Urbanization appearing in the process of industrialization takes on the advent of a nuclear family, improvement in medical technologies and health. It's characteristics also include an expansion of a life span and a decrease in birth rate, which causes a rapid growth of an aging society. Most of the aged lived their life at large family system before an era of a rapid grow of Korean economy, which resulted in their difficulty in saving financial properties for their life. Weakening of an aspect of respecting the aged causes them not to be cared by their family. Inevitable aging process resulting in their retirement reduces their income, leading to facing poverty caused by difficulty in acquiring a minimum amount of money for their everyday life. As a result, the poverty of the aged is not only the problem of their family and but also their country. Therefore, each country has established a system which an minimum income is provided for the aged, as an effort of social joint liability. Therefore, in Korea, as a mean for supporting the aged, the public pension system, the public aid system, a pension for the aged, and employment system, are being carried out. However, social welfare, including pension, is established based on social insurance. As a result, it can not copy with risk which the aged face caused by their unemployment or retirement, causing their poverty. Based on the above concept, in this thesis, the need that their county must held a responsibility for supporting the aged rather than depending on their family is discussed. Therefore, this thesis includes reviewing problems and status of the current system which an minimum income is provided for the aged. As a resolution, a suggestion was made for them to enjoy their basic life by establishing a system which offers more realistic and practical support to them. For the aged which are not be benefited from the public pension system, a pension system for the aged without payment needs to be introduced. In addition, a industrial pension system needs to be offered and established. Expansion of a private pension system and operation of a public aid system requires more clarification and balance. This thesis is consist of 5 chapters. The first chapter includes the objective of this thesis, its scope and method. In the second chapter, the need of a system of providing the aged with income associated with advent of the aged society and such system which are being performed in other country are described. In the chapter 3, the present status and problems of the system is addressed; in the chapter 4, the method of improving the system is proposed. In the chapter 5, as a part of the conclusion and summery, a direction of the system is described from a comprehensive point of view.
노인들이 인간다운 최저한의 생활을 유지하기 위해서는 의식주의 욕구, 건강보호의 요구 및 문화적 욕구를 기본적으로 충족시켜줄 수 있는 경제적 수입이 필요하다. 현재의 노인들은 핵가족화 및 노인부양에 대한 의식의 변화, 노동력 및 취업기회 상실에 따른 소득의 중단 등으로 절반이상의 노인들이 경제적으로 어려운 실정에 있다. 본 연구는 이러한 노인들의 경제적 실태와 현행 노인소득보장제도의 현황과 문제점을 파악하여 개선방안을 제시하는데 목적을 두었으며, 연구내용을 요약하면 다음과 같다. 서론을 통하여 노인소득보장과 관련하여 제기된 문제는 첫째, 현재의 노인들은 대부분이 국민연금에서 제외되어 있다. 둘째, 가족으로부터 부양 받기가 어렵고 경제적으로 노후준비가 안된 노인들이 많다. 셋째. 산업구조변화로 노동시장에서 경쟁력을 상실하여 자립기반이 무너지고 있다. 넷째, 정부의 노인복지 대책이 미흡하다. 이론적 고찰에서는 노인복지의 의의와 노인문제의 발생원인, 복지제공의 당위성과 복지국가의 이론적 모형을 살펴보았다. 노인소득보장제도의 현황과 문제점을 살펴본 결과, 국민연금과 특수직연금을 합하여 연금을 수급 받는 65세 이상 노인들은 전체 노인들 중에서 2.5%에 불과하며, 경로연금과 국민기초생활보장제도를 포함할 경우는 23.1%로 나타났으나 대부분이 월 2~3만원을 수급 받는 경로연금수급자임을 감안하면 공적제도의 소득보장 역할은 매우 미미한 것으로 나타났다. 군인연금과 공무원연금은 저 보험료부담 고 급여지급 방식으로 이미 기금이 고갈되어 있으며, 국민연금과 사립학교교직원연금도 지금의 보험료부담 및 급여지급 수준을 유지하면 기금이 고갈될 것으로 나타나 전반적인 검토가 필요한 것으로 볼 수 있다. 경로연금은 현재 국민연금에서 제외된 노인계층에 대한 소득보장제도로 운영될 필요가 있으며, 국민기초생활보장제도는 대상자 선정에서 소득이 필요한 빈곤노인들이 탈락되는 사례가 있는 것으로 나타났다. 개선방안으로는 공적연금제도가 공통적으로 처하여 있는 기금의 고갈 또는 고갈에 대비하여 저 보험료부담 고 급여지급 구조를 전체 기여금의 범위 내에서 급여를 지급할 수 있도록 보험료 인상 및 급여조정이 되어야 할 것으로 보이며, 국민연금제도는 자영자들에 대한 정확한 소득파악을 통하여 사업장가입자들과의 형평을 이루는 것이 중요할 것이다. 또한 미가입자 및 납부유예자들에 대한 홍보 및 권유를 통하여 미가입자를 점진적으로 해소하고 보험료 납부율을 높여야 할 것이다. 경로연금은 소득보장제도의 사각지대에 놓여있는 연금가입에서 제외되고 국민기초생활보장제도에서 탈락된 계층에 대한 소득보장제도의 역할을 담당하고 급여수준도 인상하는 것이 바람직한 것으로 보이며, 국민기초생활보장제도는 빈곤층 노인들에 대한 정확한 소득조사를 바탕으로 실제소득이 없는 노인들은 재산기준이나 법적 부양가족기준을 완화 적용하는 것이 필요할 것으로 보인다. 노인취업제도는 급격히 늘어나는 노인들에 대한 사회적 비용 지출에 대비하여 일정수준을 노인이 취업할 수 있도록 법규정을 강화하고 노인창업직종을 개발하여 창업을 지원함으로써 경제적 자립기반을 마련하여 주는 대책이 수립되어야 한다. 결론에서는 국민연금제도가 성숙된다하여도 가입자의 44%가 낮은 소득수준으로 가입하여 20년 가입일 경우 월 급여수준은 현재 가치로 331천원 수준이 될 것으로 예상되므로 사적준비를 통하여 노후소득을 보충할 수 있도록 기업연금 가입강화와 장기 노후연금 등의 금융상품을 활용하는 것이 중요하다고 할 수 있다. 현재의 노인들에게는 소유하고 있는 부동산을 활용하여 노후생활비로 쓸 수 있도록 역저당제도를 도입하는 것도 노인들의 소득을 보장해주는 하나의 방법이 될 수 있을 것이다.

