      1990년대 러시아 마피야 현상에서 나타나는 국가적 배경요소

      There couldn't exist Russian Mafia in Soviet Era. Ideologically, crime was to have withered away as a natural result of building Communism. Neither do in New Russia. The Russian police repeated, “there is no Russian mafia”. By mid 1990s, nevertheless, the term “Russian Mafia” is generally accepted not only in Russia but also in the world and Mafia phenomena have been presented in all sphere of Russian life. This thesis analyzes state (government) elements of Mafia phenomena in Russia in transition 1990s after the collapse of Soviet Union. The state (government) as supplier of protection with monopoly of coercive force should supply order and safety. But in Russia, there are little public expectations of fair treatment from institutions of authority. Government lost the control of violence. Arbitrazh (arbitration courts) with broad jurisdiction over commercial disputes didn't work efficiently. Law-enforcement agency(police) and Tax office couldn't get over the inefficiency and low credibility. All these elements drove Russian entrepreneurs searching for protection to Mafia. At the time of the transition to the market, in the same way, non-official bureaucratic Krysha(roof) privately sold state protection in pursuing private interests. At the same time, there was the quiet conversion of large segments of state power wielding ministrie s(Ministry of defence, MVD, KGB, ect.) into a private protection industry. After all, it can be said that Russian Mafia phenomena resulted from the combination of criminal tradition and Russian peculiarity in transition to market economy. 소비에트 시기에 러시아에 ‘마피야’란 존재할 수 없었다. 소련이 붕괴된 이후 신생 러시아에서도 마찬가지였다. 그럼에도 불구하고 1990년대 중반까지 러시아 마피야는 러시아뿐만 아니라 전세계적으로 통용되는 일반적인 용어가 되었고, 마피야 현상은 러시아의 일상생활의 일부가 되었다. 본 논문은 1990년대 소연방이 붕괴된 이후 정치․경제적 체제전환과정에서 나타나는 러시아 마피야 현상의 국가적 배경요소를 분석했다. 결론적으로 소비에트 체제의 명백한 유산인 마피야 또는 마피야 현상은 다양한 측면에서 국가적 배경요인을 가진다. 강제력의 독점을 통해 질서와 안정을 공급해야 할 국가가 공정한 제도적 대우에 대한 낮은 기대감의 원인을 제공하고, 폭력 또는 강제력의 독점구조를 해체시켰고, 기업간 분쟁해결을 위한 유일한 법제도인 중재재판소의 비효율을 극복하지 못했고, 법집행기관(경찰, 세무서)의 비효율과 그들에 대한 낮은 신뢰도를 회복하지 못함으로써 마피아에 대한 필요성(의존성)을 증대시켰다는 사실은 중재재판소(법제도의 미비)와 조세기관(법집행기관의 비효율)의 분석을 통해 확인했다. 마찬가지로, 사유화와 시장경제의 발전과정에서 사적 이권을 추구하는 비공식적 관료(국가)적 크리샤와 사유화되는 과정에서 폭력적 인력을 공급함으로서 그 스스로 시장자원화가 되는 권력부서(전직 군인, 경찰, KGB간부 등)의 분석을 통해 국가(관료)가 마피아 활동 자체 또는 마피야 현상을 증대시키는 내부적 행위주체적 요인임을 확인할 수 있었다. 1990년대 러시아는 국가형성기로 볼 수 있다. 따라서 러시아 마피야 현상은 일반적인 범죄적 보편성이 체제전환기, 즉 볼코프가 말하는 국가형성(state formation) 과정의 러시아 사회의 특수성(계획경제에 의해 야기된 부족, 지하경제의 확장, 만연하는 부패, 오랜 범죄적 전통, 정부기구나 관료의 무능과 부패, 민주화, 사유화, 자유시장화 등)과 결합한 결과라고 주장할 수 있다.

