지난 6월 3일 지방공기업법 일부 개정법률이 시행되었다. 이번 일부 개정법률에는 그 동안 안전행정부와 지방공사의 숙원이었던 공사채의 특수채 지위 부여가 담겨있다. 이번 법개정으로 지방공사들은 앞으로 채권시장에서 금리수준이 회사채에 비해 낮게 형성되고, 집합투자자의 투자한도가 상향되면서 지방공사의 부채감축 및 재정건전화에 기여할 것으로 기대된다.

There is an overwhelming number of poems that sang plants in the Juemiaohaoci, the most abundant Ci Poetry of which are plum. Zhoumi thought that it was best to sing the pain of the poet who had experienced the country's ruination by a euphemism. The style that satisfied this was the Yongwuci. In addition to the plum blossoms, from entertainment to concern for the nation, the Xihu was one of the best objects of the spiritual world of the Poet of the Southern Song period. Zhoumi collected the premier Ci Poetry of himself and Jiangkui. Also, He considered Jiangkui as a canon of Ci Poetry. Zhoumi had seen that the artistry of Jiangkui's Ci Poetry surpassed contemporary poet Wuwenying. The Juemiaohaoci was closely related to the contemporary anthology such as Hwaancixuan, Yangchunbaixue, Yuefubuti. And played a role in creating the canon of Yongwuci of the Southern Song period. Zhoumi highly esteemed the Yongwuci of the Southern Song period in terms of quality, not quantity, and had a profound effect on the theory and writing of the later Yongwuci.

The purpose of this paper is to discuss philosophical aspects of crime, which is the most specific phenomenon in our society today, and corrections, the field of study of criminals who have committed it. Philosophical viewpoints are related to inducing self criticism of existing corrections. This is because philosophy calls for reflection in other disciplines to critically examine one's own field from a critical point of view. To this end, I examine the meaning of crime as a conflict aspect in philosophical viewpoint. This is a study of humanistic corrections. The contents of this paper are as follows. First, we discussed human beings in social conflicts. Second, we examined the crime as a specific aspect of social conflict. Third, we discussed the relationship between the meaning of philosophical correction as a social conflict solution and humanistic corrections. The results of this paper are as follows. First, understanding of human beings had to precede the center of corrections which is a conflict resolution method. This is because the fundamental purpose of revising the conflict inducer and the criminal is the solution of social conflicts and the restoration of the damaged humanity. Second, the meaning of philosophical correction was given to critical thinking in corrections, and it was revealed that corrections was induced to change itself. And at the center of change, there was a humanistic corrections. 이 논문의 목적은 오늘날 우리사회에서 발생하는 갈등 양상 가운데 가장 구체적인 현상인 범죄와 그것을 행한 범죄자에 관한 학문분야인 교정학을 철학적인 관점에서 논의한다. 철학적인 관점이라 함은 기존의 교정에 대한 자기비판을 유도하는 것과 관련된다. 왜냐하면 철학은 여타 학문에 성찰을 요구하여 자기 스스로 비판적인 관점에서 자신의 분야를 비판적으로 보도록 하기 때문이다. 이를 위해 철학적 관점에서 보는 갈등 양상으로서의 범죄의 의미를 살핀다. 이는 곧 인문교정학이라는 문제에 천착한다. 이 논문의 내용은 다음과 같았다. 첫째, 사회 갈등 속에 존재하는 인간에 대하여 논의했다. 둘째, 사회 갈등의 구체적 양상으로서의 범죄에 대하여 살폈다. 셋째, 사회 갈등해결로서의 철학적 교정의 의미와 인문교정학의 관계를 다뤘다. 이 논문의 결과는 다음과 같았다. 첫째, 갈등 해결 방법인 교정학의 중심에는 인간에 대한 이해가 선행되어야 했다. 왜냐하면 갈등유발자나 범죄자 교정의 근본적인 목적이 사회 갈등의 해결이며, 더 나아가서는 훼손된 인간성의 회복에 놓여 있기 때문이다. 둘째, 철학적 교정의 의미는 교정학에 비판적인 의미를 부여하여, 교정학이 스스로 변화토록 유도하는 데에 있음을 밝혔다. 그리고 변화의 중심에는 인문교정학이 있음을 밝혔다.
