      The purpose of this dissertation is to reveal the role and characteristics of the foreign cultural exchange of North Korea during the period of time of Kim Il- Sung. The time period of Kim Il-Sung that is stated in this dissertation is from 1945 of the independence of Korea to 1994. The period of Kim Il-Sung is a phase, in which North Korea formed its national identity as well as established its political structure. In North Korea, Kim Il-Sung was an absolute being. Internally, he continued to strengthen his stature, and externally, he put a variety of efforts to let others recognize the presence of North Korea as a country. The cultural exchange along with the exchange of politics and the military was a significant method to display the presence of North Korea. In the beginning of the establishment of the government, North Korea tried to build the cultural infrastructure through the exchanges with the Soviet Union. North Korea strove to embrace the advanced culture of the Soviet Union, and also firmly establish the North Korean governing system at the same time. After the Korean War, North Korea expanded its scope of cultural exchanges to the Third World countries like China. The reason why North Korea expanded its cultural exchanges to various regions was mainly because of the political conflict with the Soviet Union. Afterwards, North Korea carried forward the cultural exchange on its own diplomatic path. The nations of the exchange also extended from the Soviet Union, China, and Socialism states of the East Europe to non-allied nations such as Asia, Africa, and Latin America. Current studies about the foreign cultural exchanges of North Korea are classified into two types. First, there are researches that analyze the present condition of the cultural exchange of North and South Korea, and ways to vitalize it. Second, there is also a type of study that analyzes the culture exchanges with certain countries such as the Soviet Union, China, and Vietnam. These types of currently existing studies have been valuable in comprehending North Korea's present condition and characteristics of the cultural exchange, as well as its cultural factors. However, the studies also have been confined to the certain time period or events. Thus, there had been a need for studies that cover broad and diverse contents of exchanges. Therefore, this dissertation covers more broad analysis, which expands the study to the time period of Kim Il-Sung, and specifies the research contents to cultural exchange, international events, and cultural agreements. In order to study about the foreign cultural exchange of North Korea, it is needed to consider the cultural exchange characteristics of a socialism country, but also to regard the distinct characteristics of North Korea. The foreign cultural exchange of the socialism countries has certain characteristics as to ‘relations between culture and politics’, ‘the establishment of cultural infrastructure of a newly independent socialism nation’, ‘cultural exchange in a way of international revolution’, and ‘activities for amity and solidarity’. Along with the aforementioned characteristics, the North Korean cultural exchange characteristics are appeared as ‘Dissemination of Kim Il-Sung’s Juche ideology’, ‘stature security of the non-allied Third World nations’, ‘creation and dissemination of idolized culture’, and ‘guidance of Kim Jong-Il’. This dissertation categorizes the period of Kim Il-Sung into five stages. The traits of those stages are as follows. The