청소년시설 건립을 위한 평가기준 연구

최근 4차산업혁명과 코로나 팬데믹 등의 급격한 사회환경의 변화에 따라 사회 전반에서 인적자원의 육성과 인적자원에 대한 투자에 변화가 요구되며, 청소년수련시설 역시 지역사회 내에서 당연히 사회변화를 포괄할 수 있는 기능과 역할의 변화가 요청되고 있다. 이를 위해서는 기본적으로 청소년시설의 건립에 있어서 현재까지의 시설기준에 따른 부분적인 접근방식에서 탈피하여 미래사회를 준비하고 지역 상황에 적합한 시설의 건립 규모와 기능 등 포괄적인 지침에 대한 종합적인 접근이 가능하도록 평가기준이 마련되어야 한다. 본 연구에서는 국공립청소년수련시설 건립사업 추진 여부에 대한 타당성과 적합성에 대해 적정한 판단기준을 마련하는 것을 목적으로 하였다. 이를 위해 유사 공공시설 사업의 평가기준에 대한 사례 분석을 통해 건립기준 평가 요건을 분석하였다. 연구 결과 청소년시설의 건립계획의 기초요건과 청소년수련시설 설치 계획서에 대한 검토 기준 및 방법에 대한 판단 근거를 마련하고, 청소년활동 영역에 대한 타당성 검토와 환경적 여건, 그리고 청소년수련시설 건립에 따른 경제적 타당성과 파급효과 등에 대한 검토기준으로서의 청소년시설건립사업 평가기준 및 배점을 제안하였다.

공공건물(학교, 도서관, 박물관)의 사례를 통한 새로운 청소년공간의 건립기준 연구

본 연구는 청소년시설의 건립을 위한 기본요건을 분석하고, 유사 공공시설 건립지침과의 비교를 통하여 청소년시설 건립계획의 기본요건 및 평가기준을 도출하고, 추진방향에 대한 기초자료를 제시하는데 목적이 있다. 이를 위해 현재 청소년시설의 개념과 관계법령, 시설기준 등을 분석하고 학교, 박물관, 도서관 등 유사 공공시설의 건립을 위한 지침을 분석하고, 분석결과의 비교를 바탕으로 청소년시설 건립방향을 제시하였다. 이를 통해 청소년시설의 적절한 기능과 역할수행을 위한 설계의 일반적인 요건과 세부공간의 적절한 기능을 위한 개별공간 기준, 개별 청소년시설 공간들에 대한 공간구성 원칙 등에 대한 판단근거를 마련하여 새로운 청소년시설의 건립을 위한 기초 자료를 제시하였다. 본 연구를 통해 청소년시설 건립을 위한 국가적인 목표가 설정되는 계기가 되어 필요한 지침이 마련되고 나아가 지방자치단체별 공공 청소년시설 건립을 위한 관련 후속사업이 활발하게 진행될 수 있기를 바란다.

청소년 모험활동시설의 안전기준에 관한 연구

재 청소년기본법에 의하면, 청소년수련시설에 대한 설치기준 및 운영기준, 안전기준에 대하여 규정하고 있으나 청소년수련시설의 설치기준은 비교적 상세하게 규정되어 있는 반면, 운영기준은 구체적인 운영지침이 마련되어 있지 않으며, 안전기준은 매우 미흡한 상태이다. 특히 모험시설 및 야외시설물에 대한 설치기준은 전혀 언급되어 있지 않으며, 이와 비슷한 규정으로는 주택건설촉진법 및 도시공원법에 의한 놀이터의 설치기준과 아동복지법 및 영유아보육법에 의한 영육아 보육시설기준 등이 전부라고 할 수 있다. 이러한 기준 및 안전조항은 구체성과 전문성이 결여되고 선언적인 수준에 그치고 있으며, 놀이시설물에 대한 기본적인 내용으로, 구체적인 안전기준이 확립되어 있지 않다. 이에 본 연구는 수련시설에 설치된 또는 장래 도입될 수 있는 모험시설에 대한 전반적인 분석을 위해서 청소년수련시설에 설치된 모험시설만이 아니라 국내 여러 가지 놀이시설, 야외시설 등을 조사하고, 국내 야외시설 관련 안전관리에 대한 자료조사와 함께 외국의 짚라인 기술기준인 스탠다드에 대해서도 자료 분석을 수행하였다. 모험활동시설의 안전을 위해서는 구성체계와 안전기준 영역별 항목이 구성되어야 하고, 청소년 모험활동 및 모험활동시설 개념 정립과 종류별 개별 안전기준 및 안전검사매뉴얼의 개발 및 모험시설물 종류별 안전요원의 자격, 종류 및 인증 등 안전강화 방안이 제시되어야 한다. 또한 청소년시설의 안전을 확보하기 위해서는 안전에 대한 책임과 의무, 설치검사 및 안전점검 등 해당 주체별로 지켜야 할 준수사항 등이 법제도속에 규정되어야 함과 모험시설물에 대한 안전관리를 어떻게 할 것인지에 대한 종합적인 연구가 조속히 이루어져야 함을 제안하였다.

