명나라의 대외정책과 동아시아의 국제질서 — 조공체제의 구조적 이해

동아시아 국제질서에 관하여 종래의 연구는 중국왕조가 수여한 관작⋅왕호로부터조공국의 서열을 검토한 연구는 있어도 국제질서의 원리로부터 고찰한 연구는 거의 없다. 본문에서는 동아시아세계 국제질서의 원리에 주목하여 작위제적 질서, 관료제적 질서, 종법질서가 존재하였다는 것을 해명하였다. 그 중에서 조공체제를 받혀주는 것이 앞의 양자인데 존존의 군신질서이고, 친친의 종법질서는 조공체제 외에 있는 여러 나라를의제적인 혈연관계로 중국 중심의 국제질서 중에 포괄하였다. 이런 종법질서가 커다란변화를 초래한 것이 명나라시기이다. 명나라는 대외관계를 조공제도에 일원화하여 극히엄격한 정치제도를 채용하였다. 그리고 모든 조공국에게 관복을 하사하여, 종법질서를적요하였다. 이로서 화이일가의 이념세계를 가시화하는 것으로 조공체제를 정당화 하였다. 그 전까지 조공체제와 무연하였던 종법질서가 조공체제에 내포되어 조공일원체제를이데올로기 면에서 보완한 것이 명나라시기 동아시아 국제질서의 특지이라고 하겠다. As for the international order in East Asia, most of the previous studies discussed the order of tribute states from the perspective of the principles of the international order. This paper focuses on the principles of the East Asian world order and puts forward clearly the peerage order, bureaucracy order and patriarchal order that exist in the East Asian world.The patriarchal order applies to many neighboring countries that are not included in the tribute system, and tries to incorporate it into the international order centered on China by virtual kinship. The period during which the role of this patriarchal order changed significantly was the Ming Dynasty. Ming Dynasty used tribute system to manage foreign relations in a unified manner and adopted a very strict political system. Furthermore, by giving crown to all tribute countries, the patriarchal order is applied, and the idea of Huayi family is visualized, so as to achieve the purpose of justifying the tribute order.Until the Ming Dynasty, the patriarchal order, which had nothing to do with the tribute system, was included in the tribute system and supplemented and perfected the tribute unitary system ideologically.

조일관계를 어떻게 재편할 것인가 하는 문제는 임진왜란 이후 시급히 해결해야 할 절박한 문제였다. 이러한 과정 중 조선과의 무역에 기대어 생활하거나, 왜란 전 조선 기미정책의 대상이던 대마도는 조일국교재개를 위 해 적극적인 태도를 보였다. 대마도는 명조의 인질과 조선의 포로들을 풀어주거나 공물을 진상하는 방식으로 강화에 대한 성의를 표현하였다. 그 배후에는 德川(도쿠가와)막부를 중심으로 하는 일본 전체 세력의 지지가 있었다. 이와 동시에 일본과의 직접적인 강화를 감정적으로 수용하기 힘들었던 조선은 대마도와 다시 기미정책 을 이어감으로써 변경문제를 해결하고 일본의 동향을 파악하고자 했다. 이를 위해 조선 내부에서는 일련의 논 쟁을 하였는데, 우선 대마도가 그 죄를 인정할 것과 포로를 송환할 것, 그리고 강화를 일본 전체로 확대하지 않 는다는 것을 전제로 기미정책에 대한 재편을 희망하였다. 하지만, 조선은 최종적으로 기미정책을 실현하지는 않 았다. 그 이유를 살펴보면, 첫째, 대마도 및 그 배후에 있는 일본이 임의로 행동할 것에 대한 근심, 둘째는 조선 스스로의 자립자강을 바랬기 때문이다. 그러므로 기미정책의 재편은 명조의 위협이라는 구실을 빌린 임시방책 에 불과했으며, 이러한 소극적 대응 방식은 조선의 쇠약한 군사적 실력에서 결정된 것이라 할 수 있다. How to re-open the DPRK-Japan relationship is an urgent problem to be solved after the Imjin War. In this process, Tsushima Island, which relies on the inter-Korean market and is bound by the DPRK before the war, is one of the most active roles. Tsushima demonstrated its sincerity in seeking peace by repatriating Ming hostages, repatriating North Korean abductees, and paying tribute, and behind it represented Japan’s overall power centered on Tokugawa Ieyasu. At the same time, North Korea, which was emotionally difficult to accept and make direct peace with Japan, also tried to solve the border crisis and grasp the trend of Japan by re-entering Tsushima Island. To this end, there have been a series of discussions within the DPRK, hoping to plead guilty to the crimes committed in Tsushima, clean up the captive population, and reorganize the detention on the premise that it does not expand to Japan as a whole. However, North Korea eventually failed to fully implement the detention policy, the fundamental reason is that it is worried about the demand for Machima and Japan behind it, and the second is to look forward to North Korea’s self-reliance. Therefore, the reorganization of the bondage is ultimately a delaying tactic based on the authority of the Ming Dynasty, and such a negative response pattern is determined by North Korea’s weakened military power.