culture exchanges of the quickening period(from the independence to 1960) were carried forward on the basis of the Soviet Union. The Soviet Union provided North Korea with supports for politics, economic, and the culture. During this time period, North Korea tried to progress the cultural exchanges with the Soviet Union in broad areas such as translation publishing, external performances, movies, physical training, and the contract of cultural agreements. After the Korean War, North Korea carried forward its cultural exchanges with other friendly socialism nations such as China, Poland, Czechoslovakia, and Rumania. However, these relations fell short compared to the interaction with the Soviet Union as appeared in certain events like the foundation of Chosun-Soviet Union Cultural Association(Pyongyang, 1945) and establishment of the Soviet Union Culture Center(pyongyang, 1948). The cultural exchanges of the period of diversification(1961~1966) were extended to non-allied nations such as Asia, Africa, and Latin America. North Korea needed its own diplomatic path because of the consolidated relationship with the Third World countries, as well as the culmination of the conflict with the Soviet Union and China. In this time period, the foreign cultural exchanges were utilized as an important method to enhance the relationship with the Third World nations. Out of all forms of foreign cultural exchanges, especially the external performances and culture agreements were actively applied in the foreign policy. North Korea endeavored to expand its foreign relationships in the way of exchanging cultures with Cuba, Guinea, Mali, Cambodia, Algeria, Ghana, and Tanzania. The cultural exchange of the period of Juche progress(1967~1979) was mainly composed of North Korean style arts; Juche arts. From 1967, teachings of Kim Il- Sung started appearing in the field of culture and arts. North Korea concentrated on provincial performances which reflected the revolutionary national opera and songs, and also magical practices. It also intensively spreaded documentary films that contained Juche ideology. During this time, Kim Jong-Il emphasized Juche arts coaching the stage arts as well as theories of culture and arts. The cultural exchanges of North Korea's heyday(1980~1989) were expanded in the events, subjects and the period of time. Art groups and group gymnastics played an important role in the foreign performances. The nations that North Korea performed its foreign shows for more than one month in a row were extended from the Soviet Union and China to Japan, Thailand, Indonesia and France. North Korea built a culture center in Mali in May 1983 and a political school in Togo in January 1984. North Korea also hosted <Spring of April Friendship Art Festival>, <Pyongyang Film Festival>, and <The 13th World Youth Students Festival>. North Korea received external attention as a host country through socialism culture festivals. Those festivals were proceeded under the name of building international relations and maintaining solidarity. However, the contents were all about praising Kim Il-Sung and Kim Jong-Il. The cultural exchanges of the period of stagnation(1990~1994) were greatly reduced in regard to the collapse of socialism nations. Instead of enlarging the extension, North Korea tried to maintain the existing relationships. The <Pyongyang Film Festival> and <Spring of April Friendship Art Festival> which were periodically hosted in North Korea were also cut down. North Korea's endeavor to