In order to establish a future youth space, it is necessary to establish not only the national goal to foster youth who are responsible for the future of the country in accordance with the changes in the social environment of the 4th industrial revolution and the post-COVID-19 era, but also to establish the role of public facilities in the community. A comprehensive approach to comprehensive construction guidelines, such as size and detailed functions, is needed. Therefore, in this paper, as a basic study for broad access to youth facility space, the standards of future-oriented youth facilities were reviewed. To this end, in this study, detailed guidelines for the planning and design of facilities necessary for the construction of similar public facilities such as schools, museums, and libraries are drawn to identify problems with the existing youth facility standards that have been maintained continuously for the past 30 years and to seek new directions for youth spaces. wanted to analyze. 다문화 대안교육을 위한 교육복지 방안 연구

본 연구는 다문화대안교육의 현실과 방향에 대하여 논의하고자 지원체계 로서 다문화가족 자녀를 대상으로 하는 관련법과 정책에 대하여 개괄적으 로 분석하였다. 또한 현재 민간지원에 의해 운영되고 있는 다문화 대안학 교인 평택대학교 디딤돌스쿨의 프로그램 운영현황을 살펴봄으로써 다문화 대안교육의 교육복지 방향에 대한 기초적인 사항을 제안하고자 하였다. 다 양한 출신국적과 가정배경을 가진 아동・청소년들의 가정적 문화적 배경을 고려한 발달특성 및 욕구별 프로그램의 다원화 정책 등 다문화 대안교육의 교육복지에 대한 방향을 논의하였다. In this study, relevant laws and policies targeting children of multicultural families through support systems were analyzed broadly to discuss the current situation in and directions for multicultural education. The operating status of the programs of the Pyeongtaek University’s Didimdol School, a multicultural school currently operated with private support, was examined in detail. Given the multicultural backgrounds of children/teenagers from various familial and national backgrounds, directions for education and welfare in multicultural schools, including policies for the diversification of programs according to demand and development characteristics, were discussed by identifying the basic issues arising from those directions in the future.

데이터 마이닝 기법을 통한 교육 패널데이터 분석

명확한 기존 이론이 없어도 축적된 데이터 분석을 통하여 결과를 도출할 수 있는 데이터 마이닝 기법이 빅데이터 시대에 각광을 받고 있다. 수렴 또는 과적합 등의 문제로 인해 소수의 변수만을 모형화해 온 기존 연구방법과 달리, 데이터 마이닝 기법으로는 수백 개의 변수를 한 모형에 투입할 수 있으며, 따라서 연구방법적 측면에서 여러 장점을 가진다. 국가기관에서 십수년 간 수집해 온 교육 패널자료는 양적 · 질적인 측면에서 데이터 마이닝기법 적용에 적절하다. 본 연구는 빅데이터 분석에서 자주 이용되는 벌점회귀모형인 LASSO를 KYPS 5차 자료분석에 이용함으로써 데이터 마이닝 기법의 교육 패널자료 적용 사례를 제시하였다. 수십 개의 변수만을 이용하였던 기존 연구와 달리, 본 연구는 총 315개의 설명변수를 한 모형에 투입하여 15개의 변수를 선택하였다. 기존 연구에서 모형화된 변수뿐만 아니라 새로운 변수를 발굴할 수 있었다. 본 연구의 함의 및 후속 연구 주제 또한 논의되었다. With the advent of so-called big data era, data mining techniques have come to the fore as big data analysis tools. Unlike conventional statistical methods, data mining techniques can handle hundreds of variables in one model without convergence or overfitting problems. However, studies in the field of education have not yet paid enough attention to recent data mining techniques. Particularly, panel data with its hundreds of variables and thousands of participants can fit data mining techniques. This study aimed to illustrate a popular data mining technique, LASSO, by applying it to the 5th wave of KYPS (Korea Youth Panel Study). A penalized LASSO regression was executed with 10-fold cross-validation via deviance, and was successfully applied to the social sciences panel data. Implications of the study are discussed as well as further research topics.

중도입국 청소년의 진로계획 경험 연구

본 연구는 중도입국청소년의 진로계획 경험의 본질과 그 의미를 탐색함으로 써 중도입국청소년들이 이주 후 겪는 진로계획 과정에서 어려움과 문제로 지 각하고 있는 경험이 무엇인지 그들의 생각을 알아보고 그들의 진로계획 경험 을 심층적으로 이해하기 위해 수행되었다. 이를 위해 수도권 지역의 다문화대안 학교를 이용했거나 이용하고 있는 중도입국청소년을 대상으로 하여 진로계획 경험에 대하여 연구하였다. 연구 결과 중도입국청소년의 진로계획 및 경험은 이들의 한국사 회 정착의지에 직접적인 영향을 미치며, 한국어 수준, 한국사회 적응정도 및 부모와의 친밀도와 지지 등이 간접적인 영향을 미치고 있음을 확인할 수 있었다. By exploring the nature and meaning of the immigrant adolescents' career planning experience, this study was conducted to check the immigrant adolescents' thoughts about what experience they recognized as a difficulty or problem during the career planning after their immigration and also to have in-depth understanding on their career planning experience. Based on the result of this study, the suggestions for career support for immigrant adolescents are as follows; It is necessary to supply Korean language teachers in consideration of the different ability levels of immigrant adolescents. Various programs of promoting family relationship should be revitalized in order to encourage a mutual communication and intimacy between immigrant adolescents and their parents. As long as children under 18 years old have a right to get compulsory education at any place regardless of nationality or VISA, the current limit in qualification for stay in Korea should be improved for immigrant adolescents. Diverse information about career and opportunity of career education should be fully provided. Career education and diverse vocational training course for immigrant adolescents from the level of local government and competent authorities should be enlarged more, suitable to the actual circumstance.