What I intend to study in this thesis is that we face up to reality where the number of older people is increasing rapidly, among many problems of older citizens research into the actual condition on how we recognize Income Security System of Senior Citizens, grasp its problems, and find the methods of improvement. To accomplish the purpose of the present study, its degree is approached from two aspects. First, focused on Sacheon City, analysis is actually conducted on how older citizens recognize Income Security System of Senior Citizens. Secondly, focusing on the theory of Income Security System by Rain and Tuner(1999), in society where older people are increasing, I try to grasp Income Security System of Senior Citizens and its problems, and find out the methods of improvement. 1. Research on the actual condition of recognition about Income Security System of Senior Citizens First, the result of analysis, we can find that at the period of senescence the problem of health caused by aging is the most important thing. At the senescence the problem of income security is also checked as the important thing. And because older people recognize the amount of fundamental pension supported by government lacking, the realization of Fundamental Old-Age Pension System is needed. Secondly, because the result shows that for elder people the need to get a job is high, income security through the job is demanded and we have to make various supporting policies related to employment. Thirdly, old people recognize the necessity for getting a job due to income security, but the recognition of the organization supporting employment to them is low. That's why recognition about getting social jobs of senior citizens lacks, and the promotion about the centers introducing jobs or job expos for them is insufficient. Therefore, to activate employment of senior citizens, the campaigns of these organizations and participation through the improvement of recognition must be extended. Lastly, as the older people on research support public income security policies such as the realization of Old-Age Pension System and making of public jobs, we must strengthen the schemes supporting public income security through the improvement of policy and system. 2. The problems of Income Security System of Senior Citizens and the methods of improvement First, over the past ten years in the stream of two financial crises and neo-liberalism, there have been increase in part-time jobs caused by flexible labor market, the spread of the idea of achievement, the collapse of the self-employed from national business recession, the chaos of real estate market resulting from the U.S. Subprime crisis, and the explosion and slump of oil prices and original materials etc. Because of these confusion, middle class has been broken, the gap between high and low class has run to extremes, and the problem of poverty of the old family has been deepened. Thus, we must hurry to prepare their alternatives. Secondly, old-age supporting system through family tree and family by personal expenditure takes up high priority in income security scheme of senior citizens. But though it is getting better, we suffer the problems of supporting older people caused by concern about business recession, and changes in family culture and in social recognition. Therefore, school education and national education for improving these is needed. Thirdly, the old-age supporting scheme which the elders can trust most is earnings resulting from their jobs. Therefore, government should develop many kinds of occupation proper to older people, companies should change their recognition, older citizens should establish own active self-development and attitude to get a job, and we will have to connect all over the country through network and provide convenience in introducing jobs to older people. Fourthly, to prepare for an advanced age being accelerated, the preparation of a regime device which can accept retirement type of senior citizen laborers, control over receiving pension, and multilateral policy objectives related to them is urgent. Considering the speed of an advanced age, the national pension system with one's own cost and high salary must be changed by a scheme with proper cost and proper salary. Fifthly, since national system securing fundamental life and fundamental old-age pension system are the ones being for many older people, and the amount of supporting is insufficient, alternative policies that select the elders in poverty needed practical assistance correctly and, at the same time, the level of salary is realized, need to be established and conducted. preparation for improvement is necessary. Income security system of their old age which is connected with system of retirement allowance and system of pension, is needed improving. Lastly, in the respect of supporting living and welfare of the aged, we must improve supporting policies in the public sector to increase government's finance expenditure revolutionarily and to firm the scheme of conveying welfare, so that we must support income security system of senior citizens.