dispel the negative external cognition could be shown in the <4th Pyongyang Film Festival> which was run according to the schedule in September 1994, just two months after the death of Kim Il-Sung. The characteristics of North Korea's foreign cultural exchanges are as follows. First, it had a role of cultural bridgehead for international solidarity. Second, North Korea utilized it as a propaganda source for internal solidarity. Third, it was also a way to spread Juche ideology. In the beginning, North Korea focused on establishing socialism cultural infrastructure, and afterwards, tried to apply it as a method to make an idol of Kim Il-Sung, which ended up resulting in strengthened connection between culture and politics. After the independence, North Korea's foreign cultural exchanges were carried in the way of directly accepting the culture of the Soviet Union. This type of culture embracing did not last long. As of 1961, the countries of exchange were extended to non-allied nations, and from 1967 when Juche arts turned up, the culture exchange took a new turn on the basis of Juche arts. After Kim Il-Sung's sole leadership structure was established, Kim Jong-Il took it over and pushed forward it. The broad and diverse culture exchanging events in the beginning were eventually unified to the idolization of Kim Il-Sung. As a result, the uniformity of 'Juche arts' was reflected in the foreign cultural exchange. 본 논문의 목적은 김일성 시기 대외문화교류의 내용을 전반적으로 분석하고 그 특징과 성격을 밝히는 것이다. 이 논문에서 말하는 김일성 시기는 1945년 광복이후부터 1994년까지이다. 김일성 시기는 북한의 국가 정체성이 형성되고, 현재와 같은 정치 구조가 확립된 시기이다. 북한에서 김일성은 절대적인 존재였다. 대내적으로는 최고지도자로서 위상을 강화하는 한편 대외적으로는 국가로서의 북한의 존재를 알리기 위해 다양한 노력을 했다. 정치, 군사적인 교류와 함께 문화교류는 북한의 존재를 대외에 과시하는 중요한 수단으로 활용되었다. 정권 수립 초기 북한은 소련과의 문화교류를 통해 문화 인프라를 구축하기 위해 노력했다. 소련의 선진적인 문화를 수용하면서 북한 체제의 정체성을 확립하고자 했다. 한국전쟁 이후에는 중국과 교류하는 등 제3세계로 문화교류를 확장하였다. 북한의 대외문화교류가 다양하게 확장된 이유는 소련과의 정치적 갈등이 직접적인 원인이었다. 그 이후 북한은 독자적인 외교노선으로 문화교류를 추진하였다. 문화교류 대상국 역시 소련, 중국, 동구 사회주의 국가 일변도에서 벗어나 아시아, 아프리카, 라틴아메리카 등의 비동맹국가로 확대되었다. 현재 북한의 대외문화교류에 관한 기존 연구는 두 가지 유형으로 구분된다. 첫째, 남북 문화교류의 현황과 활성화 방안을 분석한 연구이다. 둘째, 소련‧중국‧베트남 등 특정 국가와의 문화교류를 분석한 연구이다. 기존 연구는 문화교류의 개괄적 현황과 특성, 문화적 요인을 규명하는 데 유용하였다. 그러나 분석 시기 또는 분석 대상을 특정 시기나 특정 종목으로 한정하였다. 그러므로 총체적이고 다양한 교류 내용을 다룰 필요가 있었다. 본 논문은 분석 시기를 김일성 시기로 확장하고, 문화교류, 국제행사, 문화협정으로 분석 내용을 세분화하였다. 교류 국가, 교류 종목, 교류 인물을 중심으로 대외문화교류 변화 과정에 영향을 미치는 요인은 무엇이며, 어떻게 활용되었는지를 분석하였다. 북한의 대외문화교류를 연구하기 위해서는 사회주의 국가의 문화교류 특징과 함께 북한의 특수성을 고려해야 한다. 사회주의 국가에서 대외문화교류는 ‘문화와 정치의 연계’, ‘사회주의 신생 독립국의 문화 인프라 구축’, ‘새로운 노동문화의 창출과 교류’, ‘국제혁명 수단으로서의 문화교류’, ‘친선과 연대를 위한 활동’ 등으로 특징지어진다. 북한 문화교류는 위의 특징에 더해 ‘김일성 주체사상의 보급’, ‘제3세계 비동맹 국가들의 지도국 지위 확보’, ‘우상화 중심의 문화 창조와 보급’, ‘김정일의 지도’ 등의 특징이 드러난다. 본 논문에서는 김일성 시기를 다섯 시기로 분류했다. 각 시기별 특징은 다음과 같다. 태동기(광복 이후∼1960년)의 문화교류는 소련 중심의 교류를 추진했다. 북한은 정권 수립 초기 후견국가가 필요했다. 소련은 정치적, 경제적, 문화적 지원을 북한에 제공했다. 이 시기 북한은 번역출판, 대외공연, 영화, 체육, 문화협정 체결 등 광범위한 종목에서 소련 중심의 문화교류를 추진했다. 전쟁 이후에는 문화교류의 대상을 중국, 폴란드, 체코슬로바키아, 루마니아 등 사회주의 친선국가로 확대하였다. 그러나 조쏘문화협회 창립(1945년, 평양)과 소련문화회관 건립(1948년, 평양) 등 북한과 소련 간의 교류에는 미치지 못했다. 다변화기(1961~1966년)의 문화교류는 문화교류 대상 국가가 아시아, 아프리카, 라틴아메리카 등 비동맹국으로 확대했다. 북한은 제3세계 국가들과의 외교관계 강화, 북한과 소련‧중국 간의 갈등 고조로 인해 독자적인 외교노선이 필요했다. 이 과정에서 당시 북한의 대외정책 목표인 제3세계 국가와의 관계 발전을 위한 중요한 수단으로 대외문화교류가 활용되었다. 특히 대외문화교류 중 대외공연과 문화협정 체결에서 대외정책이 적극 반영되었다. 북한은 쿠바, 기니, 말리, 캄보디아, 알제리, 가나, 탄자니아와의 문화교류를 유지하며 대외관계 확장에 노력했다. 주체화기(1967∼1979년)의 문화교류는 북한식 예술, 즉 주체예술을 대외교류에 내세웠다. 1967년부터 김일성 교시가 ‘문화예술부문’에 등장하기 시작했다. 북한은 혁명적 민족가극과 혁명송가, 요술을 대외공연에 반영하여 순회공연에 주력하였다. 주체사상을 다룬 기록영화도 집중적으로 보급했다. 이 과정에서 김정일은 문화예술이론과 무대예술을 지도하며 주체예술을 강조하였다. 