다. 두 번째로는 러시아와 인도의 구조적인 부분을 중심으로, 러시아와 인도의 방산 협력의 과거와 현재, 그리고 미래를 분석할 것이다. 과거 인도 방위산업에서 러시아가 우위를 차지할 수 있었던 것에 대해서, 러시아의 방위산업체들만이 가지는 특징을 통해 분석한다. 이후, 인도 방위산업에서 러시아의 입지변화에 대해서는, 인도의 모디 총리의 ‘메이크 인 인디아’ 정책을 통해 분석한다. 결론적으로, 과거 러시아는 인도 방위산업에서 압도적인 우위를 점하고 있었지만, 러시아의 입지는 줄어들고 있다. 그리고 그 빈 자리는 서방 국가가 채울 것이며, 이것은 한국에는 호기(好機)가 될 것이다. India is the second largest global importer of weapons. The Indian government is currently at odds with Pakistan and China. Additionally, India is a country that continues to bring forth significant economic growth. Therefore, considering these facets there is a strong need to pioneer India"s growing defense market. The Soviet Union had maintained to preserve an overwhelming influence in India"s defense industry during the Cold War. Since then, Russia has also continued this practice, maintaining a high degree of defense cooperation with India. However, Russia is currently losing its edge in the Indian defense industry. Russia"s position and general stake in the Indian defense industry is decreasing, and this phenomenon is expected to continue. This means that India is actively implementing western-built weapons systems, which will be an opportunity for South Korean defense companies which primarily use and export these systems. This paper analyzes what led to Russia"s dominance in the Indian Defense Industry and the current phenomenon of Russia"s pertaining a rather shaky position, in two distinct parts. First, by focusing on both past and present Indian foreign policy, it analyzes what characteristics have affected Indian arms imports. Second, the paper will focus on the structural parts of Russia and India, analyzing the past, present, and future of the Russia-India defense cooperation. Russia"s past dominance in the Indian defense industry will be analyzed through the perspective of Russian defense companies and their characteristics. Additionally, Russia"s changing position will be analyzed through Indian Prime Minister Modi"s Make India policy. In conclusion, in the past Russia has had an overwhelming position in India’s defense industry, but nowadays their influence is fading. This vacuum will be filled in by Western countries, which will present itself as a grand opportunity for South Korea.

      인도의 북극정책: 러시아와의 협력 가능성과 문제점

      The Arctic is changing to a region of reflection on the international order amid the disruption of Arctic Exceptionalism caused by the Ukraine-Russia crisis and Finland's and Sweden's accession to NATO and the freeze of the Arctic Council. The Arctic is now splitted into two halves, with an “the A7 of Western state”(Canada, Denmark, Finland, Iceland, Norway, Sweden, and the US), on one side, a "Non-Western states" of Russia, China and India. In particular, the international community is paying attention to India-Russia relations. India unveiled its first Arctic policy, ‘India and the Arctic: building a partnership for sustainable development’. The policy embodied India's approach in various fields encompassing economics and diplomacy, and lays down five missions and six pillars focusing on 'scientific and environmental research', 'economic and human development', and 'international cooperation'. It implies India's growing awareness and increasing interest in the Arctic region. Furthermore, India seeks to expand its engagement and influence power in this region. Regarding India's growing involvement in the Arctic, Russia is seeking to enhance ties and cooperation with India amid the recent deterioration of relations with the Western State and the expansion of China's influence. In this context, this paper analyzes the opportunities and challenges to further cooperation between India and Russia in the Arctic geopolitics and suggests implications for the Korean government to establish strategies for the New era in the Arctic region. 2022년 우크라이나 전쟁, 핀란드와 스웨덴의 NATO 가입 시도로 기인한 북극이사회의 동결은 국제정치와 북극지정학 간의 경계를 무너뜨리며 예외적인 공간이었던 북극지역에서 새로운 협력 구도의 형성을 야기했다. 러시아를 제외한 북극이사회 7개국, 러시아와 중국, 인도의 비서방국 협력 구도가 형성되고 있는 와중에 최근 국제사회가 주목하고 있는 것은 북극 지역의 신흥 참여국인 인도와 러시아아의 북극 협력 발전 가능성이다. 옵서버 국가인 인도는 지난해 3월 첫 정책 문서 「인도의 북극 정책: 지속가능한 발전을 위한 파트너쉽 수립(India’s Arctic Policy: Building a Partnership for Sustainable Development)」을 발표했다. 해당 정책에서 인도는 과학·환경연구, 경제 및 인적 개발, 국제 협력 등 세 가지 범주에 초점을 맞춘 5대 목표와 6대 기둥을 선정하여 경제 및 외교 분야를 망라하는 광범위한 활동과 이니셔티브를 제시했다. 북극에 대한 비전과 접근방식을 공식화하며 이해관계를 드러냈다는 것은 북극권에서의 인도의 참여와 역할이 확대될 것임을 시사한다. 한편 러시아는 서방과의 대립 심화, 중국의 영향력 확대에 대응하기 위해 대러 관계에서 실용주의적 입장을 견지하고 있는 인도와의 북극 협력을 적극 추진하는 움직임을 보이고 있다. 이에 본고는 북극질서의 새로운 축인 인도-러시아 관계에 주목하여 두 국가의 전략적 이해관계가 일치하는 분야로 ‘에너지’, ‘북극항로’, ‘과학연구’, ‘원주민 사회’를 제시하고 향후 협력 발전 가능성과 문제점에 대한 분석을 시도했다. 아울러 인도와 러시아의 협력 관계를 조망함으로써 변화하는 북극공간에서 한국이 취해야 할 접근방식과 새로운 진출 전략 수립을 위한 유용한 시사점을 제공하고자 했다.

      모디 총리 시기 인도-러시아 전략적 파트너십의 진로

      The primary purpose of this paper is to analyze the extent to which Indo-U.S. strategic partnership with more increased momentum since Prime Minister Narendra Modi`s coming to power and, on the opposite side, the start of Russian-Pakistani military cooperation will affect the traditional Indo-Russian strategic partnership. New Delhi`s drive for an alignment with US within the framework of Act East policy by Prime Minister Modi and Moscow`s initiation of military cooperation with Pakistan as a `tit-for-tat` measure have brought a tension between India and Russia, old strategic partners and become a main factor causing rearrangement of the bilateral relationship. An essential prerequisite for “natural allies” bonding the Soviet Union and India in the Cold War era has disappeared. In the situation that Russia cannot act as a balancer to rising China, the attempt by New Delhi to find a strategic partnership in the US is a vital option to curb the main security threat, China and Pakistan. However, shared perspective and interest by the two countries still remain such as complementary geo-strategic status, the consensus on a multi-centered world order, the emphasis on strategic autonomy, and from long-term perspective the necessity of curbing China. In consequence, whereas the weakening of strategic partnership continues, Indo-Russian relationship is likely not so much to cool rapidly as continue friendly readjusting.
