자연재난이 기초자치단체 재난관리예산에 미치는 영향: 폭염을 중심으로

본 연구는 기후변화에 따른 자연재해 중 하나인 폭염이 기초자치단체의 재난안전예산 편성에 미치는 영향을 실증적으로 분석하였다. 이를 통해 기초자치단체의 재난 경험이 실제 재난관리정책에 어떻게 반영되는지를 규명하고자 하였다. 이를 위해 세종특별자치시와 제주특별자치도를 제외한 226개 기초자치단체를 대상으로 2020년부터 2023년까지의 패널데이터를 구축하고 회귀분석을 수행하였다. 종속변수는 기초자치단체의 세출예산 중 폭염관리 관련 예산을 활용하였고 설명변수는 각 지역의 폭염일수와 온열환자 수를 사용하였다. 분석 결과, 폭염일수는 폭염관리 예산에 유의미한 양(+)의 영향을 미치는 것으로 나타났다. 반면 온열환자 수의 경우 일부 지역에서 음(-)의 영향을 보였다. 이는 재난 경험이 기초자치단체의 재난관리정책 수립에 부분적으로 반영되고 있음을 시사한다. 본 연구 결과는 향후 기후변화 적응 및 재난 대응 정책 수립을 위한 기초자료로 활용될 수 있다. This study examines the impact of heatwaves on the disaster safety budget allocation of local governments in order to determine whether disaster experiences are reflected in their disaster management policies. Panel data analyses were constructed from 226 local governments (excluding Sejong and Jeju) from 2020-2023. The dependent variable is the budget for heatwave management among local government expenditures. To incorporate disaster experiences as explanatory variables, the numbers of heatwave days and heat exhaustion patients were used. The results showed that the number of heatwave days had a positive effect on heatwave-related budgets, while the number of heat exhaustion patients had a negative effect in some localities. These findings can serve as foundational data for formulating climate change-driven natural disaster policies and budgeting strategies in the future. The insights into the relationships between heatwave exposure, heat exhaustion cases, and disaster management budgets can inform the development of more comprehensive and r304esponsive disaster mitigation and adaptation measures at the local level. By examining how disaster experiences shape budgeting, this study provides evidence-based guidance for local governments to build resilience against the growing threat of heatwaves and other climate-related disasters. The results underscore the need for flexible, data-driven policymaking to effectively address the impacts of natural disasters exacerbated by climate change.

As outdoor air quality is deteriorated by fine dust, mechanical ventilation becomes essential especially for classrooms that have a high occupancy rate. However, mechanical ventilation in classrooms may not operate for a reason that noise during classes disturbs student’s concentration. The purpose of this study is to propose a control method that can keep the noise level and CO₂ concentration within an acceptable range. Experimentation of the proposed control method has achieved at a university classroom of 230 ㎥ volume, and simulation analysis is achieved to compare the control method with a reference case. Results show that the proposed method can keep the CO₂ level under 2000 ppm for classes of a duration of 75 min even when the lowest ventilation rates are adopted during lectures.
지방자치단체의 폭염 대응 시설이 온열환자 저감에 미치는 영향: 무더위쉼터를 중심으로

This study analyzed the impact of cooling shelters, a key heatwave response policy of local governments, on the reduction of heat-related patients, considering regional characteristics and overlapping vulnerable populations. Using pooled ordinary least squares, the impact was assessed based on data from 226 local governments nationwide from 2016 to 2022. The analysis showed that, unlike in metropolitan cities, cooling shelters had a negative effect on heat-related patients in Do (province) areas. In Si, Gun, and Gu (city, county, and district) areas, the effect varied depending on the type of overlapping vulnerable populations. While the reduction effect was greater in areas with higher elderly and elderly living alone populations, it was not statistically significant in Gun (county) areas and showed a decreasing trend for elderly basic livelihood security beneficiaries in large city districts. These results suggest the need for a customized strategy that reflects regional and vulnerable group-specific characteristics, moving beyond a uniform policy application. This study provides academic and policy contributions by offering such evidence.

To manipulate a variety of objects using a robot, it is important to express the general characteristics of the objects. Therefore, generalized object manipulation can be performed by using keypoints to express the manipulation position and pose information determined according to the type of object. Recently, the studies that detect the keypoints through deep learning have shown good performance. Accordingly, in this study, a keypoints detection network that enables generalized manipulation of various objects using a robot is proposed. In addition, this study proposes a method for efficiently generating training data using a simulator and a method for applying the network trained in the simulator to the real world.