전성기(1980∼1989년)의 문화교류는 종목, 대상, 기간 등에서 확대되었다. 예술단과 교예단, 집단체조 등의 대외공연이 중요한 비중을 차지했다. 예술단의 대외공연 기간이 1개월 이상인 장기공연 대상 국가가 소련, 중국에서 일본, 타이, 인도네시아, 프랑스로 확대되었다. 북한은 1983년 5월에는 말리에 문화회관을, 1984년 1월에는 토고에 당학교를 건설하였다. 북한은 <4월의 봄 친선예술축전>, <평양영화축전>, <제13차 세계청년학생축전>을 개최하였다. 북한은 사회주의 국가 문화 축전을 통해서 개최국가로서 대외적으로 주목받았다. 이러한 축전은 예술을 통한 국제 친선과 단결 유지가 명분이었다. 그러나 김일성과 김정일의 업적을 칭송하는 내용이었다. 침체기(1990~1994년)의 문화교류는 사회주의 국가의 와해로 대외문화교류 환경이 악화돼 크게 축소되었다. 외연 확대에 주력하기보다는 통상적인 관계를 유지하는 정도였다. 정기적으로 개최하던 <평양영화축전>과 <4월의 봄 친선예술축전>도 축소되었다. 특히 북한은 1994년 7월 김일성 사망 이후에도 같은 해 9월 <제4차 평양영화축전>을 예정대로 추진하는 등 외부의 부정적인 인식을 불식시키고자 노력했다. 북한의 대외문화교류 특징은 다음과 같다. 첫째, 국제연대를 위한 문화교두보로서 역할이었다. 둘째, 내부 단결을 위한 선전선동의 수단으로도 활용하였다. 셋째, 주체예술의 해외 보급이다. 문화교류 초기에는 사회주의 문화 인프라 구축에 초점을 두었고, 이후에는 김일성 우상화를 위한 수단으로 활용되면서 문화와 정치의 연계 강조성이 높아졌다. 북한의 대외문화교류는 광복 이후에는 소련의 문화를 직접 수용하는 방식으로 진행되었다. 소련 중심의 문화 수용은 오래가지 않았다. 1961년을 기점으로 교류 국가가 비동맹국으로 확장 되었고, 1967년부터 주체예술이 등장하면서 주체예술 중심으로 전환되었다. 김일성 유일지도체제가 성립된 이후에는 김정일 중심으로 전개되었다. 상대적으로 다양했던 문화교류 종목은 김일성 우상화 중심으로 획일화 되었다. 결과적으로 ‘주체예술’ 중심의 획일성이 대외문화교류에도 그대로 반영되었다.

      Cultural exchanges between the south and the north have a significant meaning not in that it simply introduces the culture of both parties that has been developed differently, but in that it promotes the understanding of counterpart's life and society through cultural communication. After the partition of the Korean peninsula, cultural exchanges in the fields of education, science, art, religion, sports, mass media, broadcasting, publishing, and even joint events have been controlled in the level of practical affairs. Events have been held in accordance with detailed schedule resulted from the working-level talks or mutual agreement. Thus, cultural exchanges between the south and the north are still problematic in that it is political and limited in its range. This is derived from laws, the difference of cultural viewpoint, and ideological inspection and procedures. Cultural administration in the cultural exchanges between the south and the north has inherent limits with which it cannot get out of the characteristics of relationship between both parties. A real development of cultural exchanges between the south and the north must be a quantitative and qualitative expansion of exchanges based on the national consensus. And it must macroscopically induce a process to shape common values for unification. For this, the role of cultural exchange administration that can effectively plan, coordinate, and control culture that is inherently impossible to be harmonized with administration is crucial. Because such obstacles as ideological inspection and procedures, restriction by laws and regulations, political and international conditions, and internal and external hindrance elements lie hidden in the cultural exchanges between the south and the north, there are many difficulties in the expansion of the exchanges. In this regard, 'the culturalization of administration of which center is culture is necessary. The cultural administration of which center is administration is meaningless for the request of cultural development through cultural exchanges between the south and the north. In this vein, the investigator presents several laws and ordinances as a legal supplement in this study: (1) a cultural exchange promotion act that urges both parties to promote cultural exchanges; (2) a cultural exchange expansion act; and (3) a unified system construction act. These acts suggest a practical revision of laws to construct a stable system for the