지방자치단체 이민행정의 수직·수평적 협력거버넌스 연구 - 전국다문화도시협의회 사례를 중심으로 -

This study tried to analyze the case of the National Multicultural City Council, an organization that was launched with a leading motive in the process of promoting immigration administration by local governments, by applying them to the components of the cooperative governance theory, and to suggest practical development plans. As a result of the study, it appeared that the following policy improvements are necessary to become a successful model from a vertical and horizontal perspective. From a vertical point of view, first, a department in charge of foreign residents should be established in local governments, and manpower to carry out immigration administration should be reinforced and placed and the budget should be supported. Second, in addition to the current system of collecting opinions from local governments and discussing policies at the Foreign Policy Council, by adding a conference for communicating opinions of local governments to all ministries related to immigration policy and comprehensively discussing solutions to problems, it is necessary to form a unified policy promotion system. Third, local governments need a strategic approach to set priorities for policy proposals with the Foreign Policy Council and to make them step-by-step and continuous proposals. Fourth. It is necessary to support policy measures such as education and specific guide materials that help local government officials in charge of immigration administration to effectively implement policies by enhancing their professionalism through an understanding of the overall immigration policy. Fifth, the central government needs to recognize local governments as partners in the promotion of immigration administration. On the other hand, from the perspective of horizontal cooperative governance, the following policy improvements are needed. First, it is necessary to prepare a legal basis for the stable operation of the National Multicultural City Council. Second, it is necessary to develop the capacity of local governments to promote immigration administration through efforts to attract more member cities of the National Multicultural City Council. Third, it is necessary to change the name of the council to the Intercultural City Council. 이 연구는 지방자치단체가 이민행정을 추진하는 과정에서, 주도적인 동기를 가지고 출범한 조직인 전국다문화도시협의회 사례를, 협력거버넌스 이론의 구성요소에 적용하여 분석해보고, 실질적인 발전방안을 제시하고자 하였다. 연구 결과, 수직·수평적 관점에서 성공적인 협력거버넌스 모델이 되려면 다음과 같은 정책개선이 필요한 것으로 나타났다. 수직적 관점으로는, 첫째, 지방자치단체에 외국인주민 담당부서를 설치하고 이민행정을 수행할 인력을 보강하여 배치하고 예산을 지원하여야 한다. 둘째, 외국인정책협의회에 현재와 같이 지방자치단체의 의견수렴 및 정책논의를 하는 체계에 더하여, 이민정책과 관련된 범부처들에게 지방자치단체의 의견을 전달하고 문제해결 방안을 포괄적으로 협의해 나갈 통로인 회의체를 추가하여, 일원화된 정책 추진체계를 형성할 필요가 있다. 셋째, 지방자치단체는 외국인정책협의회와의 정책제안 방식에 우선순위를 정하고, 단계적이고 지속적인 제안이 되도록 전략적 접근이 필요하다. 넷째. 이민행정을 담당하는 지방자치단체 공무원의 이민정책 전반에 대한 이해를 통해 전문성을 제고하여 효율적으로 정책추진을 할 수 있도록 돕는 교육 및 구체적인 안내자료 등 정책수단의 지원이 필요하다. 다섯째, 중앙부처는 지방자치단체를 이민행정 추진의 동반자로 인식할 필요가 있다. 한편 수평적 협력거버넌스 관점에서 다음과 같은 정책개선이 필요하다. 첫째, 전국다문화도시협의회의 안정적 운영을 위한 법적 기반 마련이 필요하다. 둘째, 전국다문화도시협의회의 회원도시 규모를 확대하기 위한 유치 노력을 통해 지방자치단체 이민행정 추진 역량을 키워나가야 한다. 셋째, 전국다문화도시협의회 명칭을 상호문화도시협의회로 변경할 필요가 있다.