      러시아의 자본주의 과정 속의 ‘러시아 마피야’ 현상: 총론적 관점

      This article deals with analysis of the Russia's capitalization and the causality of Russian Mafiya's phenomenon. It focuses on the definition, historical background, phenomenon, behaviour, development, and adaption process of Russian Mafiya. Russian Mafiya in a broad sense refers to a body of organized criminals of various ethnic groups which appears in the former Soviet Union after its disintegration in 1991. After the demise of the USSR widespread corruption has been the main obstacle to combating organised crime in Russia. In practical terms, it amounts to extortion, and shadow control of business by officials. According to Russian Interior Ministry, Russia's 'shadow' economy accounts for more than 40% of the GDP. Criminal capital leads to numerous crimes and law violations linked with money laundering, which undermine economic law and order and hamper economic growth. To reach their goals, mafiays tend to rely on one more of the following methods: violence, influence peddling among politicians, and corruption. Common crime spheres include gambling, exploiting prostitution, extortion and racketeering, drug trafficking, arms trade, and most recently diversion of public funds. Inadequate measures against Mafiya's phenomenon in Russia are proving to be a weak spot in the work of federal and regional law-enforcement structures. Organized crime groups are an inevitable element of contemporary society. They are well adapted to society. The reduction of Mafiya's phenomenon should realize a long-term commitment to establish an economic, social, and political support for and development of legal business enterprises or legal households. 러시아 정국의 안정과 강력한 중앙집권 정책의 집행 그리고 범죄와의 전쟁 등으로 외형적인 마피야의 영향력과 마피야 현상은 줄어들 것으로 예상된다. 실제로 1990년대보다 총격전은 급격히 줄어들고 있으며, 조직범죄단체의 수도 급격히 감소하는 추세를 보이고 있다. 그럼에도 불구하고 러시아마피야는 합법화, 전문화, 지능화, 대형화, 국제화의 특징을 보이면서 발전하고 있다. 러시아 마피야는 단순한 폭력과 매춘, 마약, 도박, 무기 등의 불법거래와 밀수 등의 전통적인 영역뿐만 아니라 신용카드 범죄나 해킹 등의 사이버 범죄나 혹은 화이트칼라범죄로 전이되고 있다. 러시아 마피야 현상의 원인은 경제주체의 가난과 탐욕 그리고 시스템에 근거를 두고 있다. 시스템 차원에서 러시아 마피야 현상의 감소를 위해서는 국제적 공조 등의 협조 의 강화는 물론 정치체제에서 권위주의를 지양하고 삼권분립의 정착과 ‘민주화’가 이루어져야 한다. 경제체제에서는 시장경제의 틀, 일례로 글로벌 스탠더드에 부합되는 공정거래와 독점방지 등의 법제도 등이 정착되어야 할 것이다. 또한 모든 경제주체와 부문에서 자율권이 보장되는 ‘시장화’의 발전 그리고 사회체제에서는 계층, 지역, 부문별 양극화의 해소와 ‘사회안전망’의 확보가 절대적으로 필요하다고 생각된다. 경제주체의 탐욕과 관련된 문제는 도덕적 불감증과 도덕적 해이 등의 방지를 위한 법적 및 제도적 보완책은 물론 도덕적 설복 등을 통한 성숙한 시민의식의 향상과 국민성의 변화 등이 필요하다. 결론적으로 민주주의와 시장경제 정착을 위한 ‘위로부터’의 개혁과 법제도 확립 그리고 ‘아래로부터’의 시민의식이 공고화될 경우 러시아도 세계에서 가장 깨끗한 핀란드처럼 진전될 것이다. 그 과정은 상당히 긴 시간이 소요될 것으로 예상된다. 물론 그 시간의 단축 문제는 전적으로 러시아 주체들에 달려있다는 데에는 이론의 여지가 없을 것이다.