한국은 세계에서 가장 빠르게 인구고령화가 진행되고 있으며, 통계청에서는 10년 안에 고령사회에 진입될 것으로 예측하고 있다. 특히나 농촌지역에서의 고령화문제는 훨씬 심각해서 이미 시?군의 읍면지역은 고령사회에 진입해 있는 실정이다. 그러나 준비 없는 노후를 맞은 수많은 노인들은 현대사회에서 여러 어려움에 처하여 있다. 그중에서도 노인들은 빈곤의 문제를 가장 어렵게 느끼고 있다. 인간이 인간다운 삶을 누릴 수 있도록 하는 것이 복지제도의 기본 이념임을 생각해 볼 때 이제 노인의 문제는 가정의 문제가 아니라 사회의 문제이다. 따라서 본 연구에서는 노인복지정책 중 기초지방자치단체의 노인소득보장 제도를 위주로 하되 홍천군 노인소득보장제도(장수노인수당, 노인교통수당, 기초노령연금제도, 노인일자리사업)에 한정하여 연구 하였다. 본 논문의 연구방법은 주로 문헌연구에 기초하여, 각종 노인 및 보건관련 연구기관과 복지행정 관련 학술논문 등의 자료를 조사, 연구하는 방법으로 홍천군의 노인소득보장제도에 대한 각종 시행정책 등을 살펴봄으로써 고령사회로의 진입에 대처하려는 홍천군의 노인 소득보장제도의 활성화를 위한 대처방안으로 접근하는 방법으로 고찰되었다. 이 결과 개선방안을 살펴보면 다음과 같다. 첫째 노인 소득보장 제도를 개선해야 한다. 직접적인 노인소득보장을 위해서는 국민연금과 기초노령연금을 합하여 기초연금을 제공해야 한다. 또한 국민연금은 비례연금 쪽으로 나아가야 하며, 극빈층 노인에 대해서는 추가 지원을 해야 한다. 간접적인 소득보장제도로써는 노인일자리 사업을 활성화 시켜야한다. 홍천군에서는 경로당 콩나물 재배 사업 또는 녹색전원마을 사업 등은 적절한 대안이라 하겠다. 둘째, 노인소득보장제도의 운영의 내실을 기해야 한다. 개편된 주민생활지원서비스를 운영하면서 많은 업무가 군청으로 집중되었으며, 읍면동사무소는 신청접수가 주 업무가 되었으나 고령의 노인들은 접근성이 좋은 읍면동사무소를 선호하므로 사회복지직 공무원의 보직관리가 현장에 맞게 이루어 져야 할 것이며, 행정?민원업무가 주민생활지원부서로 다수 이관되었는데 이에 따른 사회복지직 공무원의 충원도 요구된다. 또한, 홍천군에서 지역실정에 맞게 자체적인 노인 소득보장 제도를 운영할 수 있도록 사회복지 재정의 확충이 요구된다. 셋째, 민관 협력 시스템이 구축되어야 한다. 주민 욕구와 요구의 다양성 및 지역사회문제의 다인자성으로 인해 종합적 네트워크에 의한 문제해결이 필요한 경우가 점차 증가하고 있기 때문에 이 흐름에 발 맞춰 지역사회복지협의체등 민?관을 연결하는 많은 시스템을 통하여 실질적인 주민복지 구현을 이루어야 하겠다. 이러한 결과를 통하여 노인 소득보장 제도가 좀 더 실질적이고 보다 효과적인 방향으로 나아갈 수 있을 것이라 기대 된다. Korea is one of the countries that are undergoing the fastest aging in population and Korea National Statistical Office expects that Korea will enter aging society within 10 years. The aging problem in rural areas is especially serious and eub and myeon district in city or gun are entering aging society . Nevertheless, most of the elderly people are faced with various difficulties in this situation. Above all, elderly people consider the problem of poverty as serious. Considering that basic idea of welfare system is to provide men the opportunity to live a decent life, the problem of the elderly people is not just problem of home but problem of society. This thesis limits the range of study to income guarantee system for elderly people (benefits for long-lived elderly people, transportation subsidy for elderly people, basic old-age pension system, job creation project for elderly people) in Hongcheon gun while focusing on elderly people's income guarantee system of basic local self-government n organization among welfare policy for elderly people . I have approached income guarantee system for elderly people of Hongcheon gun that aims to cope with the aging society by examining materials that are related to welfare administration related academic thesis and public health institutes mainly based on study of document with regard to method study. Improvement alternative according to study is as follows. First, income guarantee system for elderly people should be improved. Basic pension should be given for income guarantee for elderly people . National pension system should be directed to pension in proportion to income and additional support should be provided for elderly people of the destitute bracket. With reference to indirect income guarantee system, job creation for elderly people should be vitalized . The project Hongcheon gun is promoting such as bean sprouts cultivation project in elderly people community center or Green country town project can be suitable alternative. Second, income guarantee system should be operated appropriately . As elderly people prefer to work at eub office , myeon office or dong office which has good accessibility, the placement of job for elderly people should consider the preference of elderly people. Position management of public officials in charge of social welfare should be made efficiently and recruitment of public officials in charge of social welfare should be made for public administration ?public service duty is transferred to resident life support department. The expansion of social welfare finance is required so that Hongcheon gun can operate income guarantee system which is suitable for community's actual state. Third, cooperation system between citizens and government should be established. As problem solving through comprehensive network due to the various needs of residents and various problems in local community has been increasing gradually, actual realization of welfare for residents should be made through the system that combines citizens and government such as local community welfare association. I expect that income guarantee system for elderly people can be improved more practically and efficiently through these attempts .
한·중 노인소득보장제도 비교연구 : 공공부조제도를 중심으로