support of cultural exchanges between the south and the north. In addition, the ideological inspection and procedures as an executive system that reflects the reality of both parties must be overcome to expand the cultural exchanges. Especially in this study, the investigator states the composition and use of the exchange/cooperation system, a representative promoting system of exchanges between the south and the north, the classification and drawing up of various forms, and guiding manuals in detail for them to play guidelines of administrative procedures. In addition, by indicating the procedural problems of systematic operation experienced in actual site of administration, the investigator suggests a sustained maintenance of operation of the exchange/cooperation system between the south and the north. Because cultural exchanges between the south and the north are associated with political and ideological situations in the aspects of relationship characteristics, one-sided expansion of exchanges by one of the parties is not desirable. In the long run, the width of confrontation and confliction derived from cultural difference must be decreased by narrowing the heterogeneous cultural phenomenon of both parties, preparing a foundation of recovering national homogeneity, and heightening the capability of cultural adaptation through cultural exchanges. In order to back up cultural exchanges between the south and the north that are supposed to continue in the future, the role of administration must be improved. For this, such measures as maintaining laws and ordinances, and improving administrative guidelines, as an internal supplement, and overcoming opportunistic administrative procedures, effective operation of cooperative system, reducing administrative regulations, and improving red-tape, as a procedural improvement must be initially achieved simultaneously. 남북한 문화교류는 서로 다르게 변화하여 온 남북한 문화를 단순히 소개하는데 그치는 것이 아니라 상대방 문화와의 소통을 통해서 상대주민의 삶과 사회에 대한 이해를 증진시킬 수 있다는 점에서 특히 중요한 의미를 갖고 있다. 분단 이후 그동안의 남북한 문화교류는 가령 교육학술 분야, 문화예술 분야, 종교 분야, 체육 분야, 언론.방송.출판 분야 그리고 남북공동행사까지 실무차원에서 모든 것이 통제가 됐다. 실무회담이나 합의에서 얻어진 세부일정에 따라 그에 맞춰 행사를 진행하여 왔다. 이처럼 남북한 문화교류는 여전히 정치적이고 제한적인 문화교류의 문제점을 가지고 있는데 이는 법률, 남북한 문화관 차이 등 사상적 검열과 절차에서 비롯된다. 남북한 문화교류에 있어 문화행정은 이러한 남북관계의 특성을 벗어나지 못한 채 전개될 수밖에 없는 본질적인 한계를 지니고 있다. 남북한 문화교류의 진정한 발전은 국민적 합의를 바탕으로 한 남북교류의 양적.질적인 확대이며 거시적으로는 통일에 대한 남북 공통의 가치관을 형성하는 과정을 이끌어 내야 한다. 이를 위해서는 행정과는 본질적으로 어울리기 힘든 문화의 속성을 효과적으로 기획, 조정, 통제할 수 있는 문화교류 행정의 역할이 매우 중요하다. 남북한 문화교류는 사상적 검열과 절차, 법률과 규정의 규제, 정치적?국제적 정세, 내외적 장애요인 등이 잠재적으로 깔려 있기에 교류를 확대하는 데 많은 어려움이 존재한다. 이러한 맥락에서 문화가 중심이 되는 ‘행정의 문화화’가 필요하다. 남북간의 문화교류를 통한 문화발전을 요구하면서도 여전히 ‘행정’을 중심으로 한 문화행정 집행은 공허할 뿐이다. 따라서 이 논문에서는 남북한 문화교류의 법적 보완으로 몇가지 법령을 제시했는데 첫째, 문화교류 주체에 대한 촉진을 내용으로 하는 남북한 문화교류 진흥관련 법령 둘째, 문화교류 적용범위 확대 방안 법령 셋째, 단일화된 추진시스템 구축 법령 등을 보완함으로써 남북한 문화교류 지원의 안정적 시스템을 구축하기 위한 현실적인 법의 개선을 제시하고 있다. 또한 남북한의 현실을 그대로 반영하는 집행 체계로서의 사상적 검열과 절차는 남북간 문화교류의 확대를 위해서 반드시 극복되어야 할 대상이다. 특히 이 논문에서는 남북한 문화교류를 지원하는 대표적인 추진시스템인 남북교류협력시스템의 구성과 활용, 각종 서식의 분류와 작성범위, 이용 안내 매뉴얼을 상세하게 기재함으로써 행정 절차의 길잡이 역할을 하고자 했다. 아울러 현장에서 직접 체험한 시스템 운영 절차상의 문제점을 지적하여 남북교류협력시스템 운영의 지속적인 정비를 제안했다. 남북간 문화교류는 남북관계의 특성상 정치적?이념적 상황과 연계되어 전개되기 때문에 일방적인 교류의 확대는 바람직하지 않다. 결과적으로 남북한 문화교류의 활성화를 통해서 남북한 문화의 이질화 현상을 좁혀 나가고 동질성 회복의 근거를 마련하고 남북간의 문화적응력을 높임으로써 문화적 차이에서 오는 대립과 갈등의 폭을 줄여 나가야 한다. 앞으로도 꾸준히 지속될 남북한 문화교류를 지원하기 위해서는 행정 역할의 개선이 필요하다. 이를 위해서 남북한 문화교류의 내적 보완으로는 법령정비, 행정지침 개선, 행정편의주의 절차 극복, 절차 개선으로는 협력체계의 효율적 운영, 행정규제 완화, 문서주의(red-tape) 완화가 동시에 이루어질 때 비로소 진정한 의미에서의 남북한 문화교류 확대가 이루어질 것이다.