      러시아 극동 마피야의 부산지역 수산물 유통관련 범죄활동에 관한 연구

      우리나라 주변의 국제범죄는 21세기형으로 급속히 진화하고 있다. 우리나라를 둘러싸고 있는 국제범죄조직으로 중국 흑사회, 홍콩ㆍ마카오의 삼합회, 일본 야쿠자, 러시아 마피야가 있다. 특히 러시아 극동 마피야는 연해주 및 사할린에 거주하는 교포 2세와 현지 마피야조직원들이 서로 연계하여 국내 연고자들을 통해 거점을 모색한 후 우리나라에 투자하거나 영주(F-5)비자를 취득하여 입국한 후 표면적으로는 수산업이나 해상 무역업에 종사한다고 하면서 실질적으로는 밀수나 마약을 통해 제2차 범죄를 일으키고 있어 우리나라가 극동 러시아와 중국 홍콩을 오가는 각종 범죄의 중간 경유지가 되고 있다. 이러한 국제범죄조직에 대한 대응방안의 일환으로, 국제적인 연계망을 구축하여 관련 국가와 더불어 국제협력방안을 모색하고, 인터폴과 아센안폴을 통해 범죄정보를 교환하며, 국제 사법 공조를 포함해 범죄인 인도 및 요구로 국제조약에 따라 해당 국가간 국제범죄조직 퇴치를 위한 활발한 교류와 유대강화가 요구된다. Organized crimes around Korea are rapidly evolving into those of the 21st-century style. For example, the Pseudo-Underworld Society Crime Organization of China, the Triad of Hongkong and Macao, the Yakuza of Japan and the Russian Mafiya of the Far East region are all transnational organized crime groups. Especially, the Russian crime group is making connections between 2nd-generation Korean residents in Primosky Kra and their local gangsters. Then they are using some of the Korean residents who have relatives in Korea to set up their base in the country. After that, they are entering Korea under the name of investment or with F-5 visas. Since then, they are superficially doing the fisheries or marine trade business, but actually committing secondary crimes such as smuggling and drug trafficking. Thus, Korea is becoming a passage of lots of crimes among the Far East region of Russia, China and Hongkong. As an effort to cope with the transnational crime organizations, it is needed to build up international networks through which affected countries cooperate with one another. In addition, those countries should make active exchanges and strengthen ties with one another to crack down on transnational organized crimes by sharing crime information through the INTERPOL and the ASEANPOL, establishing the international mutual criminal assistance system and reciprocally following international treaties providing anti-organized crime actions including extradition and repatriation.