In recent years, with the rapid progress of industralization, urbanization and the development of medical technology and the improvement of food culture, the most significant consequence is the increase in population and the extension of the average life. In Asia, by the virtue of economic development policy, the number of population in China and South Korea have rapidly increased from 70' to 90'. Especially, in China, the family planning policy inhibited the births with the concomitant accelaration of the aging society in 2000. In such social circumstances, a variety of problmes have emerged. Among which the most obvious problem is the elders poverty. Aiming at this problem, this paper has performed the comparative study on the differences of the income security system between China and South Korea through collecting a larger number of referenced materials and published researches, literatures and policy information. Obviously, the elder income security system stand a very broad category, the form of public assistance policy is the basis of elder security system which is also called the "security line for minimum subsistence" in China and South Korea. Accordingly, the purpose of this paper can be divided to three aspects: firstly, the implementation background of elder income system of China and South Korea. Secondly, the similarities and differences of public assistance system for elder income security between China and South Korea. Finally, throung analyzing the related policy for elder income security in South Korea, we devoted to look for the enlightenments which is useful for the perfection of elder security system in China. Comparative study on elder income security system of this study was discussed from four aspects: supply objects, supply contents, management system for supply and financial resources. According to the simliarities and differences, we have also proposed corresponding improvement schemes and suggestions for the exsited problems of elder income security system in China.
老人所得保障制度의 活性化 方案 硏究 : 就業을 中心으로

The aim of this study, which deals with the activating method of income guarantee system of old people, lies in grasping the situation of the aged and the income guarantee system for old people and providing its activation method. The selection of the subject procided and income guarantee policy was not realistic ; The selection of the subject of the income guarantee system for old people is defined in laws, but the problem of the fairness of the equity can be generated and the old for whom the service subtantially should be provided may be excluded because the laws are extremely limited and their operation is obscure. And the unrealistic care-providing fund was only the supporting money characteristic of a relief measure and the subsidy. Long-term welfare policy was not ready for the problem of the the income guarantee system for old people, and there was a limit in gratifying the needs of the benefited and those who were in charge of the welfare. Compared with the developed countries such as America and Japan, many problems could be found out as follows ; America has various system for old people, which is provided by the community resources. Like this, it has a thorough social welfare policy that provides service for the old-the old above sixty are defined as the old people in USA-till they are at their deathbed. In due consideration of the point, the program leaves much room for improvement as follows : first, the law related should to ve revised so that the selection of the subject of care and the service related with the dispatched home-care attendants program could be managed rationally. Second, the alternative policy should be prepared that can solve the direct and the inderect compensation problem so that the seeds of the attendants and those who are in charge of the welfare could be gratified. Third, the will of the authorities concerned that make policies and the broad supportion fund are requered. Therefore, the procutement of professional workforce will be one of vital few factors to the the income guarantee system for old pelple. For the quality change of programs, we need to transfer of our perspective from control for the simple protection to qualitative life revitalization. The overall programs covering prevention, diagnosis, cure, rehabilitation and education should be cultivated and these prograns are required to meet the seniors' needs in the sense of quality service, not formality. For the sake of quality improvement of workforce, training and education must be implemented on an ongoing basis. The caregivers should function not only as general service provider in the short term but also specialized workforce in the long time.