독서활동을 통한 진로집단상담이 중학생의 자존감과 진로장벽에 미치는 효과

The purpose of this study was to investigate the effect of Group Counseling Program Using Biblio-activity on middle school students' self-esteem and career barriers. To achieve these aims, this study developed a program of Group Counseling Program Using Biblio-activity on the basis of previous studies and considered middle school students' self-esteem and career barriers. These 30 middle school students who volunteered to participate in this program were assigned to an experimental group(n=15), a comparative group(n=15). And 15 middle school students were assigned to control group(n=15), too. Group Counseling Program Using Biblio-activity for the middle school students was carried out with the experimental group, and the existing career exploration counseling program was offered to the comparative group 12times for 60minutes each session. However, no treatment was given to the control group. As a result, it turned out that Group Counseling Program Using Biblio-activity was helpful in improving middle school students' self-esteem and decreasing middle school students' career barriers. 본 연구의 목적은 독서를 통한 진로집단상담이 중학생의 자존감과 진로장벽에 미치는 효과를 검증하는 데 에 있다. 본 연구의 목적을 달성하기 위하여 선행 진로집단상담 프로그램연구를 리뷰하고 대상연령의 학 생들의 요구조사를 바탕으로 독서활동을 통한 진로집단상담프로그램을 구안하였다. D시 소재 A중학교 2 학년 학생 중 프로그램 참여를 희망하는 30명을 실험집단인 독서를 통한 진로집단상담집단, 비교집단인 진로탐색 집단상담집단에 각 15명씩 무선 배정하였으며, 동질적인 15명의 학생을 선발하여 통제집단을 구 성하였다. 실험집단과 비교집단에 대해서 12회기에 걸쳐 60분씩 프로그램을 실시하였다. 프로그램 실시 전 과 후에 자존감과 진로장벽 검사를 실시하였고, 수집된 자료는 공변량 분석(ANCOVA)으로 처리하였다. 연 구 결과, 프로그램에 참여한 실험집단의 자존감, 진로장벽의 사전-사후 평균 차이는 비교집단과 통제집단 에 비해 유의하게 큰 것으로 나타났다. 이를 통해 독서를 통한 진로집단상담 프로그램이 일반적인 진로집 단프로그램에 비해 중학생의 자존감을 증진시키고, 진로장벽을 감소시키는데 효과가 있음을 확인하였다.

초등영어교과서 문화요소 분석 및 교육과정 재구성 -세계 시민교육을 중심으로-

As globalization spreads all over the world, English is being used as a major communication tool not only among those who speak their own language but also between people who are not English speakers. In addition to the ability to utilize the English language, understanding the relative culture can build relationship when people with diverse cultural backgrounds communicate. The revised curriculum that was announced by the Ministry of Education in 2015 suggested ‘a human character who lives together with community spirit as a democratic citizen and practices consideration and kindness.’ In order to achieve the educational objective, students should be taught to take the responsibility for their community’s problem solving and regional development. School education should also make students get along as global citizens with community spirit and democratic civic awareness. The purpose of this study is to find out what to teach in civic education and how to teach civic education based on English textbooks. This study designed contents and methods of democratic civic education for elementary school students based on analysis of the 2015 revised curriculum and English text books. Furtheermore, it suggests the methods of civic education based on English textbooks. This study is intended to provide direction to democratic civic education in elementary English education and a guide for a reconstruction of English curriculum. 세계화의 확대로 인해 영어는 세계 전 지역의 사람들 간에 의사소통의 도구로 이미 활용되고 있다는 것은 주지의 사실이다. 다양한 문화적 배경을 가진 사람들이 의사소통을 하고자 할 때, 언어로서의 영어 활용 능력은 물론이고 상대 문화에 대한 이해와 존중의 자세를 지녀야 원활한 소통 및 관계를 만들 수 있다. 이에 본 연구에서는 2015 개정 교육과정 중 초등학교 영어 교과서를 대상으로 각 교과서에서 문화요소를 어떻게 다루고 있는지 살펴보고, 학생들이 실제 지구촌에서 일어나고 있는 여러 문제들을 해결해 보며 세계시민의식을 함양할 수 있도록 교육과정을 재구성하고자 한다. 초등영어 문화 분석은 2015 개정 교육과정을 기본으로 하여 5명의 현직 교사인 대학원 학생들이 재직하고 있는 초등학교의 A교과서 중심으로 3-6학년 모두를 대상으로 선정하여 영어 교과서에 있는 문화 교육 내용을 중심으로 세계시민교육 구성 요소와 연관성을 찾을 수 있는 부분을 발췌하여 이를 바탕으로 4차시 프로젝트 수업을 하였으며, 3·4학년군은 세계화 알기, 문화의 다양성과 전지구적 가치의 동질성 알기로 구성하였고, 5·6학년군은 세계의 다양한 쟁점과 우리와의 연관성 알기, 행동적 가치 실현, 실생활에서 세계 시민성 내면화로 구성하였고 그 중 5·6학년군을 대상으로 의사소통 요소와 문화요소를 중심으로 지도안을 재구성하였다.