      러시아 조직범죄 집단의 진화와 조직화된 부패 네트워크

      Many students of Russian criminal mafya define the situation of the 1990’s, which reflects the time of Yeltsin’s presidency, as a period of extensive growth and shaping of organized crime group. In the past decade, Russia have experienced the assimilation and collaboration of diverse players-such as criminals, state officials, businessmen, and law enforcement-into organized corruption network aimed to obtain financial and economic gains. This study aims to investigate new phenomenon of the OCN(organized corruption network). And the main focus is directed toward the fundamental evolutionary changes, that have taken place in Russia in the last 10 years, manifesting themselves in consistently increasing the rate of economic crime-corruption and shift of power from organized crime to organized corruption network. In a 1997 report, the Center for Strategic and International Studies presented an illustration they called the ‘Iron Triangle’ which depicted the three major groups that dominated Russian society through the 1990s: business, bureaucracy and crime groups. Nowadays, this “Iron Triangle” collapsed and became a straight line. The member of crime group were simultaneously businessmen. Likewise, bureaucrats became member of criminal groups. Instead of a triangle, the various combinations evolved. Since the end of the Yeltsin era and the beginning of the Putin era, organized crime group have transformed into a new structure, the Organized Corruption Network. The OCN offers a new ‘roof’(крыша) - protection to criminals for about 30-50% of their earnings. The OCN’s law enforcement members have became the new controlling entity, using investigative powers to cintrol crime. Therefore the emerging of the OCN make worse the Russian society into the whelming of corruption. The average bribe grew nearly twofold in five years from 2780 rubles(approx. US$90) in 2005 to 5285 rubles in 2010(approx. US$176). Additionally, the total volume of petty bribery in Russia has also grown significantly from 164 billion rubles(approx. US$5.8 billion) from 129 billion rubles(US$4.6 billion) five years ago. Finally, the future of the nature of corruption in Russia is that, for a long time it has been imbedded in the system of social relations because of the Organized Corruption Network. 이 연구는 러시아의 조직범죄 집단(범죄 마피야)이 2000년대 푸틴 집권 이후 어떻게 변화하고 있는지를 살펴보는 것이다. 불법적이고 폭력적인 방법을 통해 1990년대 급성장한 러시아 조직범죄 집단의 변화는 푸틴 집권이후 강화된 국가권력에 의해 촉진되었다. 옐친 시기에 성장한 올리가르키들은 정계진출이 가로막힘에 따라 합법적이고 효율적으로 국가관료를 이용할 수 있는 새로운 방법을 찾아야만 하였다. 범죄 마피야 역시 실로비키를 통한 국가통제력의 증가로 인해 국가영역을 대신하는 공공연한 불법적인 활동은 급속히 위축되어 합법화된 사업을 모색할 수밖에 없었다. 그리하여 조직범죄 집단은 2000년대에 들어오면서 컨설팅 회사나 경호회사와 같은 합법적인 기업으로 변신하여 이를 통해 이를 통해 기업과 관료를 연결하고 뇌물을 통해 청부기업의 문제를 해결하는 로비스트 활동을 하는 합법적인 형태로 진화하였다. 그리고 이러한 로비스트 활동을 통해 이전의 관료 마피야와 범죄 마피야, 그리고 비즈니스 마피야는 뇌물수수를 매개로 서로 결합하게 된다. 말하자면 범죄에 대한 조사권을 이용하여 새로운 통제집단으로 부상한 법 집행기구를 중심으로 조직화된 부패 네트워크(Organized Corruption Network)로 만들어지게 된 것이다. 러시아의 부패는 조직화된 부패 네트워크로 인해 더욱 확산되고 일상화되고 있다. 따라서 국가와 자본이 조직화된 부패 네트워크로 연결되어 있는 한 러시아의 부패는 지속되고 확대재생산 될 것으로 전망된다.

It focuses on the definition, scale, causes and effects, and anti-corruption policy of Russia. After the demise of the USSR widespread corruption has been the main obstacle to combating organised crimes in Russia. In practical terms, it amounts to extortion, and shadow control of business by government officials. According to Russian Interior Ministry, Russia's 'shadow' economy accounts to more than 40% of the GDP. The corruption in Russia originates in 'poverty', 'greed', and 'system' factors and from complex by-products created in the process of its transition to a new market economy system. Criminal and corrupt capital leads to numerous crimes and law violations with money laundering, which undermine economic law and order and hamper economic growth. Inadequate measures against corruption and mafiya's phenomenon in Russia are proving to be a weak spot in the work of federal and regional law-enforcement structures. Corruption and mafiya's phenomenon are an inevitable element of contemporary society. They are well adapted to society. The reduction of corruption and mafiya's phenomenon should realize a long-term commitment to establish an economic, social, and political support for and development of legal business enterprises or legal households.

      러시아 극동·자바이칼 지역에서의 마피야 현상 연구

      This paper deals with the causality of Mafiya's phenomenon in Russian Far East & Zabaikal region. It focuses on the definition, historical background, phenomenon, development, and adaptation process of Mafiya in Russian Far East & Zabaikal region. Russian Mafiya is a name given to a broad group of organized criminals of various ethnicity which appeared in the former Soviet Union after its disintegration in 1991. After the disintegration of the USSR administrative corruption is the most widespread form of corruption in Russia. In practical terms, it amounts to extortion, and shadow control of business by officials. According to Russian Interior Ministry, Russia's “shadow” economy accounts for more than 40% of the GDP. Criminal capital leads to numerous crimes and law violations linked with money laundering, which undermine economic law and order and hamper economic growth. To reach their goals, mafiyas tend to rely on one more of the following methods: violence, influence peddling among politicians, and corruption. Common crime spheres include gambling, exploiting prostitution, extortion and racketeering, drug trafficking, and most recently diversion of public funds. Russian Far East and Zabaikal region stretches over a vast territory(6.95 million square kilometers, roughly 40% the size of the Russian Federation) and is rich in natural resources but the region has been hit by major economic difficulties due to insufficient investment and labor force, poor management and corruption. The Far East and Zabaikal have traditionally functioned as a storehouse of natural resources for the Russian Federation. This region's main natural riches include various fish, timber, and nonferrous metals deposits. Russian Far East & Zabaikal region, especially in Vladivostok, a Pacific port in the Primorye Territory with one of Russia's highest crime rates, has the worst per-person crime rate in the country. Seafood and timber smuggling is from Russia to Asia still on the rise, along with illegal trade in precious metals and diamonds. Illegal catches in the Russian Far East are many times bigger than officially and environmentally approved quotas. The volume of timber cut far exceeds officially authorized limits. Large amounts of timber are cut without official permission or licenses. Inadequate measures against Mafiya's phenomenon in Russia's Far East are proving to be a weak spot in the work of regional law-enforcement structures. Organized crime groups are an inevitable element of contemporary society. They are well adapted to society. Widespread corruption is the main obstacle to combating organised crime in Russia. The reduction of Mafiya's phenomenon should realize a long-term commitment to establish an economic, social, and political support for and development of legal business enterprises or legal households.

      러시아 마피야 집단의 특수어 연구: 은어를 중심으로

      Целью использования языка являются не только пере дача смысла, но и установление и сохранение социальных отношений. Язык должен рассматриваться не только как внешний тип, но и внутренний тип, а также он дол жен исследоваться вместе с человеком, культурой и язы ковой картины мира. Жаргон ― это специальный язык, у которого свободные внешние формальные правила. Он имеет относительно непривычность, короткий жизненный цикл. А также он должен выразить близость одной той же группы. Т. е. жаргон ― это социальная власть, дающая большое влия ние на близость и формирование единственного коллек тивного сознания одной группы. У российской мафии существует свой жаргон. В этой статьи рассмотрены образ социально-культурно го мышления российской мафии(преступных группиро вок) и их языковая картина мира через язык(жаргон), ко торый употребляется в российской мафии.

      러시아 극동지역 중국 삼합회 활동 연구

      국제화는 인간과 자원의 국제적 교환을 가져와 생활에 질적 개선도 가져왔으나 한편으로 범죄의 세계화를 동반해 범죄기술의 공유와 같은 부정적 결과도 초래했다. 범죄의 세계화는 범죄의 지역적 확산과 범죄조직의 국제적 유대관계 증대만을 의미하지 않는다. 이는 범죄수법의 다양화로 범죄피해의 급격한 증가도 의미한다. 이러한 이유에서 범죄에 대한 국제공조활동이 갈수록 요구된다. 홍콩 · 마카오를 지역적 기반으로 활동하는 중국 삼합회는 러시아 극동지역에서 자국인들을 대상으로 공갈, 도박개장, 마약밀매, 성매매 및 인신매매, 밀입국범죄에 개입할 뿐만 아니라 천연 자원 밀수, 불법 어로 및 불법 벌목을 비롯해 다양한 분야에서 연간 300억 달러 규모의 원자재 밀매를 일삼는다. 러시아 극동지역에서 활동하는 중국 삼합회의 두드러진 특징은 중국과 지리적으로 긴 국경을 맞대고 있는 이점을 이용해 블라디보스톡을 중심으로 우리나라를 비롯해 일본, 중국과 커넥션이 이루어져 수산물, 목재, 마약, 인신매매 등 범죄에 가담하고 있다. 우리나라를 둘러싸고 있는 중국 흑사회, 홍콩 · 마카오의 삼합회, 일본 야쿠자, 러시아 마피야는 초국가범죄조직이며, 우리나라 주변의 국제범죄는 21세기형으로 급속히 진화하고 있다. 이러한 초국가범죄조직에 대한 대응방안으로, 국제적인 연계망 구축을 통해 관련 국가와 국제협력방안을 모색하고, 범죄정보 교환과 국제 사법 공조를 강화하며, 국제조약에 따라 범죄인 인도 및 요구를 통해 해당 국가 간 초국가범죄조직 퇴치를 위한 긴밀한 유대강화가 요구된다. Globalization brought increased international exchanges of men and resources. This contributed to improving people’s life quality. But on the other hand, it gave negative effects such as sharing crime techniques which led to the globalization of crimes. This does not just mean the regional extension of crimes and an increase in the international connection of crimes. It also means the diversification of crime methods and a dramatic increase in both damages and nipple effects from crimes. This problem is attracting more and more attention to mutual cooperation and actions by international communities against crimes. The Triad gangsters advanced to the Far East region of Russia where they are threatening their fellow countrymen, trafficking drugs, doing the prostitution business and trafficking people and arranging illegal immigration. They are also engaging in the illegal trades of natural resources, illegal fishing and illegal felling. And they are smuggling raw materials as much as 30 billion dollars a year. Main crimes committed by the Mafia of the Far East region are illegal immigration and smuggling since that region geographically faces a long border with China. Centering around Vladivostok, the crime organization has connections to Korea, Japan, China through which marine products, drugs, weapons and stolen vehicles are being smuggled. Organized crimes in countries neighboring Korea are rapidly developing in 21st-century styles. For example, the Pseudo-Underworld Society Crime Organization of China, the Triad of Hongkong and Macao, the Yakuza of Japan and the Russian Mafia of the Far East region are all transnational organized crime groups. Thus, Korea is now becoming a place through which gangsters from the Far East region of Russia, China and Hongkong extend crimes internationally. As an effort to cope with the transnational crime organizations, it is needed to build up international networks through which affected countries cooperate with one another. In addition, those countries should make active exchanges and strengthen ties with one another to crack down on transnational organized crimes by sharing crime information through the INTERPOL, establishing the international mutual criminal assistance system and reciprocally following international treaties providing anti-organized crime actions including extradition and repatriation.

      러시아 마피야의 특성과 발전단계에 대한 역사적 고찰

      Since the fall of the Soviet Union, Russian organized crime has increased qualitatively and qualitatively. The number of criminal organizations and participants in organize criminal activites rapidly increased. Russian organized crime has involved in various criminal activities including drug trafficking, women trafficking, arms trafficking, money laundering, and even nuclear material trafficking etc. With the great success of criminal venture, Russian organized crime has dominated politics, economy, and social life in the present Russia. However, the threat of Russian organized crime does not stop on its border. Thanks to globalization and the sophisticated technology, Russian organized crime operates its criminal operations worldwide and becomes the severe threat to the World order. Neverthless, Russian organized crime has been little understood so far. The purpose of this paper is to study on 'Russian Mafiya' in the Process of Russian History. The rise of the Russian mafiya, a distinctive form of organised crime, reflects more than just the temporary dislocations and uncertainties of the country's transition from a Soviet state to a free market democracy. Rooted in Russian tradition and Soviet practice, it is also a formidable obstacle to this evolution. This has serious implications for the new Russian polity: weakening central authority, diluting the state's monopoly of coercion, discrediting the market economy and ultimately usurping and distorting the very functions of the state. Organised crime emerged from the collapse of the Soviet Union unexpectedly quickly and forcefully, rapidly 'colonising' the new economic and political structures. Hyperbole notwithstanding, the 'mafiya' does not 'own' the new Russia, but it is undoubtedly a powerful force, and one which has eagerly exploited new opportunities to cultivate strategic alliances in the global underworld and also to spread across the world. It is presently at an important crossroads at home. It is maturing, as larger, more professional networks eliminate or incorporate the myriad gangs that emerged in the freewheeling days of the early Russian state, and under President Putin it faces a regime embarked upon a state-building programme intolerant of the kind of open anarchy that characterised the early 1990s. This paper of the so-called Russian 'mafiya', which has become the popular characterization of Russian organized crime, examines the accuracy and the appropriateness of attaching the mafia label to the crimes of ex-Soviets. Because of its critical importance in understanding the present situation, This paper pays special attention to the origins and characteristics of crime in the former Soviet Union.

      러시아 극동지역의 조직범죄와 마약범죄에 관한 현황적 분석

      러시아는 지리적으로 한반도 북단에 국경을 접하고 있으면서 국가안보, 자원경제, 대외무역관계 등에 있어 밀접한 관계를 형성할 뿐 아니라, 그 규모의 확대를 원하고 있는 한반도 역시 이제 그 영향권 하에서 안전지대로 남아 있기 어려운 실정이다. 오히려 교류를 확대시켜 나갈수록 러시아마피야와의 접촉은 더욱 더 가중될 것으로 추측된다. 행정구역상으로 러시아의 극동연방구를 형성하고 있는 극동지역은 체제전환이전부터 국내의 타 지역과 비교해 상대적으로 범죄율이 높았으며, 21세기 들어 이 현상은 여전히 지속되고 있다. 실질적으로 2000년 이후 2007년까지 극동지역의 범죄건수 현황은 러시아 연방의 연방구별 순위에 있어 꾸준히 1, 2위를 점유하고 있다. 2006년 러시아 통계청 자료에 의하면 러시아 극동지역에서 범죄발생 증가율이 가장 빠르게 진행되고 있는 지역은 연해변강주, 하바로프스크변강주, 사하공화국(야쿠티야), 마가단주, 캄챠트카주 등이며, 인구 10만 명 당 평균 약 3천 5백 건의 범죄가 발생하여 러시아에서 극동은 범죄 발생률이 가장 높은 지역임을 알 수 있다. 러시아연방 검찰청이 파악하고 있는 현재 극동 지역의 범죄조직은 약 60여개에 달하고 있다. 이 중에는 국제적으로 사할린마피야, 로스토프마피야, 나호드카마피야와 아르춈마피야 등은 국제적으로도 명성을 얻고 있는 조직들이다. 이들의 사업영역은 실로 방대하다. 범죄조직의 전통사업 영역인 폭력, 갈취, 인신매매, 마약밀매를 포함하여 지역적인 특성을 고려한 군수물품과 핵물질 밀매, 수산물과 임산물 불법밀매, 고위관료와 세관원을 포섭한 상태에서의 각종 특혜(인허가, 수출입통관) 등 수익이 창출되는 사업에는 모두 관여하고 있다. 그러나 이 중에서도 최근 극동지역의 범죄조직의 활동이 눈에 띄게 활발해지는 영역은 마약과 관련된 사업이다. 러시아의 일부 지역에서도 마약문제가 러시아 전체 평균보다 훨씬 더 심각한 경우도 있다. 극동이 바로 그곳이다. 극동 중에서도 그 상황이 가장 안 좋은 곳은 연해변강주와 하바로프스크변강주, 유태인 자치주, 아무르주이다. 2000-2005년에 발생한 마약관련 범죄 통계에 따르면 극동 연방구의 연해변강주가 그 범죄율이 가장 높다. 연해변강주의 마약중독 확산 수준은 러시아의 가장 위험한 10개 지역 안에 포함될 정도이다. 이 글에서는 한반도와 지리적으로 근접한 러시아 극동지역이 러시아의 여타 지역보다 범죄건수가 상대적으로 높은 이유와 지역 내의 조직범죄 현황을 분석해보고자 한다. 분석과정의 심화와 집중을 위해 범죄조직의 최대 수입원인 마약문제를 중심 소재로 다루었다.
